PARK BOARD MINUTES
AUGUST 22, 1990
The meeting was called to order by Chairperson Bill Hollom at 6:30 p,m,
ROLL CALL
Members present:

CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUT-ES
Moved and seconded to approve the minutes of the July 25, 1990 meeting as
presented in writing,
PAYMENT OF THE BILLS
Moved and seconded to approve payment of the b~lls as listed from the
proper funds,
LETTERS AND REQUESTS
REQUEST OSTRANDER BUILDING/POLICE DEPARTME~!T
Moved and seconded to ratify the action of the Public Works Director in
allowing the Po]ice Department to utilize the Ostrander Park Building for
a crime watch organizational meeting, rent waived, and to supply 40 to 50
chairs for the event.
FRIENDS OF THE LIBRARY
A letter has been received from the Secretary, Rita Norberg, cancelling
the Friends of the ColumBia Heights LiBrary luncheon. This is for
information only.
APPROVE OF CONSENT AG£NDA
Motion by Schlagel, second by Fowler to approve the consent agenda as
presented. All ayes, motion carried.
REQUEST FOR SMOKING IN HALL/ROGER ELMORE
The Park Secretary received, a call from Roger Elmore requesting reversal
of the ban on smoking in the hall. He stated that when he rented the hall
there was no such stipulation.
Hot]om stated that the Board made the rule to protect the hall and that
they did designate a sizeable area for smoking, therefore~ they see no
reason to rescind the ruling. It was the consensus of the Board to
continue the policy to allow '~No Smoking" in the hall and various rooms
and allow "smoking" in the LaBelle Lounge and office,

OLD BUSINESS
JPM MANAGEMENT PLAN
After the meeting with the Recycling Coordinator~t~e Board felt that the
amendment they had added to .the,.JPM Management Plan '~11 disposable
products used by lessee, caters, or other 6ui~lding users shall be
recyclable effective on and after September 1, 1990" should be delated,
Mot~ion by Fowler, second by Peterson to deletethe third paragraph of
Section 1.4 of the John P, Murzyn Hall Management Plan in its entirety.
All ayes, motion carried.
At the July Park Board meeting the Board agreed to charge $25,00 per hour
for each additional hour prior to noon at the discretion of the Public
Works Director. Motion by Murzyn, second by Fowler to adopt the following
amendment:
2.1.2. An additional $25.00/hr shall.be charged in one hour increments
as allowed in 2.3.2.
2.3.2. The Director may at his discretion allow early entrance, if the
facilities are clean and personnel are available as long as the rental
rate included in 2,1.2 is charged.
All ayes, motion carried.
Peterson suggested that we put in the paper that is. handed out to the
renter "If the hall is not clean when you take possession, please contact
the Caretaker".
1991 PARK BUDGET
The date for the Park Board to meet jointly with the City Council has
not been set as yet.
REBATE ON PAPER SUPPLY/LINEN SUPPLY
Kennedy stated that the paper supply company, Leslie Paper, told him that
they would refund the money if we returned the paper.
Salsbury informed the Board that a decision had been made regarding the
bill for the American Linen.
REPORTS
LaBelle Park - Grading should be finished this week mnd pmving should
start next week. Timbers would be put in and then the playground
equipment would be. installed and finally the sodding and fencing, A
pre-construction meeting was held last. week in order to get everything
together. The project should be completed by the end of September.

Ostrander Park - The City Council approved the contract to change the
angle of the sidewalk to go to the corner and to install a handicap ramp.
Prestemon Park - The pathway lights at Prestemon along with 2 handicap
ramps have been approved by the Council. The tennis courts have been
resurfaced,
Boat Landing - The landing was approved 6y the City Council. DNR is
building a new ramp out into the lake. The city is responsible for
putting in a new roadway.
LaBel le Park - The Council is going to submit a grant application in order
to clean up the pond. Salsbury stated it was a very complicated
appl icat ion.
Wargo Park - The park has been accepted by the city as a new official city
park. The Council agreed to remove the loose rock and put in concrete,
Wilt probably put the 6id in with the sidewalk and handicap ramp at
Ostrander and handicap ramps at Prestemon.
Huset Park - City Council approved the $20~OO0. to repair Press~Box #3 and
repair #5 Press Box and take care of the PCB in lghts as recommended by
the Park Board. Should 6e done this year.
