PAYMENT OF THE BILLS Moved and seconded to approve payment of the hilts as listed from the proper funds. REQUEST HALL/COLUMBIA HEIGHTS VFW POST #230 Moved and seconded to reserve the main halt, LaBelle~Lounge and kitchen for the Columbia Heights VFW Post~#230 on October 2~, 1490 .in order to hold a senior citizens dance; and, furthermore, to waive the rental fee for the same. RATIFY DIRECTOR'S ACTIONS/RED CROSS Moved and seconded to ratify the Director's actions in allowing the Red Cross local disaster team to hold a meeting in the Gauvitte room on July 23, 1990; and, furthermore, to waive the rental fee for the same~ THANK YOU NOTE/YMCA A thank you note from the YMCA for the use of the ballfields was read and noted. REQUEST HALL/VFW POST #230 Moved and seconded to reserve the main hall, LaBelle Lounge and kitchen for the Columbia Heights VFW Post #230 to bold their annual membership dinner on October 28, 1990; and, furthermore~ to waive the rental fee for the same. COLUMBIA HEIGHTS PARE BOARD MINUTES JULY 25, 1990 PAGE TWO APPROVAL OF CONSENT AGENDA Motion by Kennedy, second by Murzyn to approve the consent agenda as presented. All ayes, motion carried. REQUEST JEFFERSON BLDG/MINNESOTA CITIZENS'CONCERNED'FOR LiFE Motion by Fowler, second by Kennedy to grant permission to the Minnesota Citizens Concerned for Life.to hold a rummage sale at the Jefferson Building on September 10th thru the 14th and to approve the use of nine tables for the sale. All ayes, motion carried, REQUEST SULLIVAN PARK/DUANE-.ROWE A letter was received from Duane Rowe requesting permission to hold a wedding reception at Sullivan Lake Park shelter on August 25~ 1990, The Board wanted Mr. Rowe informed that we do not reserve parks, that it is up to him to arrive early enough to save his place. He also requested permission to serve beer. Motion By Fowler, second by Kennedy to recommend to the City Council that they approve the use of beer at the wedding reception on August 25, 1990. All ayes, motion carried. RATIFY DIRECTOR'S RECOMMENDATION/ERVIN BERNARD Motion by Fowler, second by Kennedy to rati'fy the action of the Director in allowlng the Bernard wedding party ~he use of the hall on July 14, 1990 at 10:00 a.m. with an additional charge of $25.00, All ayes, motion carried. SHILOH BETHANY PRESBYTERIAN CHURCH/SILVERLAK~-'~B-EACH Nancy Youel sent the Park Board a letter requesting permission to hold a concert on Silver Lake park property on Sunday~ August 12, 1990, The concert would begin at 7:00 p,m. and conclude by 8:30 p.m. She stated that she had contacted the Police Dept. concerning the noise ordinance. Motion by Kennedy, second by Murzyn to approve the concert, providing they comply with the noise ordinance and all other city ordinances, All ayes, motion carried. OLD BUSINESS JPM MANAGEMENT PLAN A discussion regarding the need of a security guard if only a champagne toast is drunk. The Board stated they felt that a non-alcholic champagne would be the only way to eliminate the need for a security guard. The Board feels there are other purposes, for the. security guardand that is to control the crowd, liquo.r or not. But we would leave the requirement tied to liquor at this time. They have one other option already allowed and that is to shorten the event. It was agreed thatno change in the Management Plan concerning hours or amount of wine/champagne should be made. COLUMBIA HEIGHTS PARK BOARD MINUTES JULY 25, 1990 PAGE THREE SUNDSTROM/EARLY ENTRANCE Fowler requested information regarding early entrance by the Sundstrom wedding. Salsbury stated that he allowed the cater early entrance to roast a pig outside-JPM and to store food in the kitchen. The cater did not work in the kitchen. The Boa.rd acted on this item last month. Salsbury stated that it was his decision to make thins offer. 1991 BUDGET The Board reviewed the Budget, They noted that $150,00 (jackets) was removed from Park budget 4380, ~35~O00 from 5120 (.speed skating rink), ~1,OO0 from 5170 (fiting cabinets) and ~10,000 from the General Fund for playstructure. The City Ma.nager recommends' doing 1 park a year~ Salsbury stated that he would inform the members prior t~ the date of the meeting with the City Manager, NEW BUSINESS CHANGE JPM MANAGEMENT~PLAN Motion by Fowler, second By Murzyn to charge $25.00 per hour for each additional hour prior to noon and it is to Be allowed only at the discretion of the Public Works Director~ Alt ayes~ motion carried, This item is to be brought Back as a Management Plan amendment at the next meeting. OSTRANDER PARK SIDEWALK The Traffic Commission made a recommendation to the Park Board that they look into the possibility of changing the sidewalk angle coming out from the building and that a fence be installed to force the children to go to the corner to cross the street. Motion by Fowler, second by Murzyn to recommend to the City Council that they approve the removal of the sidewalk, replace the sod and install a new sidewalk to go to the corner of the street. All ayes, motion carried. REPORTS Fowler - The Recreation Department is done at the end of the year, A '~good-bye" party for Maureen Donlin and Gail Maus is being held on August 3, t990. at Murzyn Hall, Salsbury - Lights at the tennis court at Sullivan Park have been adjusted. Signs stating "Dogs must Be Leashed'' are on order for Sul!ivan Lake Park. COLUMBIA HEIGHTS PARK BOARD MINUTES JULY 25 ~,1990" PAGE FOUR ' Vandslism in Prestemon Park - approximately 20 trees were cut amounting to dammges of around $7,000. Storm damage hit Hilltop Park - playground equipment damaged. The City Council took the recommendation From the. Board . regarding their recommendation to proceed with the playground at Circle Terrace, The bids for the playground at Circle Terrace/LaBelle~came in much lower and are acceptable, We should be starting the work the first of August. Wargo Court -.City Council is accepting $1,387,~credit, Eights are out at fountain~- New Filter .is not in fountain ~ the rest of the punch list seems to have Been accomplished, Discussion regarding amount spent.on tissues for. JPM and Park Bldgs. Kennedy felt that the amount charged 6y Leslie. Paper was extremely high. SalsBury stated we had run out of paper and the order was an emergency purchase although he was not pleased with staff's action on the problem and has' taken steps to avert further problems in the area.
