PARK BOARD MINUTES
JUNE 27, 1990
The meeting was called to order by Chairperson Bill Hollom at 6:30 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
Moved and seconded to approve the minutes of the May 23, 1990 meeting as
presented in writin9.
PAYMENT OF THE BILLS
Kennedy'had a questions regarding the amount of money'spent on mop heads
and towels. Salsbury stated that he would report at the next meeting.
Moved and seconded to approve payment of the bills as listed from the
proper funds.
REQUEST HALL/OLD TIMERS
Moved and seconded to reserve the main hall, LaBelle Lounge and kitchen
for the Columbia Heights Old Timers on Sunday, April 28, 1991; and,
furthermore, that the rental fee be waived.
REQUEST SULLIVAN PARK/MRS HILL
Moved and seconded to allow the Hill family of 12760 Scotland Court, #107,
Moundsview the use of Sullivan Lake Park on June 22, 1990 from 4 p.m. to 9
p.m. for a family reunion and to recommend to the City Council that they
be allowed beer based upon a poll of a majority of the Board members.
REQUEST HALL/SCHOOL DISTRICT #13
Moved and seconded to reserve the main hall, LaBel]e Lounge and kitchen
for Independent School District #13 on May 30, 1991; and, furthermore,
that the rental fee be waived.

EARLY ENTRANCE/KATHERINE SUNDSTROM
Moved and seconded to ratify the action of the Director in allowing the
caterer for Katherine Sundstrom to have early entrance to roast a pig
outside JPM and to store food in the kitchen.
THANK YOU LETTER
A thank you letter was read and noted from the Columbia Heights Schools
regarding the ballfields.
APPROVAL OF CONSENT AGENDA
Motion by Peterson, second by Kennedy to approve the consent agenda as
presented. All ayes, motion carried.
REQUEST SILVER LAKE BEACH/INROADS
Ingrid Etienne attended the park Board meeting to request an area at
Silver Lake Beach to honor INROADS 20th anniversary on August 25, 1990.
Hollom explained that normally we do not reserve our parks, however, it
would be possible to rope off a section for their use. Motion by Kennedy,
second by Murzyn to allow the INROADS the use of Silver Lake Beach
providing that the area is policed after use, and no alcohol or amplified
music. All ayes, motion carried. Ms. Etienne stated she would send the
Board a copy of their schedule so they would be aware of what was going
on.
OLD BUSINESS
LABELLE PARK/BRAD HARLAN
A copy of a letter sent by Mr. Harlan to the City Manager was given to the
Board members for their information.
Salsbury stated that Mr. Harlan wanted his objection to be known to the
Board regarding the half court basketball court being built next'to his
home. Salsbury stated that it is being built as far away as possible from
his home. Salsbury also wondered why it took 1- 1 1/2 years to protest.
Peterson stated'that information was furnished in the local papers
regarding the playground area, public hearings, a neighborhood picnic and
handouts had also been furnished the residents in the area. The Board
felt that enough publicity has been furnished and that it was in the best
interest of the community to proceed with the playground plans. Motion by
Peterson, second by Murzyn to proceed with the playground plan as approved
and to send that information to the City Manager with a letter to Brad
Harlan. All ayes, motion carried.

PLAYGROUND AREA-CIRCLE TERRACE
Satsbury stated that initially the playground area was put into Project
#9004 (Street Improvement Project), however, the bids received were very
high so they put in a Change Order to omit the playground area.
We are now in the process of going out for bids - separate bids with
subcontractors and we believe the playground should be finished by the end
of August.
HUSET PARK STUDY
Salsbury requested the Board to give some direction to the $20,000 that
was in the budget.
Discussion regarding the property that may or may not be available - the
railroad property - Kramer building - so much depends on what land is
available for the ballfields. The ballfield lights at Huset #3 were also
discussed. After much discussion, motion by Murzyn, second by Kennedy to
recommend to the City Council to repair Pressbox #5 and replace Pressbox #3
and to correct the PCB problem with the light standards on Field #3 if
funding allows. All ayes, motion carried.
BUDGET t991
The budget for 1991 was given to the members. The Manager,s proposal is
included in the budget and the members should be prepared to discuss the
budget at the next meeting.
NEW BUSINESS
NO SMOKING/JPM HALL
According to the City Code, the Board shall establish policies and
procedures concerning the operation of the parks and facilities,
therefore, the policy of "no smoking" can be considered by the members.
After discussion, it was agreed by the members that the hall should be
smoke free. Motion by Peterson, second by Murzyn that LaBelle Lounge and
'the downstairs office-break room be the only places where smoking is
allowed in John P. Murzyn'Hall. All ayes, motion carried.
REPORTS
Kennedy requested information regarding the policy of dogs in the parks.
He stated that signs stating "Dogs must be leashed~, should be installed.
He also stated that the lights had been on in the tennis courts at
Sullivan Park at 6:00 a.m. Salsbury stated he would get back to him at
the next meeting on this.

Salsbury -'We received a report from the MPCA that there was questionable
hazardous waste in Huset Park which would mean long term observance. We
asked for a recheck and the report came back negative. We sent a letter
to MPCA asking for a closure of the investigation file based on negative
results received, but have not received a reply as yet.
Wargo Court - Almost all of the trees are dead. Considering spraying them
green. Peterson expressed concern Unless the color could be matched
closely, and the rest of the Board agreed. Why not just remove the dead
trees? Filtration system on fountain does not work. Problem with
sprinkler and electricity.
McKenna Park - Filtering system not working - the pool is down - blew
elbow in the pool - problem with sand in the pump. Should be back working
by next week.
Vandalism at LaBelle park. The person that set two fires has apparently
been caught by the Police.
