PARK BOARD MINUTES
MAY 23, 1990
The meeting was called to order by Chairperson Bill Hollom at 7:00 p.m.
ROLL CALL
Members present:

READING OF THE MINUTES
Motion by Fowler, second by Schlagel to approve the minutes of the April
25, 1990 meeting as presented in writing.
PAYMENT OF THE BILLS
Motion by Fowler, second by Murzyn to approve payment of the bills as
listed from the proper funds.
CONSENT AGENDA
The following items were on the consent agenda.
THANK YOU NOTES
The thank you notes from Shiloh Bethany Presbyterian Church, Bill Hollom
and Sandy Ellis were read and noted.
REQUEST HALL/RECREATION & COMMUNITY. EDUCATION DEPARTMENT
Bill Hollom, Jim Fowler, Veronica Schlage1, John Murzyn,
Fred Salsbury, Director Public Works/City Engineer
Moved and seconded to ratify the action of the Public Works Director in
allowing the use of the main hall with the rental fee waived for the
Columbia Heights Recreation and Community Education Department to hold
bingo games during the 4th of July Celebration.
REQUEST HALL/QUEEN CORONATION COMMITTEE
Moved and seconded to authorize the Public Works Director to allow
Jamboree related events to utilize Murzyn Hall facilities on a rental free
basis.
APPROVAL OF CONSENT AGENDA
Motion by Fowler, second by Murzyn to approve the consent agenda as
presented. All ayes, motion carried.

MINMESOTA MULTIPLE SCLERosIs SOCIETY
A letter received from Jeannie Sadler, Chapter Services Associate from
Minnesota Multiple Sclerosis Society, requesting that the December 2, 1990
fee for the hall be waived.
After much discussion, motion by Murzyn~ second by Schlagel to deny their
request on the grounds that the waiving of the fees for the rental of the
hall is only for local organizations within the City of Columbia Heights.
All ayes, motion carried.
REQUEST HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS
Motion by Schlage], second by Fowler to approve the use of the hall on
Friday, November 9, ]990 for the Columbia Heights Athletic Boosters's
annual dance. All ayes, motion carried.
REQUEST SULLIVAN LAKE PARK/MEDTRONIC
Motion by Fowler, second by Schlage] to reserve Sullivan Lake Park on
Friday, August 17, 1990 for a pig roast for Medtronic's and to recommend
to the City Council that they approve the use of 3.2 beer. All ayes,
motion carried.
REQUEST PARK FOR SKATEBOARDING
A copy of a letter from Donny Mexer, Casey Gunter, Mike Hovelak, Tim
01son, Matt Stewart, Mickey 01son and Greg lewset sent to Mayor Carlson
was referred to the Park Board.
In their letter the boys requested they would like to set up a ramp in a
safe place to skateboard in Columbia Heights. The Board members
questioned the liability in setting up such a place. After much
discussion, motion by Schlage], second by Fowler to table the inquiry for
more information including referring it to the City Attorney for
clarifying the liability question and some sort of cost estimate,
maintenance costs, proposal location and usage if possible. All ayes,
motion carried.
OLD BUSINESS
AMENDMENT TO JOHN P. MURZYN HALL MANAGEMENT PLAN
Motion by Murzyn, second by Schlage] to amend section 2.2 of the John P.
Murzyn Hall Management Plan to read as follows:
"The Board will not charge a rental fee to City Boards and Commissions and
quasi-governmental units (defined as an organization having educational or
other ties to the operation of City Government), and the Legislative
District Organizations of the Democratic-Farmer-Labor and Independent-
Republican Political Parties (City Council action on April, ]990).
However, such Boards, Commissions, Units and parties must schedule their
meetings as required by any other person or group."
All ayes, motion carried.

WARGO COURT DEVELOPMENT PLAN
Salsbury submitted a proposal at the request of Peterson, developed by
Councilman Nawrocki, to change Wargo Park - to remove crushed granite and
replace with cedar shavings - to plant pots'of ivy along fence - replace
boulders with keystone wall - plant Spruce, and Pine, Juniper, etc.
After much discussion, motion by Murzyn, second by Fowler to strongly
recommend not to use wood chips but to use exposed aggregate concrete in
the area between the pond and the sidewalk and that consideration be given
to using Kasota Stone for the little retaining walls. This recommendation
is being made on the basis of lessening maintenance of the area and longer
life. Al~ ayes, motion carried.
NEW BUSINESS
BUDGET DEVELOPMENT
Salsbury informed the Board members that he would not get the budget
information until next week so that item was tabled until next month's
meeting.
PRESTEMON PATHWAY LIGHTING
A discussion of the pathway lighting was done before the meeting was
called to order. At that time the members requested that a timer be
installed on the lights to alleviate any problems in the parks and
otherwise, the layout is what they envisioned.
BOAT LANDING
Salsbury stated that a request had been received from one of the residents
of Columbia Heighqs to "dress up" the area at the boat landing. The
request was for pine trees, lilac brushes and ivy around the fence. The
Board stated that as long as the money for the improvements did not come
from the Park Board budget it'was OK with them.
ADJOURNMENT
Motion by Murzyn, second by Schlagel to adjourn. All ayes motion
carried. '
