PARK BOARD MINUTES
APRIL 25, 1990
The meeting was called to order by Acting Chairperson Jim Fowler~at 6:30
p.m.
ROLL CALL
Members present:
Jim Fowler, Veronica Schiagel, Gary Peterson, John
Murzyn, A1 Kennedy, Fred Salsbury, Director Public Works

Member absent: Bill Hollom

It was reported that Bil. 1Hotlom had open heart surgery on Monday and
accordin9 to his wife was doing well, however, he still is in Intesive
Care. Motion by Kennedy, second by Schlagel to send flowers to Bill from
the Park Board. All ayes, motion carried.
CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
The Board approved the minutes of the March 28, 1990 Park Board meeting.
PAYMENT OF THE BILLS
The Board authorized the payment of bills as listed from the proper funds.
REQUEST FOR MEETING ROOMS BY RECYCLING COORDINATOR
Moved and seconded to reserve the Mathaire/McKenna rooms on April 24th and
the Gauvitte room on May 24th, June 28th, July 26th and August 23rd for
various city recycling activities; and, furthermore, to waive the rental
fee for the same.
REQUEST FOR BALLFIELDS YMCA
Moved and seconded to allow the North Community YMCA the use of Huset Park
Fields #3 and #4 and Prestemon Field from May 4, 1990 to the end of duly;
and, furthermore, that the fee be waived, with the understanding that all
other tournament requirements be met, that the areas are policed, and that
Mike Hall not be involved.

REQUEST FROM N.E.I.
Moved and seconded to allow the use of Huset Park facilities by NEI for
thei~r annual summer break picnic on June 15, 1990 from 9:30 a.m. to 3:00
p.m.; and, furthermore, that all fees be waived, as long as all other
requirements are met and the area is policed following the event.
REQUEST BY THE CITY MANAGER
Moved and seconded to allow the City Manager to conduct Management Team
Meetings in the Keyes room; and, furthermore, that the rental fee be
waived as long as proper reservation is made.
REQUEST BY COLUMBIA HEIGHTS VFW POST #230
Moved and seconded to reserve the main hall, LaBelle Lounge and kitchen
for the Columbia Heights VFW Post #230 on November 25, 1990 from 1 p.m. to
4 p.m. for their Annual Children's Christmas party; and, furthermore, to
waive the fee for the same.
REQUEST BY COLUMBIA HEIGHTS FIRE DEPARTMENT
Moved and seconded to reserve the Mathaire/McKenna rooms on September 15,
1990 from 4 p.m. to 1 a.m. for a Pig Roast and the main hall, LaBelle
Lounge and kitchen on October 7, 1990 from 5:00 a.m. to 4'p.m. for a
Pancake Breakfast~Fund Raiser for the Columbia Heights Fi. re Department;
and, furthermore, to waive the rental fee for the same.
REQUEST FOR EASTER EGG HUNT
Moved and seconded to ratify the action of the Public Works Director in
allowing Ms. Cindy Steeves the use of Ostrander Park for an Easter Egg
Hunt on April 2, 1990.
APPROVAL OF CONSENT AGENDA
Motion by Peterson, second by Schiagel to approve the consent agenda as
presented. All ayes, motion carried.
REQUEST HALL COLUMBIA HEIGHTS VFW POST #230
A letter was received requesting the use of the hall for installation of
officers. Moved and seconded to reserve the main hall, LaBelle Lounge and
kitchen for the Columbia Heights VFW on May 17, 1991; and, furthermore, to
waive the rental fee for the same. All ayes, motion carried.

REQUEST TO HOLD SOFTBALL TOURNAMENT
A request was received from Mr. Dave Anderson to hold a softball
tournament on July 28th and 29th, 1990. Motion by Peterson, second by
Kennedy to approve the tournament request of Mr. Dave Anderson on behalf
of Lettermen Sports on July 28th and 29th, ]990 as long as all
requirements are met, fees paid and regulations observed. All ayes,
motion carried.
REQUEST RUMMAGE SALE-HEADSTART CENTER
A letter was received from Beth Lemke, Head Start Teacher, requesting the
use of Murzyn Hall for a rummage sale. The hall has been rented for the
dates requested, so an alternative place was suggested to Ms. Lemke.
Ostrander Park Building was agreed upon.
Motion by Schlagel, second by Kennedy to approve the use of the Ostrander
Building on May 3rd, 4th and 5th with. the stipulation that the fee be waived
as long as the area is policed during and after the event. All ayes,
motion carried.
LETTERS OF APPRECIATION
The letters from Athletes in Action and Anoka County Community Action
Program, Inc. were read and duly noted.
REQUEST BALLFIELD/COLUMBIA HEIGHTS JAYCEES
A request was received from Alan Cochran requesting the use of Huset Field
#4 on Wednesday nights for their home softball games. Their second
request is for Gauvitte Park. The Recreation Department is using Huset
Fields on Wednesday nights, however, Gauvitte is available.
Motion by Kennedy, second by Murzyn to reserve Gauvitte Fields on
Wednesday nights from May 2 thru August 22nd from 6:00 p.m. to 9:00 p.m.
All ayes, motion carried.
REQUEST MURZYN HALL/COLUMBIA HEIGHTS FIRE DEPARTMENT'
A late request was received from the Columbia Heights Firefighters
Auxiliary to reserve Murzyn Hall for a craft sale on Sunday, November 4,
1990 from 8:00 a.m. to 6:00 p.m. Motion by Kennedy, second by Schlagel
to approve the craft ~a~e wi~h the fee being ~aiv&d. A11 ayes, motion
carried.

REQUEST USE OF BALLFIELD/COLUMBIA HEIGHTS LIONS
A verbal request came from Gary Peterson requesting a lighted ballfield at
Huset Park on June 23, 1990 from 7:00 p.m. to 12:00 p.m. The Lion's have
arranged to have a band ?Bob and the Beach Boys" play. The Lion's also
request 4-5 picnic tables. Motion by Peterson, second by Kennedy. All
ayes, motion carried.
OLD BUSINESS
AMENDMENT TO JOHN P. MURZYN HALL MANAGEMENT PLAN
Salsbury informed the Board that the City Council has decided to allow the
IR and DFL.into the hall at no fee. The Council did not stipulate the
rental fee so it is "fee free" so that means the security fee is also
waived. Salsbury stated that in other groups where the fee is waived we
do require them to pay for the security guard. Peterson stated that he
felt that should be the policy for all groups "that we should not be
expending funds .for anybody".
After discussion, it was decided that the Board should require the IR and
DFL to pay for any security, if needed. Therefore Salsbury stated that
we would revise the amendment and return to the next meeting with the
corrected amendment for approval.
RECYCLABLE PRODUCTS AT JPM
Georgia Reay attended the meeting to inform the members regarding
recyclable products at the hall.
Reay stated that it was a "good 'idea in theory to recommend to the people
to use only products made from recyclable materials or are recyclable",
but the fact of the matter is at this time for food service materials
there is very little out there that is made from recyclable materials.
She also stated that the grease in the food residues left on paper
products does not come off in the recycling process. There isn't a
plastic product made that does not have a petroleum base of some sort in
them. She also stated in order to bury degradable materials in a landfill
it doesn't degrade because by law you must cap a landfill every night
with dirt - so there is not air ~&tting down - and you must have air or
it doesn't degrade. _
The vat in the back of Murzyn Hall goes to the RDF faCility in Elk River
and then burned and that produces a fuel flux. The fuel flux is sold to the Elk
River Power Company and is used as a fuel immunity to the power system to
product electricity. Metals are pulled out before it is burned. Glass
9oes thru the burn process, and will burn at high enough temperatures.

Reay suggested that we might want to put some kind of paragraph in the
agreement statin9 that the City of Columbia Heights is concerned about
environmental issues and strongly supports the use of recyclable materials
or materials made from recyclable products.
Reay also stated she would arrange with Metro Waste Management to get us
bins for glass and cans and also to arrange for an "on call" pick up of
the items.
REPORTS
Wargo Court was discussed. Salsbury stated that the maintenance at the
park was terrible - rocks in the pool - exposed electrical controls. He
stated that a lot of money was spent and it could have been spent better.
Salsbury stated that Council person Nawrocki has been trying to raise
'additional money. After the work is completed the park is going to be
turned over to the City of Columbia Heights to be an "official city
park~'.
The setting of rates at Murzyn Hall was discussed. Peterson stated that
there seems to be concern on the part of at least one council member about
the Park Board setting rates and as to whether the Board has the authority
to do so.
Salsbury stated that the trenching that was done to lay telephone cable
will be resodded.
Information was requested about Recreation. Peterson said the Joint
Powers was going to be dissolved. The logical divison would be to have
the Community Education part 9o to the school district and the
Recreation part to the city. What we can benefit by having jointly we
will.
The opening of Silver Lake Boat Landing was discussed. Salsbury will
remind the Police about unlocking the 9ate.
