PARK BOARD MINUTES
APRIL 24, 1991
The meeting was called to order by Chairperson Bill Hollom at 6:30
p.m.

CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
Moved to approve the minutes of the March 27,
presented in writing.
APPROVAL OF PAYMENT OF BILLS
1991 meeting as
Moved to approve payment of the bills as listed from the proper
funds.
REQUEST PRESTEMON, MATHAIRE, KEYES FIELD/C.H.H.S.
Moved and seconded to approve the Columbia Heights High School the
use of Prestemon, Mathaire and Keyes Field for the times and dates
requested.
APPROVAL OF CONSENT AGENDA
Motion by Kennedy, second by Schlagel to approve the consent agenda
as presented. Ail ayes, motion carried.
THANK YOU LETTER/COL. HGTS. GIRL SCOUT SERVICE UNIT
Thank you note was read and noted. This was for information 0nly.
REQUEST HALL/COLUMBIA HEIGHTS GIRL SCOUTS
Moved and seconded to approve the use of Murzyn hall and kitchen
for May 22, 1991 from 6 p.m. to 9 p.m. for the Annual Fly-Up
Ceremony" with the fee being waived. Ail ayes, motion carried.

Moved and seconded to approve the use of Murzyn hall and Gauvitte
room on September 16, 1991 from 6 p.m. to 9 p.m. for the Girl Scout
Recruitment Night with the fee being waived. Ail ayes, motion
carried.
REQUEST FENCE/MRS BRYTOWSKI
Mr. Salsbury received a letter from Mrs. Brytowski requesting an
extension of a chain link fence separating her lot from Gauvitte
Park.
After much discussion, motion by Ruettimann, second by Kennedy to
deny the request at this time because of the budget crunch. Ail
ayes, motion carried. It was requested that Mr. Salsbury write a
letter to Mrs. Brytowski informing her of the budgetary situation.
REQUEST HALL/COLUMBIA HEIGHTS FIRE DEPARTMENT
A letter was received from the Columbia Heights Fire Department
requesting the hall for their Annual Holiday Craft Sale on Sunday,
November 3, 1991 from 8:00 a.m. to 6 p.m.
After discussion regarding the 8:00 a.m. entrance, motion by
Fowler, second by Schlagel to approve their request with the fee
being waived. Ail ayes, motion carried.
JAMBOREE REQUEST/COLUMBIA HEIGHTS LIONS
A letter was received from Roger Gillespie, President of Columbia
Heights Lions stating they were scheduling the Jamboree from June
26th through the 30th, 1991.
During this period of time they requested the use of the Jefferson
Building for a beer garden. They also requested the use of Field
#5 on Saturday, the 29th of June for a performing band. On Sunday
afternoon they requested the use of Field #3 for a softball
exhibition.
Motion by Ruettimann, second by Schlagel to approve the use of the
Jefferson Building for the Jamboree, the use of Field #5 on
Saturday, June 29th and Field #3 on Sunday, June 30th with any fees
being waived. Ail ayes, motion carried.
REQUEST HUSET PARK FACILITIES/NEI
A late letter was received from the President, Paul Newman, N.E.I.
Student Association, requesting the use of Huset Park facilities
for Friday June 21st from 9:30 a.m. to 3:30 p.m.

Motion by Ruettimann, second by Fowler to approve their request for
the use of Huset Park facilities with the fee being waived. Ail
ayes, motion carried.
John Murzyn arrived at this point of the meeting.
OLD BUSINESS
SOUTHWEST PARK
Salsbury informed the Board that Southwest Park was a dedicated
Park and, therefore, it does take an adoption of an ordiance by the
City Council to dispose of park land and secondly the ordinance
requires the city to replace the land by an equal parcel of land.
The Board requested Salsbury to furnish them with more information
regarding the selling of a portion of Southwest Park and the
purchase of a piece of property adjacent to Huset Park.
LIGHTING IN PARKS
At the last meeting Hollom requested that Salsbury put a dollar
amount on the cost of the lights in the parks, on a priority basis,
and submit it to the Park Board.
Salsbury gave each member a copy of the expense sheet broken down
to show the name of each park, number of lights to be added, and
the cost of wire, pole, and fixture.
The Board requested Salsbury to calculate the difference between
the cost of renting the poles or buying the poles and bring that
information back to the next meeting.
ROOF SULLIVAN PARK
Salsbury reported that the roof at the Sullivan Park shelter is
being vandalized several times a year. Alternatives are being
discussed by the City Council in order to stop the vandalism.
MEETINGS AT THE PARK
Casey reported that the next mailing of the utility bills will be
May 10th. This area is in the western portion of the city,
therefore, the Board decided to have the next Park & Recreation
Board meeting at Southwest Park on May 22, 1991.
The Board requested Casey to send the meeting notices to the
Finance Department to be mailed to the residents with the utility
bills.

Hollom requested Casey to arrange to have a Police Officer attend
the next meeting.
MARGO ASHMORE, BOOT STRAP DAYS CHAIRPERSON
Ms Ashmore attended the meeting to draw attention to Boot Strap
Days and hopefully to include the Park & Recreaton Department in
the planning of the fall holiday.
BARB WHITING, PRINCIPAL HIGHLAND/PLAYGROUND EQUIPMENT
Because of the time element, Barbara Whiting had to leave the
meeting before she got a chance to speak.
KAREN MOELLER, SENIOR COORDINATOR
Ms. Moeller spoke about the programs offered the Senior Citizens in
the community. She mentioned how five years ago she "prayed for
someone to come to the senior center and now how she basically has
to kick them out at quarter to five".
A short discussion was held regarding some of the programs offered:
Bridge, Bingo, Bocce Ball, 500, Scrabble, hiking, movies, trips,
crafts and Bowling
SILVER LAKE BEACH
Casey presented to the Board two items for consideration in regards
to the operation of the beach.
The 1st concern was reducing the hours the beach was open and the
2nd option was to discontinue the City from running the concession
stand.
Motion by Ruettimann, second by Kennedy to authorize operation of
Silver Lake Beach from 12:00 Noon to 6:00 p.m. (until 8:00 p.m. in
unseasonable hot weather) Monday through Sunday beginning June 7,
1991 through August 1, 1991.
It was requested that Casey check with Police Chief Anderson
regarding the feasibility of using a cellular phone or walkie-
talkie for emergencies at the beach.
Casey reported that Friday he was attending the League of Minnesota
workshop and the main topic was regarding liability on beaches.

Ruettimann stated he would check with the City Council regarding
the opening of the concession stand and report back at the next
meeting.
ADJOURMENT
Motion by Ruettimann, second by Fowler to adjourn. Ail ayes motion
carried.
The meeting was adjourned at 8:45 p.m.
