HomeMy WebLinkAboutMarch 27, 1991CITY OF COLUMBIA HEIGHTS PARK BOARD MINUTES MARCH 27, 1991 The meeting was called to order by Chairperson Bill Hollom at 6:30 p.m. ROLL CALL Members present: Bill Hollom, Jim Fowler, John Murzyn, Gary Peterson, Robert Ruettimann, Mark Casey; Director of Recreation, Fred Salsbury; Director of Public Works/City Engineer Members absent: A1 Kennedy, Veronica Schlagel CONSENT AGENDA The following items were on the consent agenda. READING OF THE MINUTES Moved to approve the minutes of the February 27, 1991 meeting as presented in writing. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of the bills as listed from the proper funds. REQUEST HALL/RETIREMENT DINNER/ARNIE KNUTSON Moved to reserve Murzyn Hall, kitchen and LaBelle Lounge on the evening of Wednesday, April 17, 1991 from 5:00 p.m. to 10:00 p.m. with the fee waived. REQUEST LABELLE LOUNGE & KITCHEN/FRIENDS OF THE LIBRARY Moved to reserve LaBelle Lounge and kitchen for the Friends of the Library on May 8, 1991 from 5:00 p.m. to 10:00 p.m. with the fee waived. REQUEST JPM HALL/COLUMBIA HEIGHTS VFW POST #230 Moved to reserve Murzyn hall, LaBelle Lounge and kitchen on Sunday, June 2, 1991 for the Senior Citizens dinner with the fee waived. Moved to reserve Murzyn hall, LaBelle Lounge and kitchen on Sunday, October 20, 1991 for Senior Citizens dinner with the fee waived. COLUMBIA HEIGHTS PARK BOARD MINUTES MARCH 27, 1991 PAGE TWO APPROVAL OF CONSENT AGENDA Motion by Ruettimann, second by Fowler to approve the consent agenda as presented. Ail ayes, motion carried. REQUEST HUSET FIELDS/ICS-DANIEL F. COUILLARD Casey informed the members that in previous years ICS had requested the use of bases and there was a problem with the school returning the bases. Therefore, he requested that the Board members deny their request for bases. He also requested that the approval of using Huset Field #5 not be given because other groups would be using the field at night and Field #5 would be groomed only once a day. After discussion, the Board members stated that the school should be allowed to use the bases with prior written approval that they would be financially responsible for the return of the bases. Motion by Fowler, second by Peterson to approve the use of the fields and that the final decision as to which fields to be used should rest with Casey. Ail ayes, motion carried. LETTERMEN SPORTS-TOURNAMENT/DAVE ANDERSON A request was received from Dave Anderson to hold a softball tournament on July 27th and 28th. Motion by Fowler, second by Peterson to approve the tournament request of Mr. Dave Anderson on behalf of Lettermen Sports on July 27th and 28th as long as all requirements are met, fees paid and the regulations observed. Ail ayes, motion carried. REPORTS SOFTBALL Casey explained that the adult softball program is getting smaller each year. The capacity for softball teams is much greater that what we have right now. He stated that right now we allow only 3 nonresidents in the league and in the future he hopes to add 3 to 5 nonresidents. Another option is to specialize in the "over 35" or church leagues. Casey stated that he is now working with an unofficial church league that wants to use Huset #4 and #5 on Sunday afternoons. Four out of the six churches are Columbia Heights churches. He hopes that next year he can bring this group into the Recreation program. He also stated that the group is aware that for any tournaments they would get "bumped". COLUMBIA HEIGHTS PARK BOARD MINUTES MACH 27, 1991 PAGE THREE LIGHTING IN PARKS The Park Board was instructed by the City Council to look at the lighting in the parks. Salsbury requested the Police Dept. to check on it because our main concern was security in the parks. Sergeant William Roddy prepared a summary of the current lighting status and any needed changes or additions for each park in the city, also a map accompanied each survey. According to the Police Dept. Huset, Mathaire and Southwest are the parks that need the greatest attention. Peterson requested a copy of the maps when the members take a tour of the parks on April 13th. Hollom requested that Salsbury put a dollar amount on the cost of the lights in the parks on a priority basis and submit it to the Park Board. 4TH OF JULY Casey stated that he had talked to Community Education, the Boosters and the Lions and they are not interested in doing anything towards the 4th July, they have very limited money to contribute towards the 4th of July Celebration. Several suggestions were made as to a date (rather than the 4th of July) for a celebration; one of these dates was Mall Days or "Boot Strap Days, Sept. 7th; Founder's Day (day city was founded) or Bicentennial Day. The Board members agreed they wanted to tie it into another day rather than the 4th of July. Among the options suggested was corn on the cob roast, hot dog, polish sausage or fish fry. A dance, softball game or concert in the park was also suggested. Also suggested was bringing restaurants to the park a "Small Taste of Minnesota". In addition ground fireworks which would cost a minimum of $1,500. It was requested that more information be brought back to the next meeting. MEETINGS AT THE PARKS Hollom suggested that it might be a good idea to have the Park and Recreation meet at the neighborhood park buildings during the summer and request the neighbors to bring their ideas concerning activities and changes for the parks. Information regarding the date of the meeting should be sent out approximately one week before the meeting. COLUMBIA HEIGHTS PARK BOARD MINUTES MARCH 27, 1991 PAGE FOUR It was requested that Casey check and see what might be a good way to get the information out to the neighbors and bring that information back to the next meeting. It was requested Salsbury set up a schedule for the summer months-- perhaps something to go out with the utility billing. LIFT JPM HALL The members all got a chance to check out the lift and they felt it was a nice addition to the park operation. It was also requested that Casey send a thank you to the Boosters. Ruettimann also requested that a sign be put on Press Box #3 noting that it was donated by the Columbia Heights Boosters. WARGO COURT PLANTINGS Salsbury stated that additional colorful plantings at an estimate of $3,200 should be added to Wargo Court. 1992 BUDGET A length discussion was held on the 1992 budget. It was stated that 5% in labor, 10% in supplies and material and 30% in Capital has to be deducted out of the budget. The budget has to be turned into Finance for typing on May 13th. REPORTS Mark Casey will check with the attorney regarding the financial responsibility the city has if we discontinue the life guard at the beach. Karen Moeller will report on the Senior Citizen program at the next Park & Recreation Board meeting. ADJOURNMENT Motion by Ruettimann, second by Fowler to adjourn. Ail ayes, motion carried.
