PARK BOARD MINUTES
FEBRUARY 27, 1991
The meeting was called to order by Chairperson Bill Hollom at 6:30
p.m.
ROLL CALL
Members present:

CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
Moved to approve the minutes of the January 23,
presented in writing.
APPROVAL OF PAYMENT OF BILLS
1991 meeting as
Moved to approve payment of the bills as listed from the proper
funds.
REQUEST ROOM/COLUMBIA HEIGHTS GIRL SCOUTS
Moved to reserve the Mathaire/McKenna rooms for the Columbia
Heights Girl Scouts on May 30, 1991 from 7 p.m. to 8:30 p.m. to
hold their "Bridging Ceremony"; and, furthermore, to waive the
rental fee for the same.
REQUEST HALL/COLUMBIA HEIGHTS LIONS CLUB
Moved to reserve Murzyn Hall on the evening of April 2, 1991 from
6 p.m. to 10 p.m. for a Fishing Seminar and to waive the rental fee
for the same.
Moved to reserve Murzyn Hall on April 12, 1992 from 6 a.m. to 4
p.m. for the Annual Pancake Breakfast and to waive the rental fee
for the same.
APPROVAL OF CONSENT AGENDA
Motion by Fowler, second by Peterson to approve the consent agenda
as presented. Ail ayes, motion carried.

A copy of a letter from Fred Salsbury to Mr. Baggenstoss with
regard to reserving Sullivan Park was given to the members for
their information.
RESERVING OF PARKS
After much discussion, the members agreed that they did not want to
get into the policy of reserving parks. The expense and the
potential problems of reserving the parks were the main reasons for
their decision. Therefore, they agreed to continue the present
practice of "first come - first serve" in the parks.
LABELLE PARK WATER QUALITY PROJECT
The Grant for funding the water quality study will not get approved
until July 1, 1991, however, they do want to start the study before
th~n to cover the spring run offs. There are dollars in the budget
to cover this primary study.
LABELLE PARK RETAINING WALL
Salsbury informed the members that he is going to submit a design
along with the grant application to control erosion on the east
bank. The proposed wall will be a Keystone wall.
SKATING RINKS
Salsbury gave the members a copy of the average daily use of the
skating and hockey rinks for the last five seasons. Hollom felt it
was a good idea in case any of the hockey rinks were asked to be
closed they could tell which had the lowest attendance.
PARK BUDGET
Salsbury stated that we will be cutting back on purchasing new
equipment and installation until the later part of the year in
order to get a feel for what new improvement dollars will be in the
budget.
Hollom stated that we want to continue to maintain the equipment we
have - to keep the equipment safe and in good working condition.
We should be prudent and not spend capital dollars on new equipment
at this time. Ail members agreed with , Hollom.

VIEW PARKS
April 6th has been set as the date to view the parks. The members
will meet at the hall at 9:00 a.m. and travel to each park.*
REVIEW OF 1990 JPM INCOME REPORT
A discussion was held regarding the Income Report. Salsbury stated
that approximately $20,000 to $30,000 is not identified in the
report. The approximate cost in excess of revenues is $108,105.23.
According to the report we are receiving 1/3 of the operation back
on 10% of the hours used.
DRAFT ORDINANCE DEALING WITH PARK AND RECREATION COMMISSION
After much discussion, motion by Fowler, second by Schlagel to
recommend to the City Council the following Ordinance :
Section 3.301 (3) (e)
The Park and Recreation Commission shall have the power to
establish rental, participation and use fees for facilities in
the parks and programs conducted in the Recreation Program
subject to review and modification at any time by the City
Council.
Ail ayes, motion carried.
LIAISON PERSON - CITY AND SCHOOL DISTRICT
Ruettimann requested that a member of the Park Board act as a
representative liaison person between the School District and the
city. The Commission will not have a budget and will meet
apprximately 3 to 4 times a year. Ruettimann will bring more
information to the next Park Board meeting.
REPORTS
The Recreation brochure should be ready for mailing about March
20th.
Suggest we put the July 4th Celebration on the agenda for March.
Casey is requested to get a cost figure and the Organizations in
the Heights that would be willing to help.
Fowler informed the members that the Wojack Award dinner is being
held on April 3, 1991.
