PARK BOARD MINUTES
JANUARY 23, 1991
The meeting was called to order by Chairperson Bill Hollom at 6:30
p.m.
ROLL CALL

Hollom welcomed Mark Casey, Director of Recreation to the Park
Board.
CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
Moved and seconded to approve the minutes of the December 5, 1991
meeting as presented in writing.
APPROVAL OF PAYMENT OF BILLS
Moved to approve payment of the bills as listed from the proper
fund.
REQUEST HALL/COLUMBIA HEIGHTS LIONS
Moved to reserve the main hall, kitchen and LaBelle Lounge for the
Columbia Heights Lions Club to hold their annual "Sweetheart Dance"
on February 15, 1992; and, furthermore, to waive the rental fee for
the same.
REQUEST EDGEMOOR ROOM/HYLAND LASSIES
Moved to reserve the Edgemoor room every Monday from 2:45 p.m. to
6:00 p.m. through the end of February; and, furthermore, to waive
the rental fee for the same.
REQUEST MATHAIRE/MCKENNA ROOM/C.H. FIRE FIGHTERS ASSOC.
Moved to ratify the action of the Recreation Director in allowing
the Columbia Heights Fire Fighters Association the use of the
Mathaire/McKenna room on January 19, 1991; and, furthermore, to
waive the rental fee for the same.

TRAIN COLLECTORS RENTAL AGREEMENT
Moved to renew the Train Collectors Rental Agreement for 1992 in an
amount of $150.00 for the use of the main hall and the Keyes room.
APPROVAL OF CONSENT AGENDA
Motion by Fowler, second by Murzyn to approve the consent agenda as
presented. Ail ayes, motion carried.
REQUEST SULLIVAN LAKE SHELTER/BAGGENSTOSS
A letter was received from Glen Baggenstoss requesting permission
to reserve Sullivan Lake Park for a family reunion on August 17,
1991. He stated that there would be about 100 people and the event
would last from 11:30 a.m. to 5:00 p.m. He also stated that they
would like permission to serve beer. The Board recommended to the
City Council that the Baggenstoss family be allowed to serve beer.
They also requested that the Secretary inform the Baggenstoss that
the area be cleaned up after use.
The Board discussed the possibility of reserving Sullivan Lake
Park. Salsbury stated that the parks could be posted on Friday for
the weekend. Hollom asked the Board if they wanted to go into
reserving parks. The Board felt that they wanted to consider the
matter further so they tabled any action until the February
meeting.
REQUEST CONGRESSMAN GERRY SIKORSKI/MATHAIRE-MCKENNA
Motion by Fowler, second by Peterson to authorize the use of the
Mathaire/McKenna rooms on February 2, 1991; and, furthermore, to
waive the rental fee for the same. Ail ayes, motion carried.
NATIONAL ASSOCIATION OF LETTER CARRIERS
Staff is requesting the Board's interpretation of the residential
status of the National Association of Letter Carriers who have the
hall rented on April 21, 1991.
Peterson stated that in order to receive the discount the
individual signing the lease agreement must be a resident of the
community and proof of residency may be required. Therefore, a
discount will not be available to the Letter Carriers. The rest of
the Board agreed.

KELLY MCKEE/HALL RENTAL MAY 18, 1991
A call was received from Miss McKee requesting that all or part of
the down payment be returned to her as her fiancee is being called
into the service and being assigned to Saudi Arabia.
Motion by Murzyn, second by Kennedy to return all the money paid
down on the hall. All ayes, motion carried.
REQUEST ROOM/COLUMBIA HEIGHTS LIONS
The Columbia Heights Lions requested the use of a room to hold a
blood bank on Friday, March 15, 1991 from 1 p.m. to 7 p.m.
Motion by Peterson, second by Murzyn to work out the details with
the Columbia Heights Lions. Ail ayes, motion carried.
REQUEST HALL-COLLEEN MACK/DAY CARE ASSOCIATION
A letter was received from Colleen Mack requesting the use of the
hall some morning in April to hold a safety fair for preschoolers,
day care providers, children and participants. She stated that
they expected approximately 100 people.
The Board members felt this would be very beneficial to the public
so motion by Peterson, second by Murzyn to approve. Ail ayes,
motion carried.
CARD FROM JON STARCEVIC
Hollom read a card from Jon Starcevic - stating that he wanted to
be remembered to the members.
OLD BUSINESS
KOWALZYK COURT CASE
Salsbury reported that Beverly/Kristy Kowalzyk court case was
turned down. This was the case where Beverly Kowalzyk reported
that her daughter was a minor and should not have been allowed to
rent the hall.
CHANGES JPM MANAGEMENT PLAN
Motion by Fowler, second by Murzyn to amend section 2.2, last
paragraph, to add the following sentence:

.... Except, the Columbia Heights Lions Club shall be allowed to
serve liquor on its regular meeting night until 10:00 p.m. to its
members without the services of the security guard. Ail ayes,
motion carried.
NEW BUSINESS
LIGHTING IN PARKS
The City Council requested the Park Board to study lighting or
extra lighting in the various city parks and submit a
recommendation.
The Board requested that Salsbury come back to the Park Board with
a recommendation stating which parks are the least lit and which
parks have the most problem areas, with heavier concentration on
pathways.
ELECTION OF CHAIRMAN
Motion by Peterson, second by Murzyn to appoint Bill Hollom as
Chairman of the Park Board. Ail ayes, motion carried.
REPORTS
Salsbury - Prestemon Park lighting project has been completed.
Park Board's information are the renewal of gambling
licenses for JPM hall and Jefferson Bldg.
The Park and JPM budget have been split.
The annual JPM cost report should be ready at the
February meeting. The budget for JPM is approximately
$192,000.
The overlay at the Silver Lake boat landing was done.
The DNR is going to do the actual landing this summer.
We will be doing matching cost in labor.
The skating season started later than usual and the
number of skaters are down.
