PARK BOARD MINUTES
JULY 26, 1989
ROLL CALL

The meeting was called to order at 6:30 p.m. by Chairman Bill Hollom.
CONSENT AGENDA
The followin9 items were on the consent agenda.
READING OF THE MINUTES
The Board approved the minutes of the May 31, t989 meeting.
PAYMENT OF THE BILLS
The Board authorized the payment of bills as listed from the proper funds.
APPROVED A BRING YOUR OWN BOTTLE AFFAIR
The Board approved the Director's actions in allowing the Robert and Donna
Murphy wedding reception he~d on June 16, 1989 to be a bring your own
bottle affair.
APPROVED A BRING YOUR OWN BOTTLE AFFAIR
The Board approved the Director's action in allowing the Jill Steinke
weddin9 reception on June 2, 1989 to be a brin9 your own bottle affair.
RECREATION USE OF THE YOUTH DROP-IN CENTER
The Board approved the Director's action in allowin9 the Recreation
Department to use the Youth Drop-In Center every Monday during the month
of June.
ALL NIGHT HIGH SCHOOL PARTY FOR 1990
The Board authorized the use of John P. Murzyn Building for the Co]umbia
Heights Graduating Class All Night Party on June 7, 1990; and,
furthermore, to waive the rental fee for the same.
TRAIN COLLECTORS REQUEST
The Board approved the rental of the main hall to the Train Collectors
Association, Lakes and Pines Division, for $150. per month durin9 the 1990
year.

APPROVAL OF CONSENT AGENDA
Motion by Fowler, second by Schlagel to approve the Consent Agenda as
presented. All ayes, motion carried.
REQUEST FOR EARLY ENTRANCE/STUART ANDERSON
The Park Board received a letter from Stuart Anderson requesting an early
entrance into the hall on September 30, 1989. Motion by Petkoff, seconded
by Schlagel to'approve a 10:00 a.m. entrance for the purpose of decorating
the building. All ayes, motion carried.
LETTER OF APPRECIATION
A letter from Ms.. Billie McCoy thankin~g the Park Board for the use of the
hall was read and noted.
LETTER FROM POLICE CHIEF
Stuart Anderson, Police Chief's letter regarding the Silver Lake Public
Hearing was read and noted.
LETTER TO MRS CHAN
A letter to Mrs. Chan informing her of the City Council's action to allow
the Fire Department Ladies Auxiliary into John P. Murzyn Hall at 8:00 a.m.
on the morning of October 29, 1989. This is for information only.
THANK YOU LETTER
A thank you letter was read from Brenda Hillesheim, Early Childhood Family
Education, thanking the Park Board for the use of the parks for the Friday
Fun Festivals. This is for information only.
GOPHER RIFLE & REVOLVER CLUB, INC./DON JOHNSON
A letter was received from the Secretary, Don L. Johnson, requesting a
no-cost location at Murzyn Hall for the sportsmens club, Gopher Rifle &
Revolver Club, Inc., to have its monthly membership meetings. Mr. Johnson
attended the meeting to answer any questions the Board might have.
After discussion, motion by Petkoff, second by Fowler to approve the
rental of the Ostrander Room or the LaBelle.Lounge, with the 20% Columbia
Heights discount, for their monthly meetings. All ayes, motion carried.
Mr. Johnson was informed that if this was agreeable to his group that he
should inform the Park Department to set up a schedule.

GAUVITTE PARK
A.letter from Maureen Donlin, Assistant Director for Recreation, was sent
to the Park Board members regarding the locking of the restrooms at
Gauvitte Park~ Salsbur¥ stated that Don Jolly had informed him that the
Recreation Department had been informed. Salsbury was informed that in
future dealings with the Recreation Department he should make it in
writing.
LETTER FROM IMMACULATE CONCEPTION
Walter Sochacki and Mitch DeMars
Bill Hollom received a letter fr?m Fat~er as a candidate when formulating
requesting the Park Board's consideration
the tree planting program on both sides of Jackson Street from 40th Avenue
to 41st Avenue. Salsbury stated that he would answer the letter and
inform Father Sochacki regarding the tree planting program.
PARK BUDGET
Copies of the Park Bud9et were handed out to the members. Salsbury stated
that $660,000 was cut from the budget for improvements other than
buildings. Mr. Bocwinski said that this. amount would be a Bond Issue
rather than funded by General Fund Revenue.
HUSET PARK
The engineering firm of Bonestroo, Rosene, Anderlik and Associates gave
Huset Park a '~clean bill of health'~. The Minnesota Pollution Control
Agency which mandated the testing will review the study and is expected to
make a recommendation within two months.
Petkoff stated that the PaYk Board should propose the ballfields at Huset
Park again.
LABELLE PARK
The fountain at LaBelle Park has been fixed. There is a problem with the
electric lines and Northern States Power has been called in to inspect it.
HIGHLAND LAKE
The aerator at Highland Lake seems to be working. Recent tests show that
the water quality is good and the depth of the water is getting better.
Salsbury stated that this might be an option for the ponds in Columbia
Heights.
