PARK BOARD MINUTES
AUGUST 31, 1988
ROLL CALL
Members present:
Bill Hollom, Jim Fowler, Veronica Schlagel, A1
Kennedy, Rita Petkoff, John Murzyn, Fred Salsbury

The meeting was called to order by Chairperson Bill Hollom at 6:30
p.m.
READING OF THE MINUTES
Motion by Petkoff, seconded by Fowler to approve the minutes of the
July ~7, t988 meeting as provided in writing. All ayes, motion
carried.
PAYMENT OF THE BILLS
Motion by Petkoff-, seconded by Schtagel that the bills be paid out
of the proper funds. All ayes, motion carried.
LETTERS AND REQUESTS
REQUEST JOHN P. MURZYN HALL/COLUMBIA HEIGHTS POST #230
Motion by Fowler, seconded by Petkoff to reserve the main hall,
LaBelle Lounge and kitchen at Murzyn Hall on December 11, 1988 for
the Columbia Heights VFW Post #230 for their Children's Christmas
party with any fee being waived. All ayes, motion carried.
REQUEST JOHN P. MuRzyN HALL/COLUMBIA HEIGHTS' LIONS
Motion by Petkoff, seconded by Schlagel to reserve Murzyn Hall for
the Columbia Heights Lions pancake breakfast on Sunday, March 19,
t989 and to negotiate a 7 a.m. entrance rather than the 6 a.m.
entrance that was requested. The fee'for the halt will also be
waived. All ayes, motion carried.
REQUEST LABELLE PARK/JEROME R.'ANDERSON
Motion by Petkoff, seconded by Fowler to allow Mr. Jerome Anderson
to conduct a wedding ceremony at LaBelle Park on May 20, 1989 from
4:30 p.m. to 6:30 p.m. and to erect a tent on the LaBelle Park area.
Although the members agreed to the request they want it pointed out
to Mr. Anderson that all spring work may not be completed in the
park. It also must be requested that the area be cleaned up
following the event. All ayes, motion carried.

REQUEST JOHN P. MURZYN HALL/COLUMBIA HEIGHTS PUBLIC S~CHOOLS
Motion by Fowler, seconded by Petkoff to reserve the main hall,
LaBelle Lounge, Gauvitt~ room and kitchen for a Regional Student
Council Leadership Conference on October 24, 1988 from 8:00 a.m. to
3:30 p.m. with the fee Waived.. Alt ayes, motion carried.
REQUEST GAUVITTE ROOM/S.A.C.A.
Motion by Petkoff, seconded by Kennedy to ratify the Director's
decision to allow the S.A.C.A. Organization to conduct a meeting in
the Gauvitte room on Monday, August 22, 1988 with the fee being
waived. All ayes., motion carried.
REQUEST JOHN P. MURZYN HALL/ANOKA-WASHINGTON COUNTY HEAD START
Motion by Fowler, seconded by Schlage1 to allow the Anoka County
Community .Action Progra.m, Inc. Head Start an early entrance (7 a.m.)
into the hall in order to hold a fund-raiser pancake breakfast. All
ayes, motion carried.

A thank you note from Karen'Baardson, Student Council President was
read and noted. ~
REQUEST JOHN P. MURZYN HALL/COLUMBIA HEIGHTS HOCKEY BACKERS
Motion~by Petkoff, seconded by Schlagel to reserve the hall for the
Columbia Heights Hockey Backers for their Annual .Spaghetti dinner on
Wednesday, November 30, 1988 with the fee being waived. All ayes,
motion carried.
REQUEST MEETING ROOM/EMISSARY FOUNDATION INTERNATIONAL
A request was received from Carolyn Laine from the Emissary
Foundation International requesting the waiver of fee for the use
of a room at Murzyn Hal l.~ Motion by Petkoff, seconded by Kennedy to
deny the request on the grounds that the group is not considered
an eleemosynary type of organization. All ayes, motion carried.
OLD BUSINESS
HUSET PARK BALLFIELDS
The plans and specifications are available for Huset Ballfields
Improvements Municipal Project #8803. The bids are due on September
6, 1988. The bid letting for the building is September 26th and due
October 6, 1988. Salsbury scheduled a meeting o~ the Task Force on
September 8th at Murzyn Hall. The ~urpose of the meeting is to
review final bids and plans and to determine options if bids come in
too high.

1989 BUDGET
Salsbury informed the members that a joint meeting with the City
Manager, City Council and Park Board members to discuss the 1989
Budget will be held during the 3rd week of September. The Board
elected to choose September 9, 1988 since this was the date the
majority of the members could make.
NEW BUSINESS
REQUEST FOR SOFTBALL TOURNAMENT/GOODWILL INDUSTRIES-EASTER SEAL
SOCIETY
A letter was read from Ellen Kolasr, Special Events Coordinator
requesting permission to hold a softball marathon in June of 1989 in
Columbia Heights. The Policy for Softball Tournaments states that
applications for tournaments cannot be accepted before danuary 1st
and only requests from Columbia Heights residents, Columbia Heights
Recreational Teams or Columbia Heights Organizations are
acceptable. Therefore, the request was tab]ed.
The Tournament Policy was discussed and with the revampin9 Of the'
ballfields, it was decided to put the Policy on the agenda for the
September meetin9.
REPORTS
Sa]sbury informed the members on the increase in vandalism in the
parks.
Petkoff requested Salsbury to look into the complaint received on
the sand on the paths at Sullivan Lake Park.
Fowler stated that the Recreation Department did not have a meeting.

Motion by Fowler, seconded by Schlagel to adjourn. All ayes, motion
carried.
