The meeting was called to order by Chairperson Bill Hollom at 6:30
p:m.
READING OF THE MINUTES
Motion by Fowler, seconded~by Schlagel to approve the minutes of the
June 22, ]988 meetin9 as~provided in writin9. All motion carried.
PAYMENT OF THE BELLS
Motion by Petkoff, seconded by Kennedy that the bills be paid out of
the proper funds. Al'l ayes, motion carried.
PRESENTATION OF PLAQUE
A plaque was presented to Jon Starcevic on behalf of the Columbia
Heights Park Board in appreciation for 8 years of dedicated service.
FOwler also presented Starcevic with an '~apple pie~' for the meetings
he attended with out any '~treats'~.
LETTERS AND REQUESTS
REQUEST HUSET #5 AND PICNIC FACILITIES/MCLAUGHLIN GORMLEY KING CO.
After some discussion, motion by Petkoff, seconded by Schlagel to
9rant permission to the McLaughlin Gormley King Company the use of
Huset #5 and the Jefferson Buildin9 on August 25, 1988 from 5:30
p.m. to 9:30 p.m. tt is granted with the stipulation that all city
requirements are met as far as insurance, field fee, damage deposit,
building rental and City Council approval for beer and wine. All ayes,
motion carried.

REQUEST HUSET PARK BALLFIELD #5 AND PICNIC FACILITIES/CITY EMPLOYEES
Motion by Petkoff, seconded by Schlagel to reserve the Huset
ballfields and the Jefferson Building for the city.employees use on
August 14, 1988 from 12:O0 noon to 5:00 P.M. All ayes, motiOn
carried.

REQUEST sOFTBALL FIELDS AND PICNIC AREA/N.E.I.
Motion by Petkoff, seconded by Fowler to reserve Huset ballfields
#3, #4, #5, Jefferson Building and Picnic facilities for
Northwestern Electronics Institute on August 12, 1988 from 9:00 a.m.
to 2:00 p.m. with any fee waived providin9 the area is clea. ned after
using. All ayes, motion carried.
REQUEST OSTRANDER PARK 'BUILDING/M.C.C.L.
Motion by Petkoff, seconded by Kennedy to grant permission to the
Minnesota Ci'tizens Concerned for Life to hold a rummage sale at the
Ostrand~r Building on September 12-16, 1988, and to waive any fee
providing that the facility is cleaned after use. All ayes, motion
carried.
REQUEST SULLIVAN LAKE PARK/ROGER GIBEAU
Motion by Fowler., seconded by Schlagel to grant permission to Mr.
Gibeau to hold a surprise party at' Sullivan Lake Park on August 5th,
1988 providing the area is cleaned up after the event. The City
Council previously gave permission to Mr. Gibeau to serve.
intoxicating liquor. All ayes, motion car.ried.
OLD BUSINESS
HUSET BALLFIELDS
Salsbury stated that he wanted to set a Public Hearing for the
proposed ballfields on August 15, 1988 in order to let bids and have
them returned to the City Council no later than the. first meeting of
September. There was discussion on the following but no action:
Trees that have to be moved.
Possible relocation of hockey lights.
Request Recreation's opinion on the need for another football
field.
Change in open skating area to include hockey.
The need for bleachers for seating 500 people,
If it will be handicapped accessible.

The 1989 Budget was discussed.
the following changes in the 1989 Budget:
Removal of Improve lighting in park building
Removal of bleacher seats for McKenna & Mathaire
Reduce cost wading pool at Prestemon Park to

The Board was requested to review budget and be prepared to discuss
it at the August me~ting for any changes or modifications. The
actual date for the joint meeting with the City Council has not been
set, but wiT] probably be in early September.
REPORTS
Staff:
The paths at LaBel le Park are being resurfaced.
We wilt be cleaning Sullivan Lake, Silver Lake and LaBetle
Park now that the w~ter level is down.
An observation well is being installed in Ostrander Park to
observe the water flow from the Ordnance Plant in New
Brighton by MPCA.
Members:Schlagel requested the Recreation Department's procedure in
requesting ballplayers to sign in and furnish ~
identification when the office hours are such that it
requires people to take time off of work. Fowler said he
would mention it at the next Recreation meeting.
Recreation & Community Education Report':
Fowler commented that a date has not been selected to use
the fireworks from the cancelled 4th of July Celebration.
