Salsbury, Director Public Works/City Engineer Member absent: Rita Petkoff The Meeting was called to order by Chairperson Bill Ho]lom at 6:30 p.m. READING OF THE MINUTES Motion by Murzyn, seconded by Fowler to approve the minute~ of the March~24, t988 meeting as provided in writing. Alt ayes motion carr led. ' PAYMENT OF THE BILLS Motion by Murzyn, seconded by Schlage] that the bills be paid out of the proper funds. All ayes, motion carried. REQUEST LABELLE LOUNGE & KITCHEN/S.A.C.A. BRIDGE GROUP Motion by Fowler,.seconded by Murzyn to reserve the LaBelle. Lounge and the kitchen for the S.A.C.A. Bridge Club on May 10, 1988 from 5:30 p.m. to 10:30 p.m. with the fee being waived All ayes, motion carried. ' REQUEST JEFFERSON BUILDING & GROUNDS/COLUMBIA HEIGHTS LIONS Motion by Murzyn, seconded by Starcevic to reserve the Huset Park facilities and warming house for the use of the Columbia Heights Lions Club for the Annual Columbia Heights Jamboree Celebration from June 23rd thru June 26th, ]988. REQUEST SOFTBALL FIELD #3 & #5/GIRLS FAST PITCH sOFTBALI Motion by Fowler, seconded by Murzyn to reserve Huset Fields #3 and #5 on behalf of the V.F.W. Motion ~y Starcevic, seconded by Schlagel to reserve the main hall and'kitchen for the.Y°ung at Heart Club of Immaculate Conception Church on Tuz~day, July 12, 1988 from 10:00 a.m. to 2:00 p.m. with the rental fee being waived. All ayes, moti'on carried. REQUEST 'HAL[/~OLUMBIA HEIGHTS GIRL SCOUTS Motion by Fowler, seconded by Starcevic to reserve the ma~q hall and kitchen on Saturday, March 11, 1989 for the Mother/Daught~/ Luncheon and Sunday, FeBruary 12, 1989 for the Annual. Fund Dessent Party with the fee being waived for both events. All ayes, motion carried. REQUEST HALL/V.F.W. Post #230 Motion by Mu~zy~, seconded by Starcevic t° reserve th~ main hall, LaBelle Lounge and kitchen for the V.F.W. Post #230 Installation on May 6, 1988 ~nd the rental, fee be waived, however, the security fee will remain intact. Ail ayes, motion carried.~ RATIFY ACTIONS OF PuBLic WORKS DIRECTOR Motion by Starcevic, seconded by Murzyn to ratify the Public Works Director's decision to reserve the main hall, LaBe,lle Lounge and kitchen for the Columbia Heights Jaycees on April 27, 1988 for the Bruce Nawrocki Appreciation Party with the fe.e being waived. All ayes, motion carried. OLD BUSINESS JOHN P. MURZYN HALL MANAGEMENT PLAN AMENDMENT Motion by Starcevic, seconded by Fowler to add the following amendment to the Manage Plan: The. Board may also elect to accept an annual lease agreement with an organization bY special and specific actio0. Such annual lease agreement shall not relieve the ieasee from any other obligations.or responsibilities enumerated in this policy or as prescribed by the 'Board. Such annual lease agreement will not relieve an organization from making specific and individual event reservations prior to use of the building. All ayes, motion carried. COLUMBIA HEIGHTS PARK MEETING MEETING APRIL 28, 1988 SECURITY SERVICES AT HALL Satsbury informed the members that a letter had been sent to the Twin City Security Services.informin9 them that we would be terminating their service on the 25th of May. At that time the Columbia Heights Community Service Officers will be hand]in9 the security services at the halt. NEW BUSINESS GOOSE CONTROL PROGRAM At the request 6f~ the Silver Lake Residents AsSociation, the City Council authorized expenditures of up to 9333. per year in order to be included in the D.N.R.'s Goose Control Program for the next three years. The total cost of the Program is $3,000. and will be extended over a three year period. The cost will be shared equally by the City of Columbia Heights, St Anthony and the Silver Lake Residents' Associati~on. REPORT SAFETY CONDITION IN HALL Starcevic noted that' at a recent event in the hall the doors into the Recreation Department were left open and therefore represented a safety factor. He stated, that the empty table racks were a hazard to the people milling around. Murzyn requested that the John P. Murzyn Hall listing be put in the telephone book as he is receiving many rental calls. STAFF The Columbia Heights Jaycees requested the use of a softball field at Huset Park. Salsbury worked out a schedule with the Recreation Department giving Huset #4 from May 4th thru June 15th to the Jaycees. After that date Gauvitte Park would be available for their use. This was agreeable with the Jaycees. The Board reiterated their policy that the first objective is to provide facilities to the Recreation Department. The restrooms in the parks will open next month. We will be doing an inhouse cleaning 64 the lakes in the area. The Tennis modifications will be held up until a definite decision is made on the softbal] fields. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 28, 1988 Reminder that. the review of the parks will be Tuesday, May 10th. Members are to meet at the hall at 6:00 p.m. PARK BOARD REPRESENTATIVE TO REC '& 'COMM ED. COMMISSION Fowler reported that a $10,500. grant has been awarded to'~set up a new drug program with the Youth Development. The program is to provide job service, enrichment classes and counseling.
