PARK BOARD MINUTES
JANUARY 27, 1988
ROLL CALL:
Members present: Jim Fowler, John Murzyn, Rita Petkoff, Fred Salsbury,
Director Public Works/City Engineer
Also present:
Barbara Sandberg
Members absent: Bill Hollom, Jori Starcevic
The meeting was called to order by Acting Chairperson John Murzyn at
7:15 p.m.
READING OF THE MINUTES
Motion by Fowler, seconded by Petkoff to approve the minutes of the
December 16, 1987 meeting as provided in writing. All ayes motion
carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded by Petkoff'that the bills be paid out of
the proper funds. All ayes, motion carried.
LETTERS AND REQUESTS
REQUEST FOR HALL/COLUMBIA HEIGHTS LIONS CLUB
Motion by Petkoff, seconded by. Fowier to reserve the Hall, LaBeile
Lounge and kitchen for the Columbia Heights Lions for their Annual
Sweetheart Dance on Saturday, February il, 1989; and, furthermore,
that the fee be waived for the event. All ayes, motion carried.
REQUEST FOR HALL/FRIENDS OF THE LIBRARY
Motion by Fowler, seconded by Petkoff to reserve the kitchen on
Wednesday, September 7, 1988 and the hall and kitchen on Thursday,
September 8, 1988. The fee for both days will be aived. All ayes
motion carried.
REQUEST FOR TOURNAMENT/LETTERMEN SPORTS
Motion by Petkoff, seconded by Fowler to grant permission to Lettermen
Sports to sponsor a Tournament on July 30th and 3tst, 1988 at Huset #2,
#3, #4 and #5 at the private rate. This is done with the stipulation
that Lettermen Sports join the Columbia Heights Recreational League
for the 1988 season. Alt ayes, motion carried.

REQUEST FOR SIGN AT SULLIVAN LAKE PARK
A request was received from a Jean Magnuson to consider installation
of signs at Sullivan Lake Park requiring dogs to be on a leash. The
City has a City Wide Leash Law and the Board felt that makin9 a special
request for a specific Ordinance or Law would not be in the best
interest of the City.
Therefore, motion by Petkoff, seconded by Fowler to deny the request by
Ms. Magnuson to install special signs at Sullivan Lake Park requiring
dogs beton a leash and notifying the Columbia Heights Police Department
of the problem at the park. All ayes, motion carried.
OLD BUSINESS

NEW BUSINESS
STAGE. AND TROPHY CASE FOR JOHN P. MURZYN HALL
Sandberg stated that the Columbia Heights Athletic Boosters has offered
to finance a new stage and trophy case if the Board is interested.
After some discussion the Board agreed to keep th.e original st. age but
carpet the stage. The carpeting would be installed So it could be
rolled up if the stage is made smaller. Sandberg is also inquiri.ng
about having skirting installed with velcor so it can be easily removed
for cleaning.
Sandberg requested the members for their.opinion in the placing of a
trophy case. The members agreed that the bar area was the appropriate
place for a trbphy case. They also suggested stor.age cabinets be
installed below the trophy case.
Motion by Fowler, seconded by Petkoff that the staff work with the
Columbia Heights Athletic Boosters on the improvement of the stage and
installation of tr6phy cases at John P. Murzyn Hall. All ayes, motion
carried.
STORAGE AT JOHN P. MURZYN HALL
Fowler requested permission for the Columbia Heights Athletic Boosters
to work with Barbara Sandberg to rearrange the shelving and to make
better use of the storagearea in the lower level of the hall. The
Board agreed to his request.
IMPROVEMENTS AT BALLFIELD
Salsbury stated that he has been invited to a meeting at the Tri-City
American Legion Hall to discuss the possibility of 'm~king improvements
at one of the ballfields in the Heights. The members were interested
and requested Salsbury to attend the meeting and bring back to the
Board information as to the amount of money the Legion is interested

in providing and what kind of improvements would be made. tn addition,
the Board would want to know what kind of a commitment the City would
have to make.
REPORTS
Salsbury informed the Board that he had received a reply from the Police
Chief to his request for the possibility of using the Police Reserve for
security service at the Hall. As there was only one person interested
in the position, it is not possible to cover all the nights needed.
If we can no longer find the Security Service to cover the hall, it was
suggested that the rentors take on the responsibility of furnishing their
own licensed officer. We could require them to check with the Caretaker
and verify their credentials before the bar could open.
Salsbury stated that we are still having problems with the heating system
at the Hall. The Contractor has tried many different solutions to try
and correct the problem: without success. Petkoff suggested that we
contact a Heating Engineer to try and find a solution to the problem.
Salsbury agreed to check and see what the cost would be to get outside
help.
The floor in the main Hall was discussed again. Salsbury stated that he
was concerned that the floor would not last this year. It was pointed
out that we have not rented the Hall for the month of January in 1989 in
hopes of redoing the floor at that time.
