All ayes, motion carried. PAYMENT OF THE BILLS Motion by Murzyn, seconded by Fowler to pay the bills out of the proper funds. All ayes, motion carried. LETTERS AND REQUESTS REQUEST FOR LABELLE LOUNGE AND KITCHEN Motion by Fowler, seconded by Starcevic to allow Gl-ri Scout Troop #643 use of the kitchen and LaBel. le Lounge on Thursday, December 17, 1987, from 4:30 - 8:00 p.m. for a potluck dinner. All ayes, motion carried. REQUEST FOR USE OF HALL:FOR NEW YEAR'S EVE PARTy/CoLUMBIA HEIGHTS JAYCEES Motion by Murzyn seconded by Fowler to reserve the hall on December 31, 1987, for the Columbia Heights Jaycees to hold their annual New Year's Eve Party with the rental fee being waived.. They will be required-to pay security fees. All ayes, motion carried. REQUEST F0R MATHAIRE-MCKENNA ROOMS BY COLUMBIA COMETS 4-H GROUP Motion by Murzyn, seconded by Fowler to grant use of the Mathaire/McKenna rooms by the Columbia Comets 4-H Group, based on availability, at the following times: The third Thursday) of each month from January through September of 1988 from 6:30 p.m. - 8:30 p.m.; and on December 17, 1987, from 6:00 p.m. - 9:00 p.m. All ayes, motion carried. OLD BUSINESS JPM SIGN Sandberg informed the Board that the signs are up and should have power within one week. She then asked for suggestions as to what should appear on th~ sig~n and if th~r~ should b~ any restrictions regarding it? PARK BOARD MEETING MINUTES NOVEMBER 25, 1987 PAGE TWO Hol'lom states that the sign should be used for the announcement of special events (i.e., evening or weekend .gatherings, the Jamboree, 4th of July Celebration, etc.). The Board does not wish to see the sign used for announcement of various Recreation Department classes. They feel usage by the Recreation Department should be limited to the announcement of class registration/sign-up time' p'eriods. Motion by Murzyn, seconded by Fowler that the Administrative Assistant to the Public Works Director will determine the events to be advertised on the John P. Murzyn Hall sign as per guidelines set forth by the Park Board. In the event of a special decision, the .Park Board will be contacted for their opinion. All ayes, motion carried. EXERCISE PROGRAMS IN JPM Hollom discussed the various memos recently sent between Gall Maus of the Recreation Department and BarI~ara Sandberg regarding this issue. Hollom asked how long this class lasts each day. Sandberg stated that the class is held on Monday mornings beginning at.9:00 a.m. and ending anywhere between lO-11 a.m. Hollom them brought up the point that the Park Board has a policy of not allowing functions into the 13uilding before 12 Noon, because of the fact that there is difficulty in having the hall presentable any eariier than that. He realizes that the Recreation Department has already been given permission to gain entrance to the hall for this class session prior to Noon. He suggests that ~he Park Department try their hardest to make the present schedule, work, 13ut after the end of this session, the Recreation and Community Education Department abide I~y the rules and regulations set forth by the Park Board with regard to entrance time to the hall. -Fie then suggested asking if the class could be started an hour later for the remainder of the fall schedule. ~Sandberg stated that the janitors could probably have the hall cleaned by 10. The Recreation Department will be informed that access to the main hall after a major event is 12 Noon; otherwise the sl~aff will try to accomplish the cleaning as soon as possible. The Recreation Department should also be made aware that they will have to abide by the outcome depending upon the events being held at the hall the night before class is to be held. For the next class s.chedule, the Park Board will work with the Recreation Department and ask them if they can hold the class either one hour later to see if this eases the burden, or switch the class from Monday mornings to Tuesday mornings. This would greatly reduce the possibility of a major function the night before the class. Sandberg will rpopose this to the Recreation Department and bring a report back to the Board at the December meet i ng. PARK BOARD MEETING MINUTES NOVEMBER 25, 1987 RAGE THREE In conjunction with this issue, the Board entered the dance floor area of the hall and viewed the damage being done by the exercise classes to the floor itself. There were a number of cracks and "bowed" areas pointed out. Sandberg stated that from talking with the floor contractor, this damage is due to the fact that there is no underlayment beneath the oak floor. This was an~ tem that they were instructed'by someone not to install. Murzyn stated that when he watched the hal. l being redone, he didn't see. the contractors place anything under the floor before the wood went on. He also said that when the original floor was laid, there was 8" of concrete laid first, therefore the new floor shouldn't need any under-~ ]aymen t. No one in the City, from the Building Inspector to the Park Board were ever informed that the underlayment of the floor had been cut by the City Council. Hollom concluded that the problem is, if anythin9 is to be done to the floor in 1989,.it has to be decided before the Park Department is allowed to begin taking reservations for the hall for that year. The time period has to be set so that a certain number of days can be blocked out for the repairs. The floor contractor offered a time stretching alternative; they said they could remove a few rows of boards and blow a Filler under the floor. Then they would sand and fix the floor surface. According to the floor contractor, the problems now appearing.with the floor are due to the fact there is no underlayment beneath the floor. Sandber9 will find out how long it will take to'institute any of the options involvin9 the floor She wilt have costs and times involved for the next Park Board meetin9. The other solution to eliminate further damage to the wood:floor, is to install an aerobic-compatible floor in the exercise room. This consists of two carpet surface areas with springs between them. This is the type of floor now used in aerobic classrooms at all U.S. Swim & Fitness Clubs. Sandberg will also get costs and time involved to put in this type of floor For the next meeting. NEW BUSINESS RESTRICT CATERERS AT HALL This issue was brought up .because of a letter received from a catering company in the city. This company requests that.only caterers licensed with the City be allowed to work at the hall. Hollom inf'ormed the Board that the City Manager had thought there was a licensing requirement for the hall. Hollom reinforced the issue, stating that ther¢~ was, and is, no City requirement to license a caterer when working in the hall. PARK BOARD MEETING MINUTES NOVEMBER 25, 1987 PAGE FOUR The City Manager is going to respond ~to the originator of the letter explaining the fact the the City does not and will not have a code regarding this. DISCUSSION/JIM FOWLER, TROPHY CASE & STAGE Fowler'informed the Board that the Boosters want to put up a trophy~case in a highly visible area of the hall. Fowler stated that if provisions were made for this, that the Boosters have opted to discuss the possible purchase of a stage for the hall to replace the present one. During their tour Of the hall' when looking at the floor, they entered the LaBelle Lounge to find an area for the trophy case. Hollom felt that the south wall of the lounge might be a good place. The Boosters might also want to look into getting two cases (one for the South and one for the north wall) for the Loun§e. Salsberg ~will talk to the Boosters to see what they say. REPORTS STAFF REQUES.T TO OPEN HILLTOP WARMINGHOUSE A request was made by Colleen Bier, resident of Hilltop Park, to open the warminghouse.for this skating season. Sandberg listed the work involved to open the house. The.cost involved, including repairs, rentals of gas and restroom facilities and manning the building with an attendant comes to approximately $2,500-$3,000 for the season. Motion by Fowler, seconded by Starcevic to flood the rink and keep the status of the park as it has been in the past. The lights should be checked to make sure they are in proper working order. All ayes, motion' carried. During this discussion, it was brought up that Sandberg should check into the storage situation at the Prestemon Park building to make sure that the equipment will be safe during skating season. COMMUNITY EDUCATION & RECREATION REPORT Fowler informed the Board that the Concerned for Youth program is now in operation. They had a good turnout on their first night of operation and look to it getting better as time goes by. There is going to be a problem with the security gate. It was put up improperly on Youth Night, and access to the upstairs was easy. Sandbe'rg is going to be at the hall next week to make sure the gate is installed properly. PARK BOARD MEETING MINUTES NOVEMBER 25, ]987 PAGE FIVE The lights for the rear parking lot at JPM will now be on 7 days a week. The Board decided that the time on them should be~set as follows: Monday through Thursday: 6' PM - ~1 PM Friday & Saturday: 6 PM - 2 AM Sunday: 6 PM 12 Midnight I.f there is a conflict with the time, the lights can be set in accordance with the event scheduled.
