The meeting was called to order at 6:30 p.m. by Chairperson Bill Hollom.
READING OF THE MINUTES
Motion by Starcevic, seconded by Petkoff to approve the minutes of
the April 22, 1987 meeting as provided in writing All ayes, motion
carried.
PAYMENT OF THE BILLS
Motion by Starcevic, seconded by Petkoff that the bills be paid out of
the proper funds. All ayes, motion carried.
RATIFICATION OF PUBLIC WORKS DIRECTOR'S ACTIONS
Motion by Petkoff, seconded.by Starcevic to approve the following events
in John P. Murzyn Hall with the fee being waived (these were previously

REQUEST BANDSHELL/COLUMBIA HEIGHTS ASSEMBLY OFi.~OD CHURCH
Motion by Petkoff, seconded by Starcevic to allow the Columbia Heights
Assembly of God Church the use of the Bandshell on Sunday, J. une 14th from
6:30 p.m. to 8:30 p.m. for a Sacred Concert with fee waived. All ayes,
motion carried.

REQUEST FOR HUSET PARK FACILITIES/COLUMBIA HEIGHTS LIONS
A letter was received from the,Columbia Heights Lions requesting the use of
the Jefferson Building from Wednesday, June 24th thru Sunday, June 28th to
operate a beer garden. Motion by Starcevic, seconded by Petkoff to allow
the Columbia Heights Lions the use of the Jefferson Building with the fee
waived and to recommend the City Council approve the Lions request to
operate a beer garden in the park building. All ayes, motion carried.
REQUEST MAIN HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS
Motion by Petkoff, seconded by Starcevic to allow the Columbia Heights
Athletic Boosters the use of the main hall at John P. ~urzyn Hall on July 4th
from 12:00 noon to 10:00 p.m. for the purpose, of Bingo, food and beverage with
the fee being waived. Ali ayes, motion carried.
REQUEST SULLIVAN LAKE PARK/COLUMBIA HEIGHTS FIRE DEPT.
Motion by Petkoff, seconded by Starcevic to grant permission to the Columbia
Heights~Fire Department to hold a pig roast at Sullivan Park. on Saturday,
September 12, 1987. The permission is granted.with the stipulation that the
group agrees to clean up the park after the pig. roast. The Park Board is also
recommending the City Council approve their request to consume beer. All ayes,
motion carried.
REQUEST JEFFERSON STREET PARK BLDG/M.C~C.L.
Motion by Starcevic, seconded by Petkoff to approve the use of the Jefferson
Street. Building by the Minnesota Citi'zens Concerned for Life group to hold a
rummage sale on September 14th thru the 18th with the fee being waived. The
permission is granted with the understanding that the group will be responsible
for any repairs of_damages as well as cleani'n~, th~ building .and.~area~[mmediately
following the event. All ayes, motion carried.
THANK YOU LETTER/OLD TIMERS
A thank you letter from Mr. Dan DeMars for the use of the hall was read and
noted by the Board.
LETTER FROM MR. JEFF FLYNN
The Board was given a copy of a letter received from Mr. Flynn in response to
a telephone conversation from Staff offering an alternative rental date
without charge (a Centennial Ball is being considered for the same night). Mr
Flynn declined the offer stating that the plans were already made for that
date. However, he did state that the $25. already paid be the only payment.
In response Mr. Salsbury drafted 'a letter explaining to Mr. Flynn that the
LaBelle Lounge. and kitchen were still available to him and the fees for the
rooms are still in effect. The Board agreed with the contents of the letter.

OLD BUSINESS
HOCKEY ASSOCIATION STORAGE
Mr. Salsbury stated that he has not heard from the. Hockey Assoc, lately
regarding the storage of their equipment in the Prestemon Park Building.
The building is scheduled to be rekeyed in the neXt couple of days.
REEVALUATE ST ANTHONY DISTRICT VIKING COUNCIL
Mr. Saisbury informed the members that we have not had any problems with
their use of the hall and. in fact they have been very cooperative. The
Board approved and agreed to extend their use of the hall thru December
of 1987 with the fee waived. Hollom informed the Board that he had been
presented a plague from the Viking Council in their appreciation for the
use of the hall.
JOHN P. MURZYN SIGN
Two sketches were shown to the Board members, for the proposed sign for
the hall. The estimated cost for the construction including the base of
stone is $8,000. The quoted figure for a 1.ighted':sign indicating the
parking lot is $500 and the estimate for the electric line to the sign
wi]] be approximately $1,200.. This brings the total to about $9,700,
Board member John Murzyn agreed to check with various organizations on
financing the purchase of. the signage and wi'l} get back to Mr. Salsbury.
RENTAL OF PORCH AREA IN HALL
After some: discussion, the Board members agreed that it would no longer
be possible to rent part of the hall or a section of any other room at
the hall.
REQUEST HUSET BANDSHELL/N.E.I. STUDENT COUNCIL
A letter was read from Mark Riste requesting the use of the Bandshell on
June 19, 1987 from 1]:00 a,m. to 5:00 p:m. to allow a band comprised of
NEI students to perform at their picnic. Motion by Petkoff, seconded by
Starcevic to grant permission to the students. All ayes, motion carried.

Copies of the Management Plan were given to each member.

Copies of the Capital Improvement Plan and the Capital Outlay Plan were given
to each member.

ELECTRICAL PROBLEMS WADING POOLS
Salsbury stated that the electrical problems at the wading pools have been
corrected and they will be ready to be opened on June 1st.
WARGO P~RK' " ':'
Salsbury informed the members that H.R.A. has purchased the land and the land
is intended to be included in the development area. Salsbury also stated that
we are in the process of receiving bids on the .replacement of shrubs and trees
that were lost during the winter. The Board suggested that only the minimum
amount of work be done until the development area is definitely d6cided.
PRESTEMON PARK-POLI~E REPORT
A Police report for the month of April thru May 22nd involving the calls at
Prestemon Park was given to the Board. There were four readio calls to the
Park, three alleging consumption and one alleging offensive language. In all
four cases the responding officers could not find a violation. During the same
period of time there were thirteen arrests at Prestemon, Huset and Sullivan.
None of these arrests resulted from radio, calls. The Board suggested Mr.
Salsbury send a letter to Mr. Getty so the residents will know we are responding
to the complaints on the ballfield~.
