READING OF' THE MINUTES Motion by Starcevic,'seconded by Fowler to approve the minutes of the February 25, 1987 meeting as provided in writing. All ayes, motion carried. PAYMENT OF' THE BILLS Motion by Fowler, seconded by Starcevic that the bills be paid out of the proper fun;ds. All ayes, motion carried. LETTERS AND REQUESTS REQUEST SOFTBALL TOURNAMENT/DANIEL SMITH Mr. Daniel Smith attended the meetin9 to request permission to hold a softball tournament on June 20th and 21st. The Board explained their position to Mr. · Smith stating that he did not qualify unless his team would join the Columbia .Heights Recreational League~ Motion by Fowler, seconded by Starcevic to deny the request on those 9rounds but that we would hold the dates requested pending their getting into the Columbia Heights League. Alt ayes, motion carried. REQUEST SOFTBALL FIELDS/V.F.W. POST #230 Motion by Fowler, seconded by Starcevic to reserve Huset #3 and #5 every Friday from May 29, 1987 to July 31, 1987 at 6:30 p.m. to 8:30 p.m. for the V.F.W. Post #230 girts fast pitch team play. Alt ayes, moti. on carried. REQUEST OSTRANDER PARK BUILDING/COLUMBIA HEIGHTS HIGH SCHOOL GERMAN CLUB Motion by Fowler, seconded by Starcevic to authorize the use of the Ostrander Park building by the Columbia Heights High School'German Club to hold a fund raising rummage sale on March 26 thru 28 from 7:30'a.m. to 9 p.m. tt is authorized with the .stipulation that the club be required to clean the building and area following the event. Also there will be no fee required. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MINUTES MARCH 25, 1987 PAGE 2 CONFIRMATION OF FACILITY REQUESTS Motion by Starcevic,. seconded by Fowler to approve the action of the Public Works Director during the month to allfow the following events in John P. Murzyn 'Hall with the fee's being waived. 1. Col. Hgts. Hockey Assoc. meeting - Monday, March 23, 1987 -- Gauvitte room. 2. Col. Hgts. School Dist. meeting -Wednesday, March 11~ 1987 -- Gauvitte room. 3. Parents Class of '87 - meeting - Wednesday , March 18, 1987 --Mathaire/McKenna 4. American Cancer Society - meeting Thursday, April 23, 1987 --Prestemon room. 5. Col. Hgrs. Lions z main hall - Tuesday, March 24, 1987 - benefit fund raiser. All ayes, motion carried. REQUEST.HUSET #5 AND PICNIC GROUNDS/HONEYWELL' A request has been received from Rob Be'lvo for Honeywell employees to hold their annual picnic on either June 2nd or Wednesday, June 3rd, weather permitting. The softball field requested had a'iready been reserved by the Columbia Heights Recreational League. After some discussion, a motion by Fowler, seconded by Starcevic to allow the group to u§e field #5 at Huse't providing.they stop play by 4:15 p.m. so the Park Department can drag and reline the field for the Columbia Heights Recreational League. All ayes, motion carried. The Board is also recommending to the City Council that.they approve the request to consume beer in the'park as there has not been any problems in the past with th'is group. REQUEST MEETING ROOM/COLUMBIA HEIGHTS ATHLETIC BOOSTERS The Athletic Boosters have requested the use of a' meeting room once each month in addition to their .regular monthly meetings held on the 2nd Wednesday of each month. The request is not for a specific day but rather a "free float" day based upon when it is convenient for them and when a room is free. 'Motion by Fowler, seconded by Starcevic to approve the request with the fee waived. All ayes, motion carried. COLUMBIA HEIGHTS HIGH SCHOOL ALE NIGHT PARTY COMMITTEE A letter was read from the committee explaining their plans for the All Nite party. It is for informational purposes only. REQUEST BASEBALL & SOFTBALL FIELDS/IMMACULATE coNCEPTION SCHOOL Motion by Starcevi.¢, seconded by Fowler to allow Immaculate Conception school the use of Huset #1 and #2 for practice from 3:15 to 5:30 p.m. Monday thru Friday, and the use of Huset field #1 and #4 for home games if scheduled so as not to conflict with our Recreational programs. All ayes, motion carried. OLD BUSINESS REVENUE REPORT A corrected copy of the 1986 Revenue Report for Murzyn Hall was discussed. The Board agreed that no change in the fees should be considered at this time. COLUMBIA HEIGHTS PARK BOARD MINUTES MARCH 25, 1987 PAGE 3 BALLFIELDS AT PRESTEMON PARK Rita Petkoff requested that the Park Board consider the possibili.ty 'of hiring ann off-duty police officer to specifically maintain orderly play and conduct at the park during periods ball games are played. She had further requested that Salsbury speak to the Police Chief prior to the meeting. Salsbury had discussed the item with Chief' Anderson who recommended an alternative since the cost of the off-duty officer for the season would be in the area of $7,000. He suggested that the Police Department assign an officer to the park for a period of'two weeks' at the beginning of league play that dis.plays a strong hand-to see if this will set the tone for the rest of the season. This becomes possible because of the officer taht will be coming on active duty (he has been in.a 2 year formal training situation) this spring. If this does not work, the other alternative can be considered. The Board liked Chief Andersons suggestions, and asked ~Salsbury to work it out with Chief Anderson. They also suggest that the City Council determine if they have the funds to transfer from some other source to either the Police or Park budgets to cover 1~he cost of the fall back position. Otherwise, neither budget can handle; the' added expense and the request would be out' of the question. The Park Board still feels that a park is a park with alt the activities that are associated with it. .The surrounding.residents have the benefit of open space, but they also have the detriments of the activities that go on in parks. This is not to say that illegal activities should be condoned. PARK BOAR[) POSITION Mr. Bill Holiom has requested the Park Board to notify' the City Council that the position on the Board has been empty for three months and requests the City Council to fill the position. It has been difficult to hold meetings what with vacations and illness and have a quorum. REPORTS Sa]sbury i'nformed the Board:on the legal and'.financial agreements with the constructiion of J.P.M. hall. The City Council is planning a work shop to deal with the problems in the next week.
