The meeting'was'called to order by Acting Chairperson Rita Petkoff.
READING OF THE MINUTES
Motion by Fowler, seconded by Starcevic to approve the minutes of the January
28, 1987 meeting as provided in writing. All ayes, motion carried.
PAYMENT OF 'THE BILLS
Motion by Fowler, seconded by Starcevic that the bills be paid out of the
proper funds. All ayes, motion carried.

Motion by Starcevic, seconded by Fowler to reserve Prestemon Park and one
Keyes Park ballfield for the Columbia Heights High ~hool 'From 2:30 p.m t,~

REQUEST HALL AND KITCHEN/COLUMBIA HEIGHTS GIRL sCOUTS
Motion by Fowler, seconded by Starcevic to reserve the hall and kitchen for
a Mother-Daughter Potluck luncheon on March 5, t988 from 12:00 noon to 3:30 p.m.
without any fee. Ail ayes, motion carried.
REQUEST SOFTBALL FIELD HUSET PARK/COLUMBIA HEIGHTS GIRL SCOUTS
Motion by Starcevic, seconded by Fowler to reserve Huset Park ballfield #3, ~4,
and #5 along with the warming house for a Father-Daughter kickball game on
Saturday, April 25, 1987 with alt fees being waived. All ayes, motion carried.
REQUEST MEETING ROOM/COLUMBIA HEIGHTS HOCKEY A.,oOCIATION
Motion by Fowler, seconded by Starcevic to ratify the action of the Public
Works Director granting the use of the Gauvitte room for the Hockey Assoc. on
F~bruar¥ 2-3~ 1~87 with fe~ being waived, All ayes, motion carried.

REQUEST FOR DEPOSIT RETURN/MRs WAYNE JORGENSEN
Motion by Fowler, seconded by Starcevic to return the down payment on the
rental of LaBelle Lounge for April 26, 1987 in the amount of $20.00. All ayes,
motion carried. The permission was granted on the basis that they are having
many elderly ladies who cannot climb the stairs to the mezzanine area and the
kitchen will be rerented to another party.
REQUEST HALL/COLUMBIA HEIGHTS WOMEN OF TODAY
Motion by Starcevic, seconded by Fowler to grant permission to the Columbia
Heights Women of Today to hold a ch~ldrens~Easter party on Friday, April 10,
1987 from 6:30 p.m. to 8:30 p.m. with the fee being waived. All ayes, motion
carried. This is the first request for a weekend'fee waived event for this
group.
REQUEST SOFTBALL TOURNAMENT/V.F.W. POST #230
Motion by Fowler, seconded by Starcevlc to grant permission to the V.F.W. Post
#230 to sponsor a softball tournament on June 13th and 14th at the
Organizational rate. They have requested Huset #2, #3, #4, #5, Prestemon
and Keyes. All ayes, motion carried.
REQUEST HALL-CRAFT SHOW/COLUMBIA HEIGHTS FIRE DEPT. AUXILIARY
A letter was received from the Auxiliary requesting the use of the hall from
8:00 a.m. to 6:00 p.m. for a craft show. Due to the fact that there is a
large wedding ~he night before, motionlby Fowler, seconded by Starcevic to
reserve the ball'at the regular hours from 12:00 noon thru 6:00 p.m. with the
fee being waived on Sunday, October 25, 1987. All ayes, motion carried.
REQUEST HALL, LABELLE LOUNGE AND.KITCHEN-CHRISTMAS PARTY/COL. HGTS. FIRE DEPT.
Motion by Fowler, seconded by Starcevic to reserve the hall, LaBelle Lounge and
kitchen on Sunday, December 6, 1987 from noon to 6:00 p.m. for their Annual
Christmas party with the fee being waived. All ayes, motion carried.
OLD BUSINESS
MANAGEMENT PLAN
The Board members present had no addi. tional recommend'ations or comments to be
made on the Management Plan
NEW BUSINESS
ANNUAL.REPORT
The report was noted and discussed. The Board felt that it gave them good
information on what goes on in.the dept. on a day-to-day basis.

JOHN P. MURZYN HALL ANNUAL REVENUE REPORT
The Revenue Reprt was read and discussed by the Board. The salary for one of
the Janitors was calculated incorrectly so the report is incorrect and should
be disregarded. A correcrtect report will be completed and distributed'at the
next meeting.
REQUEST BMX TRACK-JOE HARRIS
A letter requesting a BMX track was referred from Mayor Nawrocki to thp
Park Board for .their recommendation. After discussion several items were
brought up: 1) Liability if held on city property. 2) Not enough room in
any of the parks for a.track.. 3) No money available for such a project. (the
City Engineer felt it might be in the neighborhood of $30,000 for such a tr~'ck)
Therefore, the Board felt that'at this time they w6u]d not recommend the project.
REPORTS
SECURITY GATES - Salb~ry.reported that security gates are being purchased for
the downstairs area at J.P.M. Hail. In the upstairs area a permanent double door
is being considered for several reasons: 1) Noise 2) Looks, 3) Security.
John Tiggas is taking the proposed project to the Recreation Commission for their
input as the .city is requesting a 50-50 split in cOst.
cARPET CLEANING - The Board concurred that it would be more economical to have
outside help clean the carpeting at the hall. It was also requested that any
chairs be included in the cleaning agreement.
MATHAIRE PARKING LOT - Motion by Fowler, seconded by Starcevic to recommend to
the City Council to carry over money $11,175. in the 1986 budget to t987 to
cover the Mathaire Park park. ing lot. All ayes~ motion carried,
TENNIS COURTS - Salsbury reported that specifications are being dkawn up and we
will be going for quotes for the coating of tennis courts.
HUSET WEST TENNIS COURTS - In addition to' the Bocce Ball Courts, as discussed at
the january Park Board meeting, the Board would like to investigate the
possibility of adding volleyball courts to this area. The rest of the area
could possib]e be sodded.
