Sa]sbury, Director Public Works/ City Engineer Also present: Jack B'artlett, Chai'rperson Recreation $ Community Services, John Tiggas, Director of Recreation $ Community Services The meetin!~ was called to order by Chairperson Bill Ho]lom at 6:30 p.m. READING OF THE MINUTES Motion by Murzyn, seconded by Fowler to approve the minutes of the December 18, 1986 minutes as given in writln9. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Fowler, seconded by Murzyn that the bills be paid out of the proper funds. All ayes., motion caf'tied. NEW BUSINESS Mr. Jack Bartlett, Chairperson of. the Recreation & Communi. ty Services presented a Gavel Stand set .to the Board on behalf, of the Recreation & CommunitW Services. The inscription read ~Presented to the Columbia Heights Park Board in recognition and appreciation of their dedication and concern in the renovation of the Recreation and Community Services Commission .Offices. January 28, 1987" Mr. John Tiggas requested the Board to consider"in the budget, a request he had previously received from Karen Moeller, Senior'Citizen Coordinator, for a Bocce Ball Court. He stated the approximate cost would be $500 per court. Motion by Petkoff, seconded by Murzyn to attempt to establish Bocce Ball Courts in the 1987 budget. All ayes, motion carried. Sa]sbury stated that a possible area for the courts might be the west side tennis courts. REQUEST HALL/COLUMBIA HEIGHTS F1REFIGHTERS ASSOC -'TOM HOSCH The Board received a request from Tom Hosch, Firefighters Assoc. President for space at Murzyn Hall for Janu-ary 17, 1987, card party; September 12, 1987, pig roast; and October 4, 1987 pancake breakfast; with the fees being waived. Motion by Starcevic, seconded by Murzyn to approve the requests. The January 17, 1987 date had previously been approved by telephone survey of the members. All ayes, motion carried. REQUEST MEETING ROoM/COLUMBIA HEIGHTS SCHOOL DISTRIC-T 'Motion by Fowl.er, seconded by Starcevic to confirm the request~ for a meeting room by the School District. This request had previously been approved by telephone survey. All ayes, motion carried to allow the Columbia Heights School District the use of LaBelle Lounge for a Staff Development Committee meeting on January 27, 1987 with the fee being waived. REQUEST MEETING ROOM/COLUMBIA HEIGHTS 'COMETS-4-H Motion by. Fowler, seconded by Starcevlc. to allow the Columbia Comets the use of a meeting room at Murzyn Hall for the second Wednesday of the month in February, Harch, April,, May, June, July and September with the fee being waived. All ayes, motion carried. REQUEST JEFFERSON STREET PARK BUILDING/PALS.ORGANIZATION - KAREN HAUGLID Motion by p6tkoff', s~conded by Fowl'er to approve the use of the Jefferson Building for a rummage sale on May 1st thru the 3rd. All ayes, mot.ion carried. REQUEST MAIN HALL/ST ANTHONY DISTRICT BOY SCOUTS PINEWOOD DERBY-TOM H0SCH Motion by Murzyn, seconded by Starcevic to'allow th'e Boy Scouts to ha~e their annual .Pinewood Derby Car Race on Sunday, April 5, 1987 from 1 p.m. to 5 p.m. with the fee being waived. All ayes, motion carried. REQUEST MEETING ROOM/SUBURBAN GIRLS SOFTBALL LEAGUE - LOUIE EDWORTHY After discussion, the Board denied the ·request ~or the fee being waived On the grounds that the teams are not exclusive Columbia Heights Team members. Motion by Petkoff, seconded by Starcevic to allow the meeting rooms on the~l/2 price schedul'e (less than'2 .hours) for the February 8th, March '15th and April 5th dates. All ayes, motion carried. COLUMBIA HEIGHTS LION'S CLUB REQUEST HALL-SWEETHEART DANCE-KEVIN DOTY Mot.ion by Petkoff, seconded by Fowler to approve the Lion's request to hold their Annual Sweetheart Dance at the hall on Saturday, February 13, 1988 with the .fee being waived. All ayes, motion carried.' REQUEST SOFTBALL TOURNAMENT-LETTERMEN SPORTS/DAVE ANDERSON Motion by Fowler, secon'd~d by Petkoff to approve a Softball Tournament reques~ for July 25th and 26th, 1987 at Huset #2, #3, #4, and #5 at the private rate. All ayes, motion carried. REQUEST HALL/COLUMBIA HEIGHTS "OLD TIMERS'S-DAN DEMARS Motion by Petkoff, seconded by Murzyn to approve the request for the use of the hall on Sunday, April 26, 1987 from 2 p.m. to 3 p.m. with the fee being waived. REQUEST MEETING ROOM ARC OF ANOKA COUNTY ROBERT J. BRICK Motion by Fowler~, seconded by Starcevic to allow the use of a meeting room on January 30, 1987 for a job interview for a handicap person. The halt was requested because of the fact that it is' handicapped accessible and the r present location is an upstairs suite. The fee for this will be waived also. All ayes, motion carried. NEW BUSINESS SECURITY GATES JPM HALL The'request for authorization to purchase gates to the 'City Council was referred to the Park Board with a request for their recommendation as it did not meet the fire code. Salsbury met with the Fire Chief and Ass't Chief to look into a plan that would be approved .by meeting the two exits required. Moti. on by Petkoff, seconded by Fowler to pursue the plan for the security gates and find an acceptable plan that does meet'the fire code~ AI.i ayes, motion carried. SHORT NOTICE REQUESTS FOR HALL OR PARK ACTIVITIES Motion by Petkoff, seconded by Fowler to empower the Director of Public Works to use his discretion to allow the use of facilities if he feels it falls within the guidelines the Board has established rather than conduct a telephone poll. The item wo0]d then be placed on the.agenda for the next meeting to ratify the Director's decision. jOHN P. MURZYN MANAGEMENT PLAN The Management Plan was reviewed by the Board. Although they did not feel it was ready for City Council inspection, they did feel the plan covered just about every possible situation. Two suggestions were 1) Polish brass in the LaBelle Lounge area after each rental and 2) change damage deposit to $200. STATUS REPORT Stat~s report #8 for construction of John P. He also requested Salsbury obtain information as to the cost of a commercial type microwave oven. The' Board also requested that the Staff look into the cost of shades for the upstairs bathrooms. ..
