MINUTES
SEPTEMBER 24, 1986

The meeting was called to order by Chairperson Bill :Hollom at 6:30 p.m.
READING OF THE MINUTES
Motion by Jernall, seconded by Fowler to approve the minutes of the August
27, 1986 meeting as given in writing. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by dernatl, seconded by Starcevic that the bills be paid out of the
proper funds. All ayes, motion carried.
REQUEST MEETING ROOM AND HALL FOR BOOSTER DANCE/DAlE HADTRATH, BOOSTER PRESIDENT
The request for the meeting room by the Booster's had previously been approved
at the July 23, 1986 meeting. Motion by Jernall, seconded by Murzyn to reserve
the hall for the Booster Dance on Friday, November 28, 1986 with the fee being
waived. The security fee will remain intact, however. ~ It is also requested
that we notify the group that this will be their first request for a weekend
date this year. All ayes, motion carried.
REQUEST MATHAIRE BUILDING/COL. HGTS. PEE WEE TRAVELING HOCKEY TEAM
Motion by Murzyn, seconded by Starcevic to provide the use of the Mathaire
Park Building for a rummage sale on October 8th thru the llth with any
fee being waived. All ayes, motion carried.
REQUEST FOR MEETING ROOMS/IMMACULATE CONCEPTION SCHOOL, SISTER M. CLARINDA
Motion by Fowler, seconded by Starcevic to approve the use of a meetin9 room
by Immaculate Conception School for four (4) afternoons during the period of
October 20th thru 23rd and 29th thru 30th. Alt ayes, motion carried. ~There
will be no fee charged for this event because partial funding is being done
by Anoka County with the balance being paid' by the Immaculate Church School.

REQUEST HUSET PARK AREA AND JEFFERSON BUILDING-BIKE-A-THON, KEVIN DOTY
Motion by Starcevic, seconded by Jernall to approve the use of the Jeffe'rson
Building for a Bike-a-Thon on Saturday, September 27, 1986 from 12:00 p.m.
until 4:00 p.m.
REQUEST USE OF HALL FOR NEW YEAR'S EVE PARTY/'COL. HGTS.-HILLTOP COMM: JAYCEES
DANIEL WHIPPS, PRESIDENT
Motion by Jernall, seconded by Fowler to allow the Jaycee's the use of the hall
for a New Year's Eve Dance with the fee being waived. The security fee will
remain intact. They will also be allowed an early entrance at lO:O0 a.m. All
ayes, motion carried.
REQUEST HALL/COLUMBIA HEIGHTS WOMEN OF TODAY, PATRICIA WARNER
A request was received for their Fourth Annual Christmas Carnival. Motion by
Murzyn, seconded by Fowler to'provide the use of the hall on .Tuesday, December
11, 1986 with the fee being waived. All ayes, motion carried.
OLD BUSINESS
Mr. Starcevic had received a request from the Golden Age group for shelving in
their center. This request was given to Don Jolly to handle.
REVIEW OF BUDGET
A large number of the Capital Items were removed from the budget. Petkoff stated
that the City Manager was. looking for alternate funding, and if the City Council
did not show an interest in these items they probably would be removed from the
budget. Hollom reminded the members of the joint meetin.g with the. Park Board to
review the budget on September 29th at 8:30 p.m. It was requested that if possible
all members should try to attend.
t:ANDSCAPING AT J.P.M. HALL
Jolly informed the members that the landscaping at the hall was up to the Contractor
to finish.
NEW BUSINESS
SECURITY AT HALL
A couple of incidents at the hall were brought to the attention of the members.
It was suggested that Chief Stu Anderson be requested to have the patrol officers
routinely check the building grounds particularly on Friday and Saturday nights.
It was also requested that the security at the hall dial 911 at the first sign
of any trouble.

REDEDICATION CEREMONY JPM,
Petkoff brought the Board up to date on the ceremony plans set for Sunday,
September 28th.
1. Pictures are ready to be hung on either Thursday or Friday.
2. Lois Popowski is doing the catering for the event.
3. Nine full sheet cakes are being ordered and 58 dozen cookies.
4. Columbia Heights City Orchestra will be playing.
5. Name tag~ for the Park Board members and City Council members.
CHRISTMAS PARTY
The members chose Thursday, December 18th for their Annual Christmas/Dinner
meeting. It was reqeusted that Nancy make reservations at Little Jack's
for that evening.
REPORTS
' Donald Jolly reported on an incident involving a couple of members of the Fire
Department and members of the wedding party that had rented the hall upstairs.
He wanted the members to be aware of it and has asked the Fire Chief for a
full report ..... -~ -
dolly atso reported that Arnie Albrect had been to the hall a couple of times
to assist the new caretakers and how helpful he was.
RECREATION AND COMMUNITY EDUCATION REPRESENTATIVE
Fowler reported that the Boosters want to contribute $1,000 for equipment for
the Edgemoor room. Motion by Murzyn, seconded ~y StaPcevic to all°w them to
put a plaque on the walt to indicate the gift.
Recreation will be putting up dividers in their office in the next few days~
Recreation will be using the Keyes Room for their Commission meetings in the
future.
BOARD MEMBERS
It is requested that the message board in the entry at JPM be used to indicate
'rooms and classes and not to advertise.
A Senior Citizen Coordinator has been hired by the Recreation Department. It
was also reported that a After School Coordinator and Adventure Club Coordinator
also have been hired in the Recreation Department.
The Board members agreed the policy of giving a 20% discount to Columbia Heights
residents re. nting the hall also extends to individual room rentals.
