READING OF Tile MINUTES
Motion by Fowler, seconded by Jernall tO approve the minutes of the March
26, 1.986 meeting with the following correction:
REPORTS
Should read¢ Jim Fowler reported that due to the resignation of George
Leverentz, the Recreation Commission is looking for a new member. All ayes,
motion carried.
PAYMENT OF THE BILLS
Motion by dernall~ seconded by Fowler that the bills be paid out of the proper
funds. AIl ayes, motion carried.
REQUEST BALLFIELDS/FRANK BUHRO - Y.M.C.A.
REQUEST BALLFIELDS/M1KE HALL - CHURCH SPORTS ASSOCIATION
Because both requests for ba]lfields were related~ the Board acted on both
requests at this time. Bob Nelson, representing Columbia Heights First Lutheran
Church League stated that they did want some kind of ~sponsorTM and requested the
Board approve the Y.M.C.A. request. However, because Mike Hall did represent the
Y.M.C.A. last ye~',r, the Park Beard did have some unresolved prob!ems. Therefore,
the following motion was made by Jernall and seconded by Fowler l) Ballfields
w~ll be available on Friday nites only. 2) Verification as to what churches are in
the Y:M.C.A. League 3) Reimburse the Park Board for cost of the lost key in the
· amount of $310.00 4) Resubmit a letter requesting ballfields. 5) Field request
from Mike Hall representing Church Sports Association be denied. Jernall also stated
that this could be approved by telephone survey. Ail ayes, motion carried.
REQUEST PARK BENCHES - KEYES PARK
Motion by Petkoff, seconded by jernall to approve the installation of three (3)
Park Benches on the hillside of Keyes Park adjacent to Boulevard apartments. All
ayes, motion carried.

REQUEST HALL/IMMACULATE CONCEPTION COUNCIL OF cATHOLI'C WOMEN ~ MRS DOTY
A letter was read from Mrs. Esther Doty requesting the use of the hall 'on
February 21, 1987 with the fee. being waived. After some discussion, motion by
Petkoff, seconded by. Jernal.1 to deny the request for waiving the fee on the
grounds that although they are a nonprofit group, they cannot be considered a
eleemosynary group, therefore, the Board does not have the right to waive the
fee. Ail ayes, motion carried. The Board instructed the Park Secretary to
reserve the date for the group and inform tl~em'by letter the cost of the rental.
OLD BUSINESS
REQUEST FROM MAYOR TO PARK BOARD TO RECONSIDER ACTION CONCERNING FIREFIGHTER'S
AUXILIARY CRAFT SALE
At the March 26. 1986 meeti'ng the Park Board approved the requ&st for the
craft show to be held on November 16, 1986. However~ they did deny the request
for the 8:00 a.m. entrande. After discussion, motion by Fowler, seconded by
Starcevic to grant early entrance (time based on Salsbury's direction). Ayes,
Fowler, starcevic, Petkoff. Nay, Jernall. Motion tarried by majority.
DEDICATION CEREMONY
At the request 6f Mayor Nawrocki, the Board members mentioned several names to
be invited to the Dedication Ceremony. A complete list will be available at the
May meeting. Ho]lom reminded the.Board members of'the two [2) meetings scheduled
for the month of May. The first being May 21st and May 28th.
MISSING PLAYGROUND EQUIPMENT
The memo and police report regarding the missing backhoe digger from Keyes Park
was read and noted by the Board.
Motion by Jernall,'seconded by Starcevic to authorize the expenditure of $621.50
to install sheet rock on the basement wall.
The status report //3 was read and noted by the Board also the Inspection Reports
14 thru 16.
MATHAIRE PARK BUILDING/FRENCH CONNECTION
Motion by Jerna11, seconded by Petkoff to approve the request from the French
Connection to change the location of the garage sale from the Jefferson Building
to the Mathaire Bui:lding~ All ayes, motion carried.

REQUEST JAYCEES SOFTBALL FIELD HUSET PARK
A letter was received from Dan Whi'pps, President of the Columbia Heights daycees
for the use of softball field #4 at Huset Park. After .receiving verification
from the Columbia Heights Recreational League that they would not be needing the
field, a motion by dernall, seconded by Fowler to approve the use of the field on
Wednesday nights for the Columbia Heights Jaycees. All ayes, motion carried.
REQUEST COLUHBIA HEIGHTS HOCKEY ASSOCIATiON/MC KENNA PARK BUILDING
A letter was read from Nancy Wright & Terry Roy Co:chairpersons for the use of
McKenna Park Building for a used hockey sale on July 23, 24, 25, and 26. Motion
by Jernall, seconded by Petkoff (along with permission from the Columbia Heights
Recreation Department) for the use of the building. All ayes, motion carried.
CLEANING LA E~ELLE POND
A letter fron~ Jean Bickett, Secretary LaBelle I Condominium to Bill Hollum and
a memo t~rom Fred Salsbury to Donald Jolly requesting the cleaning of LaBelle
Pond was read. Donald Joll.y'stated that he would schedule the cleaning of the
pond. He also .informed the Board that this Saturday a group of volunteer scouts
were scheduled to clea~ the grounds around the Park.
Starcevic requested the Board members to take note of the low spot alom. g the
walkway at Prestemon Park. Starcevic was reminded that thi~ was brought up at the
September 16:, 1985 meeting and at that time a motion was made to include it
in the 1987 budget. ·
SKATING SEASON REPORT
The skating season figures.were discussed and noted by the Board.
SPRAYING DANI)ELION.S & WEEDS
Donald Jolly reported that the weed sprayer w'a's being fixed and would' be ready
to start spraying the parks shortly. "
RECREATION COMMISSION REPRESENTATIVE REPORT
Jim Fowler reported that according tO Recreation-the Health And Fitness Fair was
a success. .Also the numbers of runners was up from last year.
