All ayes, motfon carried. PAYMENT OF THE BILLS Motion by Jernall, seconded by Fowler that the bf!ls be paid out of the proper funds. All .ayes, motion carried. LETTERS AND REQUESTS REQUEST SOFTBALL TOURNAMENT/V.F.W. POST ~230 Motion by Jernall to grant permissi'on to V.F,W. Post #230. to sponsor a Softball Tournament on June 21st and 22nd at the private rate. The motion died from lack. of second. After furthen discussion~ a motion by Petkoff, second by Murzyn to reserve Field #2, #3, #4~ and #5 for Softball Tournament at the organizational rate. The reason for the organizational rate is because the ~oard members felt that many more than the two teams benefited from the Proceeds of the tournarnent, Al! ayes, motion carried. REQUEST FOR 0Or.BALL rtELD #3 and #5/VoF.W. POST #230 Motion by Petkoff, second by Jernall to allow the "Girls Fastpitch Softball League" sponsored by the V.F.W. Post #230~ the use of Field #3, and #5 at Huset Park on Friday nights from 6:30 p.m, to 8;30 p.m. beginning on May 19th thru July 25th. The motion is qualified by the stipulation that should a Tournament authorized by the Park Board or .the City Recreational League need the fields, the teams will make other arrangements. CITY OF COLUMBIA HEIGHTS PARK BOARD MINUTES FEBRUARY 12, 1986 PAGE 2 LEASE AGREEMENT The City Attorney, Ronald Ka.lina. was present to inform and answer any questions regarding a proposed Lease Agreement.- The draft form was acceptable with the exception of leaving blank the stated areas to be rented and changing the hours al.lowable to exact time hall is to be rented. Mr. Kalina stated the Rental Policy allows us to stipulate additional rules and regulations into the Agreement. REQUEST SOFTBALL TOURNAMENT/SOO LINE RAILROAD Motion by Jernall tO deny the tournament request on the grounds the date requested was after the dates allowed in the "Policy for Soft~ ball Tournaments". After discussion, Jernall withdrew her motion. Motion by Murzyn, second by Petkoff to allow the Soo Line Railroad the use of Huset #4 and #5 for a Softball Tournament on :Saturdays August 2, 1986 at the pFivate rate. All ayes, motion carried. REQUEST HALL/COLUMBIA HEIGHTS FIRE FIGHTER'S AUXILIARY Motion by Jernall, second by Murzyn to reserve the hall for the Auxiliary on Sunday, December 7, 1986. from Noon to 6 p.m. with the fee being waived. All ayes, motion carried. REQUEST THREE SOFTBALL FIELDS & JEFFERSON WARMING HOUSE/COLUMBIA HEIGHTS GIRL SCOUTS- MARY BRUNKOW Motion by Fowler, second by Jernall to. reserve three softball fields and the Jefferson Park Building for a Father-Daughter kickball game on Saturday, April 26th from 9:30 a.m. to ~ p.m. There will be no charge for this event. All ayes, motion carried. REQUEST JEFFERSON WARMING HOUSE/M.C.C.L. RUMMAGE SALE Motion by Jernall, second by Fowler to reserve the Jefferson Park Building for the Minnesota Citizens Concerned for Life rummage sale during the week of September 8, 1986 thru 12th. There will be no charge for this event. All ayes, motion carried. OLD BUSINESS RAILROAD EASEMENT A denial was received from the. Soo Line Railroadto. our request for a Public Access Easement. Salsbury informed the members that an appeal is being prepared by the City Attorney. REVIEW PARK BOARD ~J,JP, K & DEDICATION The minutes were reviewed by tho"members and the following items were discussed and acted on: Motion by Petkof'f, second by Fowler to change future ?ark Board meeting dates to the ~th Wednesday of the month with the next meeting Jmte March 26, 1986. Aye, Petkoff, Fowler, Jernalt, Star,zevic. N~¥, Murzyn. Passed by majority. Motion by Jerna11, second by Fowler that 1) No exact time frames, the hall will be available from 12:00 noon to 1 a.m. 2) Rental cost of the hall will be SbO0.O0 with a 20% rent deduction for Columbia Heights residents. 3) Double room in the basement will rent for $75.00 and al1 other rooms Will r~nt for $50.00. 4) Any small group requestin9 the bar area for rent at $75.00 and also requests the use of the !<[tchen will pay an additional $25.00. All ayes, motion carried. Motion by Jernall, second by Petkoff to start accepting reservations for the hatl beginning August 1, 1986. If the hall is available soDner it can ben rented, but we cannot guarantee any earlier reservations. All ayes, mot ion carried. Motion by Petkoff, second~by? P, EQUEST SIGN SILVER LAKE BOAT LANDING Doug Jones, member of Silver Lake Home Owners Association, requested directional signs for boaters and No Trespassin9 signs for the island be put up at the Boat Landing. SliVER LAKE BEACk! PARKING LOT Salsbury pointed out that a portion of the parking lot is in bad shape and needed direction as to whether the lot should be reduced in size and a portion turned back to a grassy area. After discussion the members agreed they wanted to continue maintaining the larger parking lot and recommended to Salsbury to include the repair of the parking lot in the 1987 budget. CITY OF COLUMBIA HEIGHTS PARK BOARD MINUTES FEBRUARY 12, 1986 PAGE 4 OPERATION WARMING HOUSES Salsbury informed the Board members of the problems in keeping attendants at the Warming Houses. The members agreed that one of the reasons might be the rate of pay and recommended that a higher rate maybe in order. DISTANCE SIGNS/SULLIVAN AND.LA BELLE PARK ~' ~Requests for distance signs were previously discussed at the May 15, 1985 meeting. The members agreed that the.signs woul, d bean asset to walkers and joggers. Petkoff suggested one sign showing the toal distance and Murzyn suggested the total distance be printed on the walking/jogging pathway. INSPECTION REPORTS The Progress Inspection Reports from the architect were read and noted by the Board members. RECREATION COMMISSION REPRESENTATIVE Nothing to report Petkoff reminded the Board of a letter sent to Mayor Nawrocki from John "Jay" McLinden, Anoka County Administrator of which the Board received a copy, regarding proposed 'county'pa.rk regulat~ions. -At the :November 20, 1985'meeting the members stated they did not ha,ve a'ny major concern with any ordinance setting common standards for all :County Par, ks. After further discussion, motion by Starcevic, second by Jernall that we strongly recommend to the City Council that we do not wish any new Ordinance to be proposed that would have less restrictions than the,Ordinances currently being enforced in our City Parks.
