MINUTES
NOVEMBER 20, 1984
ROLL CALL
Members present:
Jim Fowler, Jo-Anne Jernall, Rita Petkoff, Jon Starcevic,
dohn Murzyn, William Hollom, Fred Salsbury, Director Public
Works/City Engineer
The meeting was called to order by Chairperson Hoi]om at 6:30 p.m.
READING OF THE MINUTES
Motion by Jernall, seconded by Fowler that the reading of the minutes from
the October 16th meeting be dispensed with and accepted as written. Alt ayes,
motion carried.
PAYMENT OF THE BILLS
Motion by Jerna]l, seconded by Fowler that the bills be paid out of the
propel- funds. All ayes, motion carried.

Thank you note from Coach Tim McCauley was read and noted by the Board.
REQUEST LAND O'LAKES/SULLIVAN LAKE PARK
A letter requesting the city to clean a portion of Sullivan Lake for a
skating area for December 8th was read. After discussion a motion by Jernatl,
seconded by Murzyn to deny the request. All ayes~ motion carried.
REQUEST HALL/COLUMBIA HEIGHTS GIRL SCOUTS CHRISTMAS PARTY
Motion by Petkoff, seconded by Jernall to grant this group the use of the
hall with the fee being waived for a Christmas party on December 21, 1985.
All ayes, motion carried.
REQUEST HALL/COLUMBIA HEIGHTS DAY CARE PROVIDERS
Ms. Faye Palmer, area coordinator for Col. Hgts. Day Care, requested the use of
the halt on December 23, t985 from 9:30 a.m. to 11:30 a.m. for a Christmas
party, hue to the fact the ~'Day Care Providers" themselves are not a
eleemosynary group the fee will not be waived. Motion by Petkoff, seconded by
Jernall to deny the request to waive the fee. All ayes, motion carried.

OLD BUS INESS
JPM WORK SCHEDULE
The projected work schedules for the completion of the hall were discussed.
It was suggested the members bring the schedules to future meetings to see
if the work is progressing according, to schedule. Salsbury stated that the
contract states a 120 work day schedule to .completion.
HONEYBELLES, INC./REQUEST RETURN OF RENTAL PAYMENT
A letter was received from Betty Barrick, Secretar.y, requesting return of
the rental fee for the cancelled meeting date, November 22nd. Although it
was mutually inconvenient, to promote "Good Will" a motion by Petkoff,
seconded by Starcevic to return 1/2 of the cost of rental. All ayes, motion
carried.
ANOKA COUNTY PARK REGULATIONS
A letter has been received from John Jay McLinden, Anoka County Administrator,
requesting any comments and support for a proposed one County Park Ordinance
setting common standards for all County Parks. This will not effect any
Ordinances in our City Parks, therefore the Park Board does not have any
major concern with an Ordinan:ce.
REGULATIONS JPM (RENTAL, OEPRATION, & USE)
Salsbury gave each member a list of ideas to be considered when the hall re-
opens. Among these are:
l) Rates for various rooms
2) Hourly rates
3) Rates for residents & non-residents
4) Lease agreement
5) Part-time hall manager
6) Stronger & more specific rates on use of security officer
7) Establish guidelines for~ use of various rooms
8) Guidelines on fee rental waivers on meeting rooms
9) Establish room capacities & regulations on type of' uses
10) How many different functions .to allow at one time
It was agreed to table the. above discussion until the January meeting in order
to give the members additional time to study each proposal.
DEDICATION CEREMONY FOR JPM HALL
The members agreed they would like some type of ceremony after the completion
of the hall. At this time they are requesting some input from the City Council
as to the type of ceremony. It was requested that Petkoff inform the Council
members and report on the outcome.

Salsbury - Ice rinks should open December 20th, weather permitting.
Future meetings wilt be held in City Council Chambers.

- Pam Hannen' has turned in her resignation as of December 13th.
The recreational football teams are joining the North Metro Jr.
Football League.
Motion by Petkoff, seconded by Jernall to have the next meeting a Christmas
Dinner/meeting and to inclUcte the Park Board members and spouses, Public
Works Director and Secretary. Ail ayes, motion carried.
ADJOURNMENT
Motion by Fowler, seconded by Starcevic to adjourn. Ali ayes, motion carried.
