ROLL CALL

The meeting was called to order by Acting Chairperson Jernall at 6:30 p.m.
READING OF THE MINUTES
Motion by Fowler, seconded by Petkoff that the reading of the minutes from
the September 16th and 26th meet.ings be dispensed with and accepted as
written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Petkoff, seconded by Fowler that the bills be paid out of the
proper funds. All ayes~ motion carried.
REQUEST COLUMBIA HEIGHTS PARK/LEE HARKNESS-BUCKSKINNERS
Lee Harkness representing a group called the Buckskinners requested the use
of one of the Columbia. Heights parks for a three day camp-out. Mrs, Harkness
brought pictures of previous camp-outs and answered all questions from the
members. Some of the concerns of the members were Liability Insurance, Over-
nite parking~ open fire pits, and security. It was suggested the group look
into the possibility of a County Park which is set up~ for over-hire camping.
Motion by Petkoff, seconded by Fowler to refuse the request. All ayes, motion
carried.
LIQUOR PERMIT
Motion by Murzyn, seconded by Fowler that the ]iquor'permit be 9ran.ted
ac¢ordin9 to the rules and regulations set forth by the Park Board to:
Aasen, 1455 42nd.Ave., Columbia Heights, MN. All ayes, motion carried.

REQUEST HALL/COLUMBIA HEIGHTS WOMEN OF TODAY
Motion by Starcevic, seconded by Petkoff to reserve the hall for the Women
of Today group for Tuesday, December 10th for their Christmas Carnival. All
ayes, motion carried.

REQUEST SOFTBALL FIELDS/COLUMBIA HEIGHTS PUBLIC SCHOOLS
Motion by Petkoff, seconded by starcevic to allow the Hi§h School the use of
a softball field for tournament play on Saturday, May 10, 1986 and 2 evenings
(May 2nd and'gth). The motion is made with the stipulation that should the
City Recreational League need the field the school will have to make other
arrangements', however,' the Tournament date of May lOth will be held firm.
REQUEST HALL/COLUMBIA HEIGHTS JAYCEES
Motion by Fowler, seconded by Murzyn to allow the Jaycees the use of the hall
on New Year's Eve for their annual party with the fee being waived. The
security fee will remain in effect. All ayes, motion carried.
REQUEST HALL/COLUMBIA HEIGHTS GIRL SCOUTS
A request from. Ms. Teresa.Sposito requesting the use of the hall on Sunday,
November 3rd for a Mother/Dau.ghter .luncheon was read. Motion by Petkoff,
seconded by Fowler to 9rant the request. All ayes~ motion carried.
OLD BUSINEss
JPM HALL STATUS
Mr. Bocwinski reported that if the Contract and Change Orders are signed by
Friday that work should start on Monday. The Council approved 1.2 million
dollars for the project. The kitchen and bar cost was reduced by $30,000,
however, the final plans for the kitchen should be received by Friday.
Starcevic was concerned that the City Council might not know who the sub-
contractors were. It was reported that Mr. Salsbury does know all sub-
contractors and all insurance coverage is guaranteed under.the General
Contractor.
BUDGET STATUS
Mr. Bocwinski reported that the Council acted on the .budget the same night as
JPM Hall. Two items were changed. 1) Money added to the parking lot at
Mathaire Park. 2) Park account dealing with handicap items was reduced by
$34,400. The balance is now $7,950 and the following items will 'be.replaced
or adjusted: 1) replace drinking fountains'and make them handicap assessable
2) lower telephones at Park Buildi'ngs. 3) Lower mirrors and towel dispensers
at Prestemon Park. A small adjustment was made as far as supplies otherwise
the budget was approved as submitted.
DISPOSAL OF EXCESS EQUIPMENT AT MURZYN HALL
Attached is a separate list of items that the City Council authorized to sell
or dispose of. Mr. Salsbury is preparin9 a notice for the paper and they will
be sold to highest bidder.

ITEMS TO BE PURCHASED FOR HALL
Motion by Starcevic, seconded by Fowler to approve the list of items to be
purchased for the hall (separate sheet). The alternates were also listed
and it was suggested that they might be things that civic organizations or
businesses in the area might like to donate. Alll ayes, motion carried.
STORAGE MATERIALS DURING CONSTRUCTION HALL
Mr. Jolly reported that storage space was. scarce during this period and if
the members had any suggestions.. It was reported that the skating
attendance at Southwest and. Prestemon was low and as there was no hockey
program it might be possi.ble to close the warming houses for the season.
The Board agreed that staff should use their own judgment in closing the
houses hub should, first look into the use of space in empty buildings in
the area. Some buildings suggested are Credit Union, K--Mart and Don and
John's Skelly. It .was requested that the outcome 6e reported at the next
Park Board meeting.
REPORTS
Mr. Jolly mentioned a reques~ Mr. Salsbury had received from Land O~Lakes for
an ice skating party to be held this winter at Sullivan Park, No action was
taken at this time.
Mr. Jolly reported on a demonstration held on a new. way of seali.ng manholes
which should make for a better and faster ice on the rinks.
The recent vandalism at Sul~livan Lake Park was also reported.
