Members present:
William Hollom, JoAnn Jernall, James Fowler, Jon Starcevic,
John Murzyn, Rita Petkoff, Fred V. Salsbury, Director Public
Works/City Engineer
READING OF THE MINUTES
Motion by Fowler, seconded by Starcevic that the reading of the minutes from
the July 17, 1985 meeting be dispensed with and accepted as written. All ayes,
motion carried.
PAYMENT OF THE BILLS
Motion by Petkoff, seconded by Fowler that the bills be paid out of the proper
funds. Alt ayes, motion carried.
LETTERS AND REQUESTS
Motion by Petkoff, seconded by Jernall that the liquor permits be granted
according to the rules and regulations set forth by the Park Board to: Best Co/
Mary McLean, 563 Paynet Ave., St, Paul, MN; Mary Helland, 389 Oakwood Drive,
New Brighton, MN. All ayes, motion carried.
REQUEST HALL/COLUMBIA HEIGHTS HOCKEY ASSOCIATION
Motion by Starcevic, seconded by Fowler to allow the Hockey Association the
use of the hall on Sunday, October 6th for an informational meetin9. Alt ayes,
motion carried. The fee will be waived for'this event.
CANCELLATION HALL REQUEST/CHUAN LU BOXING SOCIETy
A letter was read from Peter Kwong, Instructor, thanking the Board for the use
of the hall for the karate instructions and notifying the Board that they no
longer would be needing the hall.
COL. HGTS. HIGH SCHOOL FRENCH CLUB (FRENCH'CONNECTI.ON)/REQUEST GARAGE SALE
Motion by Starcevic, seconded by Murzyn to grant the High School students the
use of the Jefferson Building for a garage sale on either Saturday, October 5th
or Saturday, October t2th with the fee being waived. Alt ayes, motion carried.
REQUEST PORCH/COLUMBIA HEIGHTS JUNIOR JAYCEES
Motion by Fowler, seconded by Starcevic to allow the Jr. Jaycees the use of the
porch on Sept. 10th, Oct. 8th and Nov. 12th from 7:00 p.m. to 9 p.m. All ayes,
motion carried. There will be no fee charged for these nights. The second part
of the letter requestin9 the use of the porch for future meetings will be tabled
for a later meeting.

VANDALISM IN PARKS
Information on vanda]ism in the parks and park buildings was given to the
members. After much discussion it was requested that a copy of the
vandalism report be sent to the Recreation Department with a note stating
that we would appreciate anything they can do to see that in the future the
buildings are locked.
SIGN OUT PARK KEYS
For the members information, Salsbury tol.d the members about a recent incident
where a key was lost and a local resident who signed out the key will probably
be held financially responsible.
PARKING LOT MATHAIRE PARK
Engineering Department furnished the members with proposed area and approximate
cost for a 12 stall parking lot. Motion by Jernall, seconded by Fowler to
present these plans to the City Council at the work session scheduled for Yuesday~
September 17th. All ayes, motion carried.
RESERVATIONS OF PARK BUILDINGS
It was decided to continue the policy of reserving the park buildings to
organizations and individuals without any charge.
1986 BUDGET
The members were given copies of the budget after the City Manager proposals
were added. Salsbury pointed out the major difference was the $30~000 removed
from 15lO (building & improvements). It was requested that Salsbury complete
a list of the proposed items that were to be included in the $30,000 and have
them ready for the work session on September 17th.
ELECTION CHAIRMAN PARK BOARD
Annually each Board or Commission according to City Ordinance is supposed to
elect a Chairman from its members. Bill Hollom was nominated as Chairman by
Fowler. As no other nominations were offered a motion by Fowler, seconded by
Jernall to close nominations. All ayes by acclamation.
REPORTS
Fowler reported that the Recreation Department is in the process of reviewing
applications for the Assistant Recreation Department position.
Murzyn stated that he would like to commend Salsbury & Rozmark on the excellent
job they are doing in the parks, particularly on all the newly painted buildings,
Hollom also stated that it should be brought to the attention of the park crew
that they are doing an extreme, ly good job.
Salsbury informed the Board that a Boy Scout working for his Eagle Award has
volunteered to do some cleaning at LaBelle Pond and also will paint the sculpture
and other items at LaBel le Park.
