Salsbury, Director Public Works/City Engineer Member absent: Rita Petkoff Also present: Sidney Anderson, Vern Rozmark READING OF THE MINUTES Motion by Murzyn, seconded by Fowler that the reading of the minutes from the June 19, 1985 meeting be dispensed with and accepted as written, All ayes, motion carried. PAYMENT OF THE BILLS Motion by Fowler, seconded by Starcevic that the bills be paid out of the proper funds. All ayes, motion carried. LETTERS AND REQUESTS LIQUOR PERMITS Motion by Murzyn, seconded by FoWler that the liquor permit be granted according to the rules and regulations set forth by the Park Board to: Timothy O~.Brien, 43y Portland #16, St. Paul, MN 55102. All ayes, motion carried~ REQUEST HALL/V.F.W. POST #230 Mr. Sidney Anderson from V,F.'W. Post #230 requested the use of the hall for an Award Dinner. Motion by Murzyn, seconded by Fowler to allow the. V,F,W. the use of the hall on Tuesday, August 27th from 4 p.m. on - with the fee being waived. All ayes, motion carried. REQUEST RESERVE HUSET P'ARK/CITY EMPLOYEES Motion by J~rnall, seconded by Fowler to reserve the Jefferson Street Bld9~, Huset Picnic Shelter and Field #5 for the City EmPloyees Annual Picnic on Sunday, September 8th from 12:00 noon until 5:00 p.m. All ayes~ motion carried. REQUEST BEER SULLIVAN PARK/LAND O/LAKES, 1NC. Motion by Murzyn, seconded by Fowler to grant this group permission to have beer in Sullivan Lake Park with the City Council ~permission. Ail ayes, motion carried. CITY OF COLUMBIA. HEIGHTS PARK BOARD MINUTES PAGE 2 REQUEST BANDSHELL HUSET PARK/PEOPLES CHURCH Motion by Jernall, seconded by Fowler to grant Peoples Church permission to use the Bandshelter at Huset Park on Sunday, August 4th for the hours from 6:30 p.m. to 8:15 p.m. with no fee. All ayes, mot'ion carried. REQUEST JEFFERSON BLDG/SINGLES MINISTRY GROUP OF SAINT MATTHEWS LUTHERAN CHURCH Motion by Starcevic, seconded by Jernall granting permission to the Singles Ministry Group the use of the Jefferson Building for a rummage sale on August 24th and 25th with the fee being waived. All ayes, motion carriedJ REQUEST HALL/HIGH SCHOOL FRENCH CLUB/"THE FRENCH CONNECTION" Motion by FoWler, seconded by Starcevic to grant permission to the High School students to hold a dance at the hall on August 22, 1985 with the fee being 'waived. All ayes, motion carried. REQUEST SERVE BEER SULLIVAN LAKE PARK/CHERYL RODRIGUE A letter was read from Mrs. Rodrigue requesting permission to. serve beer at a picnic at Sullivan Lake Park. She stated that the reason for the picnic was to say farewell to her husbands group (Steam Boat Willie Band, a country rock band) which was disbanning. Motion by Jernall, seconded by Fowler to recommend to the City Council the following statement: We are not opposed to granting permission to this group to have beer in the park, but we do discourage any live band music (other than Huset Bandshelter) in any of the parks. It is also requested that the group be informed that they are expected to clean up after their event is through, otherwise they will be charged for labor if the City crews are required to clean the park and facilities. REVIEW 1986 BUDGET Salsbury informed the Board that he would have the budget sheets mailed to the members before the next meeting so they can be prepared to discuss them at the next meeting. STATUS MURZYN HALL On the updated plans the following changes were made in the basement: Change in location of mechanical units Took out 1 bathroom in pre-school area 2 shower stalls in bsm't No decision made on flooring Upstairs: Storeroom in kitchen Mezzanine area may have to considered an alternate .[because of cost) A .final meeting for the Park Board is to be planned before the date set for letting bids. CITY OF COLUM31A HEIGHTS PARK BOARD MINUTES PAGE 3 SUIT AGAI'NST C1TY/JEANETTE MAY The Board memPers reviewed the legal papers pertai:nin9 to a suit against the City, Salsbury will keep the members informed as to the outcome. BENCH/HART LAKE It was suggested that one of the benches from the west Tennis Court at Huset Park be moved to Hart Lake. CLEAN UP OF SHORE LINE SULLIVAN LAKE Land O~Lakes employees have formed a committee to clean up a portion of the park area around Sullivan Lake. The City will provide 1 dump truck and an operator to assist. PARKING LOT MATHA1RE PARK A discussion was held regardin9 the parkin9 situation at Mathaire Park. It was agreed by the members to have the City Engineer explOre the possibility and cost to install a parkin9 lot at Mathaire Park. FENCE/SOUTHWEST PARK A letter from Mrs. Sue Sandber9,at 3752 Main Street requestin9 a section of fence be installed. After a discusssion, the members were in agreement that they did not want to fence in any of the parks, therefore, the request was denied. REQUEST EARLY ENTRANCE JPM/JOYCE SHELLITO -- COL. HGTS. FIREFIGHTER'S AUXILIARY. A letter requesting permission to gain earl'y entrance to set up for a craft show was read. After discussion, motion by Jernall, seconded by Starcevic to continue the policy of no early entrance to the hall (12 noon is the earliest). Therefore, the request was denied. Ayes, Fowler, Jernall, Murzyn. Abstain, Starcevic. REPORTS STAFF Vern Rozmark, new Park Foreman introduced himself to the members, He gave them an update on the status of the parks. All park buildings are in the process of being painted inside and out. Silver Lake Beach is being dragged every other day. Shelter at Sullivan is slowly being demolished by vandalism. RECREATION COMMISSION REPRESENTATIVE Fowler reported the following - Rick Schultz, Assistant Recreation Director has turned in his resignation. First Lutheran Church is planning on opening the former Silver Lake School bldg. this fall. ADJOURNMENT - Motion by Jernall seconded by Murzyn to adjourn. All ayes, motion
