PARK BOARD MEETING

READING OF THE MINUTES
Motion by Jernall, seconded by Murzyn that the reading of the minutes from the
August 15, 1984 meeting be dispensed with and accepted as written ~ All ayes,
motion carried.
PAYMENT OF THE BILLS
Motion by dernall, seconded by Petkoff that the bills be paid out of the proper
funds. All ayes, motion carried.
LIQUOR PERMITS
Motion by Murzyn, seconded by Jernall that the liquor permits be granted
according to the rules and regulations set forth by the Park Board to:

N.E., Mpls., MN; LeRoy Drangeid, 4208 Madison St., Col. Hgts., MN; James &

REQUEST HALL-COLUMBIA HEIGHTS HOCKEY BOARD/ARNIE K. NIEMI
Motion by Starcevic, seconded by Petkoff to reserve the hall for the Columbia
Heights Hockey Board for their annual meeting on Sunday, September 30, 1984
with the fee being waived. All ayes, motion carried.
PRESTEMON BALLFIELD
Hollom read a letter from Mayor Nawrocki requesting that the Park Board review
the plans for the ballfield because of the numerous complaints received from
residents in the area. The letter also requested Mr. Glenn Getty be advised
as to when the baltfield problem would be discussed. DeMars informed the Board
that Mr. Getty could not attend the meeting. Plans prepared by the Engineering
Department were reviewed for reorienting the ballfield. The approximate cost
for this would be $15,000. Jernall made a motion to table the plans until after
the meeting with the City Council and Major Nawrocki. All members were in
agreement.

SKATING RINK OPERATION
DeMars informed the Board that because of the low number of children (8 at the most)
it was a waste of money to have an attendant at the Hilltop Skating. The Park
Department would, however, prepare, ice for skating for the '84 and '85 skating
season. Motion by Jernall, seconded by Murzyn to have the same. rinks open as last
year and to have the same hours as last year. All ayes, motion carried.
CAPITAL OUTLA¥~ AND cAP I TAL IMPROVEMENT
The Capital Outlay and Capital Improvement plans were discussed. Hollom requested
the forms be redone with a different format and be available to the Board members
before Wednesday night meeting with Mayor Nawrocki and the City Council.
JOINT MEETING ~tAYOR, CITY COUNCIL, AND PARK BOARD
Hollom reminded the Board of the joint meeting on Wednesday, September 26, 1984
to discuss the budget.
REQUEST MATHAIRE PARK BUILDING-TRAVELING HOCKEY TEAM/T.J. MC CAULEY
Motion by Jernall, seconded by Murzyn to permit the Traveling Hockey Team the
use of the Mathaire Park Building for a rummage sale on Wednesday, October 3rd;
Thursday, October 4th; Friday, October 5th; and Saturday, October 6th. All ayes
motion carried. '
REQUEST J.P.M. HALL - TOASTMASTERS INTERNATIONAL/JOE DAHLIN
A letter from Joe Dahlin was read requesting the use of the hall on Saturday,
danuary 5, 1985 from 8:00 A.M. to 12:00 noon for a training session. Motion by
Petkoff, seconded by Murzyn to deny the request because the hall in not available
during those hours. All ayes, motion carried.
REPORTS
Petkoff asked DeMars when the boulevard trees are trimmed. DeMars informed the
Board that the trees are trimmed during the winter months and on request (if
possible) from the property owners.
MURZYN HALL
A letter from Vern Watten informing the Board of an additional cost of $30,000
for having a sprinkling system installed, which is being required by the Columbia
Heights Fire Department, if the hall is to be remodeled, was read.
Hollom requested that the cost figures be prepared for operating the addition to
the'hall and be available at the /¢ednesday budget meeting. The Board would like
a decision before the 1st of the year if the plans are to go ahead wi'th the addition
and the remodeling of the hall.

PRESTEMON PARK
A letter from Mr. Robert C. Barnick was read concerning the safety of the wheel-
chair swing at Prestemon Park. DeMars stated that the "Easy Glider" was
disassembled after receiving a letter from Joanne Laney from Home Insurance Co.
stating that the glider could pose a liability for the City. The dedication
ceremony has been postponed until a later date. DeMars informed the Board
that the "East Glider'~ should only have been put in a supervised play agrea and
that the other pieces of playground equipment pose no problem. Ne also stated
that the Miracle Recreation Equipment Co. is a "good companyTM and he felt that
some arrangements will be made.
DeMars said taht the Park Department is now putting in new playground equipment
in Ostrander Park.
The Board requested that the 2nd group of playground equipment be purchased now
so it will be installed next Spring.
RECREATION COMMISSION REPRESENTATIVE
Jernall stated that the Recreation Department has r~quested a certain area be
designated for their department to use as a lunch room.
DEPARTMENT
DeMars stated that he has made plans to retire November 30th and at that time
the restructure of the Public Works organization should be under way.
Petkoff informed the Board that at the '~open mike~' a request was made to reinstate
the Park Patrol. The Council had no interest in adding the Park Police to the
budget at this time.
DeMars informed the Park Board tb~ the Park Buildings are going to be rekeyed.

Motion by Jernall, seconded by Starcevic to adjourn. All ayes, motion carried.
