HomeMy WebLinkAboutAugust 15, 1984CITY OF COLUMBIA HEIGTS PARK BOARD MEETING AUGUST 1984 ROLL CALL Members present: William Hollom, James Fowler, Rita Petkoff, JoAnn Jernal], John Murzyn arrived 7 P.M., Fred Salsbury, Director Public Works/City Engineer Also present: Hitch DeMars, Park & Street Superintendent, Vern Watten, Peter & Pamela Bodley, and Stan Stachel Members present: John Starcevic READING OF THE MINUTES Motion by Petkoff, seconded by dernall that the reading of the minutes from the July 18, t984 meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Fowler, seconded by Petkoff that the bills be paid out of the proper funds. All ayes, motion carried. REQUEST TO REINSTATE THE PARK PATROL Pamela Bodley stated that on July 7th her 10 year old daughter was verbally harassed by 2 teenage girls and on the following Monday a police report was made. Hotlom stated that the Park Patrol might not have prevented this situation, the Board did work very hard to get the Park Patrol and was upset when the economy was such that it had to be discontinued. It was suggested that the Bodley's appear before the City Council as the Park Board's function is purely an advisory one. Some other suggestions mentioned were to start a petition of concerned residents requesting the Park Patrol and/or a volunteer family plan of patroling the parks. Salsbury stated that he woul recalculate the figures for the cost of patroling the Parks and make them available to the Park Board. LIQUOR PERMITS Motion by Jernall, seconded by Fowler that the liquor permits be granted according to the rules and regulations set forth by the Park Board to: Nancy Stasica, 1614 Madison St., Mpls., MN.; Penny Chiodo, 2400 30th Ave. St Anthony, MN.; Dave Rohling, 4053 Quail Ave., Robbinsdale, MN.; Ted Gonsior, 1491 Mississippi St., New Brighton, MN.; Warren twerks, 4419 Main St., Col. Hgts., MN.; Sherri Pedlar, 8457 Regent Ave., N. Brooklyn Park, MN.; Harold Schuller, 6136 Brooklyn Blvd., Brooklyn Center, MN.; Donald French 3969 Tyler St., Col. Hgts., MN. All ayes, motion carried. POST #230/STAN STACHEL Motion by Fowler, seconded by Petkoff to reserve the weekend of July 19th to 21st, 1985 for an M.R.S.F. Sanctioned State Girls Softball Tournament sponsored by the Columbia Heights V.F.W. Post #230, and further.tD~t the reason for the early reservation exception to the Park Board policy is the fact that it is necessary for the V.F.W. to submit a bid for the tournament during the fall of 1984. All ayes, motion carried. REQUEST JPM HALL-ANOKE COUNTY A.R.C. (ASSOCIATION OF RETARDED CITIZENS) Motion by Jernall, seconded by Petkoff to reserve the hall for the Association of Retarded Citizens, Assoc. Craft Show on Sunday, October 21, 1984 with the fee being waived. All ayes, motion carried. CHANGE IN POLICY OF HALL DEPOSIT RETURN Motion by Jernall, seconded by Fowler to change the policy regarding the return of the deposit --As of this date, if the hall is rerented the deposit will be returned tO the original renter. All ayes, motion carried. REQUEST FOR SOFTBALL TOURNAMENT/JAYCEES OLD TIMERS A letter was read from Jeff Krekelberg requesting #4 & #5 for softball tournament. Jernal.1 made a motion to deny the request. Motion died from lack of second. Motion by PEtkoff, seconded by Murzyn to grant the request for a tournament on August 25, 1984 at the organizational rate. Ayes, Petkoff, Murzyn, Fowler, Nay Jernall, motion carried. Jernall wished to indicate her reason for voting nay was because of precident this may set for tournaments after August 1st. REQEUST JPM HALL/CITY EMPLOYEES CHRISTMAS PARTY Motion by Jernall, seconded by Fowler to reserve the Hall for the Annual City Christmas Party on December 14, 1984 with the fee being waived. The security fee will remain intact. All ayes, motion carried. REQUEST JPM PORCH/COLUMBIA HEIGHTS JAYCEES Motion by Murzyn, seconded by Jernall to reserve the porch for the Jaycees on September 18th and 25th with the fee being waived. All ayes, motion carried. REQUEST JPM HALL/COLUMBIA HEIGHTS JAYCEE WOMEN Motion by Jernall, seconded by Fowler to reserve the Hall for the Columbia Heights Jaycee Women on September 11, 1984 with the fee being waived. All ayes, motion carried. REQUEST'JPM HALL/COLUMBIA HEIGHTS FIRE DEPARTMENT PANCAKE BREAKFAST Motion by Fowler, seconded by Petkoff to allow the Columbia Heights Fire Department the use of the Hall on Sunday, October 7, 1984 with the fee being waived, in addition to allow an early entrance at 6 A.M. under the condition they help clean and set up for the event. All ayes, motion carried. CITY OF COLUMBIA HEIGHTS PARK BOARD MINUTES AUGUST 15, 1984 PAGE 3 PRESTEMON BALLFIELD Motion by Jernall, seconded by Petkoff to instruct the Public Works Director/ City Engineer to develop plans and cost estimates to reorient Prestemon BAllfield. All ayes, motion carried. JPH HALL PLANS AND COST ESTIMATE Mr. Watten presented the Board with the new drawings and cost estimates for JPM Hall. After making some minor changes the Board, at the suggestion of Petkoff, elected to have Mr. Salsbury have the City Manager schedule a full meeting with the City Council on Monday, August 20th at 6:30 P.M. It was also suggested that any information regarding funding be obtained before the meeting so it can be presented to the Council. Watten stated that the Hall might have to be closed down for 1 year for remodeling. 1985 BUDGET Hitch DeMars went through the budget with the members pointing out changes made by the City Mana§er before approval by the City Council. Salsbury told the Board members that he would give each member a copy of the 5 year Capital Outlay at the next meeting. NEW BUSINESS MINIMUM RENTAL RATES FOR JPM HALL In order to establish a rate for meetings in the Hall, Salsbury requested assistance from the members. After some discussion the members agreed not to establish an hourly rate, but to leave in effect the charge of $50.00 for the porch and $75.00 for the Halt. REPORTS RECREATION COMMISSION REPRESENTATIVE Nothing to report, next meeting will be next week. DEPARTMENT Beach closed Sunday, no information available on the canteen. The playground equipment is almost in with the exception of a couple small animals. The blacktop ramps and paths at Prestemon will be put in in the fall. Dedication date was set for Sunday, September 23rd at t P.M. for Prestemon Park. ADJOURNMENT Motion by Petkoff, seconded by Jernall to adjourn. All ayes, motion carried.
