Salsbury, Director Public Works/City Engineer Also Present: Hitch DeHars, Park and Street Superintendent, Mike Hall Dave Anderson READING OF THE MINUTES Motion by Jernall, seconded by Petkoff that the reading of the minutes from the March 2], 1984 meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Jernall seconded by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. LIQUOR PERMITS Motion by Petkoff, seconded by Jernalt that the liquor permits be granted according to the rules and regulations set forth by the Park Board to: John M. Liychik, 1160 50th Ave. N.E., Col. Hgts., MN; Robert Larson, 4430 Jefferson St., Cot. Hgts., MN.: Patrick Todd, 2312 St. Anthony Pkwy., Mpls. MN.; Forrest Sarte]l, 5720 East River Rd. #213, Fridtey, MN.; Audrey Swansen, 2300 55th Ave., Brooklyn Center, MN.; Lori Norman, 1620 Hillview Road, New Brighton, MN.; Annemarie Pearson, 4209 Quincy St. N.E., Co]. Hgts., MN.; Laura Dully, 2220 Forest Drive, Col. Hgts., MN. All ayes, motion carried. REQUEST FOR SOFTBALL TOURNAMENT/GLYNNXS ELECTRIC = DAVE ANDERSON Motion by Petkoff, seconded by Jernall to grant permission to Glynn's Electric to hold a softball tournament on July 28th and 29th using Huset #2, #3, #4, and #5. The permission is given with the understanding that the Park Board's regulations concerning tournament play will be strictly adhered to. All ayes, motion carried. REQUEST FOR SOFTBALL TOURNAMENT/N.E. & N. COMMUNITY Y.M.C.A. - MIKE HALL Mike Hall attended the Park Board meeting and stated that the Insurance forms would be mailed to the Park Board by the end of the week. Motion by Fowler, seconded by Jerna]l to allow the Y.M.C.A. the use of Huset #2, #3, #4, #5, Prestemon, and Keyes at the organizational rate for May 19th and 20th. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 18, 1984 PAGE II REQUEST FOR SOFTBALL TOURNAMENT/DAVE'S BAR - DICK ANDERSON Motion by Jernall, seconded by Fowler to allow Dave's Bar to hold a softball tournament on July 14th and 15th at Huset #4, #5, and Prestemon,.with the understanding that the Park Board's regulations concerning tournament play will be strictly adhered to. All ayes, motion carried. REQUEST FOR JOHN P. MURZYN HALL - OLD TIMER'S Motion by JernaIl., seconded by Starcevic to allow the 01d Timer's to hold a meeting at the Hall on Sunday, April 29, 1984 with the fee being waived. All ayes, motion carried. REQUEST FOR RETURN OF DOWN PAYMENT/ JAN ROEHLKE A letter from Betty Larson requesting the return of a $50.00 downpayment that was made by Jan Roehlke.. Salsbury stated that he had checked with the City Attorney and the Park Board was in "good shape" with regard to keeping the downpyament, and that he (Salsbury) recommended that we not return the $50.00 Motion by Jernall, seconded by Fowler that we reconfirm our position and not return the downpayment. All ayes, motion carried. REQUEST FOR FEE WAIVED BOOSTER SOFTBALL TOURNAMENT After much discussion a motion by Jernall to deny the request for the fee waived tournament, seconded by Petkoff, Ayes, Jernall, Petkoff, Starcevic. Nay, Murzyn Fowler. Motion carried. ARCHITECT FOR JOHN P. MURZYN HALL Salsbury gave the Board a brochure to examine regarding the architectural firm of Patch Erickson Madsen and Watten, Inc. Hollom requested information as to what kind of useage should be made of the Hall. 1) Separate bar area that can be used as additional meeting rooms. 2) Senior Citizens facilities (Craftrooms) 3) Pre-School 4) Yourth drop-in facility 5) Maintenance room (storage, janitor room) 6) Arch wall to porch and remove trophy case. The Board agreed to meet on the 7th of May with the Architects and the Council. Salsbury stated that he would arrange the meeting. NEW BUSINESS REQUEST FOR CONCESSIONS AT THE BEACH John Tiggas informed the Board that there have been several requests for a concession stand at Silver Lake Beach. Salsbury stated that financially it was a losing business because of the high electric bills due to the freezers and other expenses. The Board agreed to leeting the Recreation run the concession, however, they would be responsible for any and all bills incurred. The Park Board would do any necessary cleaning of the building before the season started. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 18, 1984 PAGE 111 WADING POOL HOURS The Park Board suggested that if the weather does get warm that if possible the wading pools should be opened the 1st of June. However, this is at Mitch DeMars discretion. Additional requests received after the agenda was sent out were now read. REQUEST FOR SOFTBALL FIELD/N.E. BEER LEAGUE-KEVIN LA MERE A letter from Kevin LaMere was read by Hollom requesting a ballfield at Gauvitte Park from May 1st through August 26th. Motion by Jernal], seconded by Fowler to deny the request because we do not a11ow beer in Gauvitte Park. All ayes, motion carried. REQUEST HUSET PARK BLDG/COLUMBIA HEIGHTS BOOSTERS-DICK LAWRENCE A letter from Dick Lawrence requesting the Block Bldg. and possibly the concession stand on f~eld #3 at Huset Park for a 4th of July Celebration. Hotion by Petkoff, seconded by Fowler to allow the use of the buildings with any fees being waived. All ayes, motion carried. REQUEST FOR J.P. MURZYN HALL/COLUMBIA HEIGHTS GIRL SCOUTS A letter from Sandy Lindman requesting the Hall on Saturday, February 2, 1985 for a Father/Daughter Square Dance. Motion by Jerna]l, seconded by Starcevic to allow the Girl Scout's the use of the Hall on February 2, 1985 with the fee being waived. All ayes, motion carried. A discussion was held wondering if it was possible tO hold this dance on either a night or Sunday afternoon. Salsbury stated that he would check-into the matter. Hollom stated that if we could not change the date the Hall would still be available to the group. REQEUST FOR HUSET PARK/ COLUMBIA HEIGHTS LIONS CLUB A letter from Robert Peltier, President of the Columbia Height's Lions Club was read requesting Huset Park and Warming House for the Annual Jamboree, June lgth thru the 24th. Motion by Starcevic, seconded by Murzyn to allow the Lion's Club the use of Huset Park and Jefferson Bldg. for the Jamboree. All ayes motion carried. ' REQUEST FOR HUSET #3/NORTHWESTERN ELECTRONICS INSTITUTE A letter from Bob Soukup, Student Council from N.E.I. was read requesting the use of a softball field from approximately May through the fall. Mitch DeMars stated that he had talked to Mr. Soukup regarding the fields and offered Huset #4 to them for Thursday from 3 P.M. to 5:30 P.M. Salsbury stated that he would like to receive a letter from the President OF NEI requesting the softball field. Petkoff stated that a letter responding to the request should also includ a policy regarding the rules and regulations concerning softball. Motion by Fowler, seconded by Starcevic that we allow N.E.I. the use of Huset #4 pending working it out with DeMars. All ayes, motion carried. The Park Board also stated that they are not willing to begin reserving tennis courts at this time. CQLUMBIA HEIGHTS PARK BOARD MEETING APRIL 18, 1984 PAGE'IV DEPARTMENT REPORTS SILVER LAKE BEACN SIGNS Salsbury stated that the signs are made and will be up in 1 month, There will be fourteen signs put up in the area. SPEAKER SYSTEM AT J.P. MURZYN HALL Mr Dave Arneson of Northwestern Electronics Institute has informed Salsbury that the speakers are available for our use. Salsbury stated that one of the first rainy days the Park Dept. would install them. PLAYGROUND EQUIPMENT It was suggested that when the handicapped equipment was installed we should have a "ribbon cutting" and also coverage by either or both Sun Newspaper and Cable-. Petkoff also suggested that the equipment in Group 2 for Silver Lake Beach be moved into Group i and purchased sooner. Salsbury stated that would be no problem and would see that it was purchased'with the first group. PARK PLANNER Salsbury reported that he has not received a reply, from the University regarding a Park Planner. REPRESENTATI'VE'TO THE RECREATION AND COMMUNITY EDUCATION COMMISSION Jernall stated that she had nothing to report. ADJOURNMENT Motion by'Starcevic, seconded by Jernall to adjourn.
