Salsbury, Director Of Public Works/g~ty Engineer Also present: Hitch DeMars, Park and Street Superintendent, Dan Smith, Georgianna Haller READING OF THE MINUTES Motion by Petkoff, seconded by Starcevic that the reading of the minutes from the February 15, 1984 meeting be dispensed with and accepted as written. All ayes, motion carried. Motion by Murzyn, seconded by Jernali that the reading of the minutes from the February 29, 1984 meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Jernall, seconded by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. LIQUOR PERMITS Motion by Jernall, seconded by Fowler that the liquor permits be granted according to the rules and re0utations set forth by the Park Board to: Leonetta Rence, 7628 Bri§adoo~ Place, Frid]ey, MN.; David M. ' ' REQUEST FOR SOFTBALL TOURNAMENT - OASIS BAR-OR-DISC & DOO/JAMES JOHN DOOHER Dan Smith (representing James John Dooher) requested a delay because they were unable to complete the insurance requirement. A motion by Jernal] to allow the tournament on June 30th and July 1, 1984 provided they send in the insurance and down payment of $150.00 by April Il, 1984, Tf not the date will be dropped. The permission is given with the understanding that the Park Board's regulations concerning tournament play wilt be strictly adhered to. The motion was seconded by Petkoff. Ayes, Fowler, Petkoff, Jerna]l Nay, Starcevic Murzyn Motion carried. ' ' · POLICY FOR SOFTBALL TOURNAMENT A short discuss]on was held regarding what groups should be allowed to use the ballfietds. It was decided that at the May meeting the Policy regarding teams and organizations or business's outside of Columbia Heights wil] be discussed, COLUMBIA~HEIGHTS PARK BOARD MEETING MA~C~ 21 ~ 1S~84 PAGE II REQUEST FOR SOFTBALL TOURNAMENT - COLUMBIA HEIGHTS HIGH SCHOOL HOCKEY BACKERS Georgianna Haller attended the meeting bringing the necessary insurance papers Motion by Jernall, seconded by Starcevic to grant permission to the Hockey Backers to hold a tournament on June 2nd and 3rd using Huset #2, #3, #4, #5, Keyes and Prestemon fields at the Organizational rate. All ayes, motion carried. REQUEST FOR SOFTBALL TOURNAMENT - COLUMBIA HEIGHTS BOOSTERS Motion by Fowler, seconded by Jernall to allow the Boosters to sPonsor a tournament on June 8th, 9th, and 10th, 1984 using Huset Field #3, #4, #5, and Prestemon Field at the Organizational rate. All ayes, motion 'carried. REQUEST TO RESERVE J.~ ~URZYN HALL - COLUMBIA HEIGHTS HOCKEY ASSOCIATION Motion by Petkoff, seconded by Starcevic to reserve the Hall for their Annual Dance Night on January 18, 1985 from 8:00 P.M. until 12:00 P.M. The security fee remains intact. All ayes, motion carried. REQUEST JOHN P. MURZYN HALL ; COLUMBIA HEIGHTS JAYCEE WOMEN/BABY PHOTO CONTEST Motion by Jernall, seconded by Murzyn to allow the Jaycee Women to reserve Murzyn Hall on Monday, April 2nd, 1984 from 5 P,M. to completion for the Baby Photo Contest, with fee waived. All ayes, motion carried. REQUEST FOR SOFTBALL LEAGUE - BURLINGTON NORTHERN RAILROAD Motion by Jernall, seconded by Starcevic to allow the use of Gauvitte Park for softball league on Thursday evenings provided they observe any and ail regulations established now or in the future by the Park Board, that they will police the area after each use and that if the Columbia Heights Recreational program should need the field, the group will make other arrangements. All ayes, motion carried. REQUEST FOR JOHN P. MURZYN HALL - FRIENDS OF THE LIBRARy. Motion by Petkoff, seconded by Starcevic to allow the Columbia Heights Friends of the Library the use of John P. tturzyn Hall on September 13, 1984 for their annual fund raising luncheon with the fee being waived. The group will be allowed access to the Hall at 8:00 A.M. providing there isn't a significant event the night before. All ayes, motion carried. REQUEST FOR HUSET PARK - HONEYWELL Motion by Fowler, seconded by Jernall to allow Honeywell, Inc. the use of Huset Park on June 5th or 6th for their Annual Employees Picnic from 3PM to 8:00 P.M. In addition Huset field #3 will be reserved for their use on either night because Field #2 has been reserved. All ayes, motion carried. REQUEST PRESTEMON, KEYES AND MC KENNA SOFTBALL FIELDS - COL. HGTS, PUBLIC SCHOOLS Motion by Starcevic, seconded by Jernall to allow the Columbia Heights School District to use Prestemon, Keyes and McKenna Parks fields for the 1984 Spring §ports season. The motion is qualified by the stipulation that we may have to limit their time or which field may be used. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING MARCH 2], PAGE OLD BUSINESS SILVER LAKE BEACH AREA AND BOAT LANDING Motion by Starcevic, seconded by Jernail to establish the time that no one is allowed in the Parks from 10 P.M. to 6 A.M. All ayes, motion carried. COLUMBIA SCHOOL HOCKEY LIGHTS Motion by Petkoff, seconded by Jernai] to place the lights at Mathaire Park and if the hockey program declines they may be used for vo]ieybal] court. Ali ayes, motion carried, It was also suggested that when they are installed to check into separate wiring so that they ali are not on the,':same timer PARK PLANNING ' It was decided to table this item until the next meeting so that Saisbury can check with the University to see if someone ~s available to do the work. The employee could be paid from part-time salary. ARCHITECT FOR MURZYN HALL Salsbury informed the Board on the two proposals he received from the Architec firms Arvid Einess Architects, Inc. and TKDA Toitz, King, Duva]] Anderson and Associates, lnc. Motion by Fowler, seconded by Jerna]] to select Arvid Elness in accordance with their proposal of $8,300.00 NEW BUSINESS r~ JOHN P. NURZYN HALL RENTAL POLICY A review of the Rental Po]icy for John P. Murzyn Ha]] was made regarding return of deposit fn case of a cancellation -. The Board stated that unless the Halt was rerented we wouid not return the deposit. If the Hall was subsequently rented to an Organization (fee waived) we would not return the deposit. The time of access to the Hall should rema,~n the same, however should a request for an earlier time come in the Board would weight each reques~ individually. The number of times an Organization may have the Hail with the fee waived should remain at two per year and the weekend should mean Friday and Saturday. DEPARTMENT REPORTS Ho]lorn read the letter from Peggy M, Heaver coordinator for the Anoka County Supplemental Feeding Program for Women, Infants, and Children (WIC) along with a verification Voucher The 2nd Monday morning of each month has been reserved for the Well Baby Chi]~ Clinic for which we are being paid $45.00 each month. Saisbury stated that he has received two checks in reponse to the letters sent out to Organizations asking if they would ' , to handicapped children. DeMars also stated that a request to the City Council was made to purchase a new cab, chassis and plumbing fo~ the Water Wagon, The plans are to use the existing stainless steel tank. We are presently taking applications for temporary summer help. DeMars said he plans on hiring about 16 personnel to work in the Parks. He stated that he is checking with the Schools to get a report on the potential apPlicants. The Recreation Department has requested the Park Department to line the soft- ball fields.' Salsbury stated that they would be lined once a day in the afternoon. Salsbury reported that two computers are being purchased for Public Works and the Engineering Department. DeMars showed the Park Board drawings~of Huset and Prestemon Park along with books on playground equipment. The attached Sheet shows the equipment to be purchased, approximate cost, and the Parks to which each piece of equipment is to.be put. $35,000 has been budgeted for this purchase. Salsbury stated that at the next meeting we would have new shades put in the po'rch at John P. Murzyn Hall. Salsbury asked whether or not we should submit a Grant request to Lawcon and LCMR for matching grants to finish the improvements at Huset Park, The Park Board indicated he should do so. Hollom read a letter from Ms. Joan F. Andrews requesting additonal time for the Minnesota Citizens Concerned for Life rummage sale, Motion by Jernall, seconded by Fowler to grant them~the use of the Jefferson Street Warming House on May 7th a~d Tuesday May 8th. The additional time for'1985~was a~so approved. All ayes, motion carried. A letter from Mike Schwartz, Athletic Director from Immaculate Conception School was read requesting the use of Huset Field #1 and #4 from April 2, 1984 through the end of May'on weekdays oniy from 3:15 P.M. to be completed by 5:30 P.M. Motion by Jernall, seconded by Murzyn to allow Immaculate Conception SchoOls the use of Huset #1 and #4 in accordance with their request with the stipulation that should the City Recreation League need the field the School will have to make other arrangements. All ayes, motion carried. REPRESENTATIVE TO THE RECREATION AND COMMUNITY EDUCATION COMMISSION Noth'ing to report. ADJOURNMENT Motion by Jernall, seconded by Starcevic to adjourn.
