READING OF THE MINUTES
Hotion by Fowler, seconded by Murzyn that the reading of the minutes from the
January 18, 19814 meeting be dispensed with and accepted as written. All ayes,
motion carried.
PAYMENT OF THE BILLS

With representative present, requests for use of John P. Murzyn Hall and softball
fields were now presented to the Board.
REQUEST FOR SOFTBALL FIELDS - WOMEN'S FASTPITCH SOFTBALL TEAM
Motion by Starcevic, seconded by Fowler to grant the Women's Fastpitch Softball
Team, sponsored by Dave's Bar the use of Field #3 at Huset Par.k on their league
scheduled games in Columbia Heights on Friday nights from 6:30 p.m. and 8:00 p.m.
during June and July. The motion is qualified by the stipulation that should a
tournament or the City Recreation League need the field, the team will make other
arrangements. All ayes, motion carried. It was also noted that a request shouid
be made to the team that we would appreciate it Tf they would turn off the lights
as soon as possible after the games.

REQUEST FOR CLINIC BY MINNESOTA T~IINS FROM RECREATION DEPARTMENT
Motion by Petkoff, seconded by Murzyn to allow the Recreation Department the
use of Huset Park Field #1 for a Minnesota Twins Baseball Clinic on Friday,
June 1st, 1984 from 5:00 p.m. until 6:00 p.m. All ayes, motion carried.
REQUEST FOR SOFTBALL TOURNAMENT - BOB VERBRUGGE/DICK'S PLAC__~E
Motion by Petkoff, seconded by Murzyn to grant permission to Dick's Place
softball team to hold a tournament on May 5th and ~th, 1984 using Huset Field
#4 and #5 and Prestemon Park Field. The permission is given with the understanding
that the Park Board's regulations concerning tournament play will be strictly
adhered to. All ayes, motion carried.
REQUEST FOR SOFTBALL FIELD - TEEN GIRLS FAST PITCH LEAGU____~E
Motion by Starcevic, seconded by Fowler to allow the use of Field #5 at Huset
Park and (2) fields at Keyes Park for a'Girls Fast Pitch Softball League on
Friday nights from 6:30 p.m. to 10:00 p.m. (sponsored by Stan St~hel) from
May 25th through July 1984. The motion is qualified by the stipulation that
should a tournament or the City Recreation League need the field, the team will
make other arrangements. All ayes, motion carried.
REQUEST FOR SOFTBALL FIELDS - N.E.y.M.C.A.
Motion by Fowler, seconded by Starcevic to grant the Northeast Branch of the
Y.M.C.A. the use .of Prestemon and Gauvitte Park ballfields on Friday evenings
for their church league. All ayes. The motion is qualified by the stipulation
that should a tournament or the City Recreation League need the field, the team
will make other arrangements. Motion carried.
REQUEST__FOR SOFTBALL TOURNAMENT - COLUMBIA HEIGHTS V.F.W. POST #230
Motion by Petkoff, seconded by Murzyn to allow V.F.W. Post #230 to sponsor a
tournament on June 16th and 17th using Huset Park Field #3, #4, and #5,
Prestemon Park Field, and Keyes Park Field and the buildings at the Organizational
rate. All ayes, motion carried.
Mr. Stanley Stachel stated that he was a member of the committee working on
the drop-in center at Murzyn Hall. He thanked the Board.on behalf of the
Boosters for their help. Hollom stated that the Park Board would like a
progress report on how things are going, both positive and negative.
REQUEST FOR HALL - JAYCEE WOMEN
Motion by Starcevic, seconded by Murzyn to allow the Columbia Heights Jaycee
Women the use of the porch area on February 22nd and 29th with the fee being
waived. All ayes, motion carried.

REQUEST FOR HALL - COLUMBIA HEIGHTS F1REFIGHTER'S LADLES AUXILIARY
Motion by Petkoff, seconded by Murzyn to allow the Coiumbia Heights Firefighter s
Ladies Auxiliary the use of the Hall on Sunday, December 2, 1984 from noon to
6:00 P.M. with fees waived. Alt ayes, motion carried.
REQUEST FOR USE OF HALL - VFW POST #230
Motion by Petkoff, seconded by Fowler to atlow the VFW #230 the use of the
hall on May 17, 1984, December 8, 1984, May 3, 1985, and December 8, 1985 with
the fee waived except for the security guard fee. Al7 ayes, motion carried.
It was also suggested taht we' inform them of the Park Board's guidelines
of only (2) fee waived week-end rentals per year.
REQUEST FOR SOFTBALL TOURNAMENT - COLUMBIA HEIGHTS HOCKEY ASSOCIATION
A request from Donald Haller was read requesting softball fields for a
tournament to assist the Columbia Heights A Bantam Traveling Hockey Team.
As they did not have the necessary requirements in, Petkoff made a motion,
seconded by Fowler to hold the dates June 9th and 10th open until the next
meeting. All ayes, motion carried.
REQUEST GAUVITTE PARK - JAYCEES
Motion by Petkoff, seconded by Murzyn to altow the Columbia Heights Jaycees
the use of Gauvitte Park ballfield during the season on Wednesdays between
6 P.M. and 9 P.M. Ali ayes, motion carried.
REQUEST FOR MC KENNA PARK - JAYCEES
A letter was read from Patrick Cunningham requesting McKenna Park for a snow
social Sunday, March 4, 1984. Motion by Starcevic, seconded by Fowler
giving the Jaycees permission to use McKenna Park and Building. All ayes,
motion carried. The request for beer has to be made to the City Council.
REQUEST FOR HALL COLUMBIA HEIGHTS ATHLETIC BOOSTERS
A letter was read from Paul Bona requesting the use of John P. Murzyn Hail
for February 26, 1984, from 1:30 P.M. to 5:30 P.M. A mo.tion by Starcevic,
seconded by Fowler that we-grant this group permission to use the hall with
the fee waived providing that we receive authorization from the Chief
executive officer. All ayes, motion carried.
REQUEST FOR JACKSON WARMING HOUSE AND J:p. MURZYN HALL - M.C.C.L.
A letter from Ms. Joan Andrews was read requesting Jackson Warming House on
Wednesday, May 9th; Thursday, May lOth; and Friday, May llth. Also she
requested J.P. Murzyn Ha]] on the 2nd or 3rd week of May in ]985. Mot]on by
Murzyn, seconded by Petkoff that we grant the request with the stipulation
that this is a non-political organization. All ayes, motion carried.

REQUEST FOR J.P. MURZYN HALL - COLUMBIA HEIGHTS COMMUNITY CREDIT UNION
After some discussion a motion by Petkoff, seconded by Fowler to allow the
Columbia Heights Community Credit Union the use of the Hall on March 19, 1985
from 6:30 P.M. to 10 P.M. with a half rate charge of $137.50. All ayes, motion
carried.
OLD BUSINESS
ARCHITECT FOR MURZYN HALL REPAIRS
The Board stated that t'hey would like a nice meeting room and bar addition to
the porch. They also woul.d like the lower level to have hobby rooms with a
information gave Salsbury the go ahead to draft a R.F.P.

PARK PLANNER
Salsbury stated that he has a meeting with Mr. George Swanson of Brauer and
Associates on Friday, February 17th.
ORDINANCE CLOSING SILVER LAKE PARK AREAS
A draft of the ordinance was read by Hollom. After much discussion the Park
Board made the following decision: Motion by Petkoff, seconded by Fowler to
recommend to the City Council that the ordinance be changed to include only the
Silver Lake Beach Area, which includes the Boat Landing. All ayes, motion carried.
NEW BUSINESS
A letter from Mrs. ARlie Neimi was read aloud by Hollom requesting the use of the
Hall at 10:00 A.M. on June 30, 1984. De,tars stated that he would have to start
his crew (2) hours earlier. Murzyn made a motion to deny the request. The
motion died for lack of a second. Petkoff made a motion to allow Mrs. Neimi the
use of the Hall at 10:00 .AM. on June 30, 1984, seconded by Starcevic. Ayes,
Fowler,Petkoff, and Starcevic. Nay, Murzyn. Motion carried.
REVIEW CONCERNING PRIORITIES ON USE OF PARK FACILITIES
Salsbury requested a review regarding who has priority with regard to the
fields and the Hall. The Board stated that the field priority was as~follows: 1st priority is Recreation Department
2nd priority is Columbia Heights Team Tournaments until February 15th
3rd priority is Outside Columbia Heights Tournament Teams.
4th priority is teams requesting scheduled games or activities approved by Board.
5th priority is scheduled practice permits.
The Hall priority is:
1st come 1st serve.
PLAYGROUND EQUIPMENT
Salsbury distributed literature from (3) companies specializing in playground
equipment. The Board requested equipment geared to the younger child.
COLUMBIA HEIGHTS PARK BOARD MEETING

The theme requested in each Park is as follows:
Ostrander - Disney theme
Huset - Space and Western theme
Gauvitte - Wooden structure and some different theme
It was also requested that we look into equipment for the handicapped child.
Sa]sbury stated that he would check with the School District regarding the age
9roups in different locations of the City and report back at the next meeting.
DEPARTMENT REPORTS
DeMars reported taht the City plans on employing about 16 summer personnel to
help with the Parks. It was also reported that Michael O'Reilly is now a
licensed pesticide applicator.
