MURZYN HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS Gary Peterson exp!ained that the Ron Wojack Award was given to individuais or firms that promote Heights Athletics, Hot]on was by Jerneh, l, seconded by Petkoff to atlow the Boosters the use of hall on Wednesday, danuary 11, 1984 for the Ron Wojack Award Banquet with the fee bean9 waived. Peterson stated that there would be no liquor. All ayes, motion carried. Salsbury exp!ained to the Boosters the Park 3oard's 9uidelii~es regarding the (2) fee waived weekends per year for e~.cb civic organization. Naegeie said the Boosters were exploring the possibi]iEy of a drop.-in center for troubled youths and was wondering ]f the basement of could be used for such events. Jerna11 staEed that we could not commit ourselves but we could explore such a request. Naege]e stated that they appreciate the Board's consideration. OLD BUSINESS SILVER LAKE BEACH AREA A.~ID BOAT LA~lDi?!fJ Salsbury told the Board that out of the 56 residents that were surveyed, 41 responses were received, and of these 35 would like the beach and landing closed between the hours of 10 p.m. and 7 a,m,, 4 would not and 2 were non-committed. Motion made by Jernal}, seconded by PetkoFf that the Board recommend to the City Council that the Silver Lake Beach Park and Boat Landin] areas be closed to the general public from t0 p.m. to 7:00 a.m. All ayes, motion carried, COLUMBIA HEIGHTS PARK 'BOARD MEETING DECEMBER 21, 1983 PLACE SETTING CHARGE AT MURZYN'HAEL Petkoff suggested that we keep a. list of the caters for the next year that use JPM Hall and then by checking with the cleaning people the next day we will know which caters are not doing .a good job. It was also .suggested that we include the name of the caters on the form and renters sign. The purpose Of the study would be the possibility of preparing a list of acceptable caters that may do a better job of cleaning and keeping tract of City owned place settings and other property. SALES OF LIQUOR AT JPM HALL Salsbury suggested that we handle the problem administratively and not have any board action. Salsbury stated that according to Kal ina (City Attorney) they (Jaycees) can sell matt liquor (3.2 beer). It is possible to accept funds for liquor and beer as .long as it is a donation. If anyone wishes to have a drink without donating the organization must allow them to. Salsbury also stated that the insurance We request actually protects the person who rents the hall because if the City should be sued, more than' likely our insurance company Will 'sue renter for our part in any settlement. Salsbury again explained that the request for JPM Hall by'Jaycees in March was not for a political fund raiser, which is against Park Board Policy, but was for 'a Jaycees fund raiser. As a consequence, the motion to waive fees stands. NEW BUS INESS Starcevic requested that we number the literature that accompanies the agenda. Salsbury stated that we could number the back up material the same way the City Manager does for the City Council, and will do so in the future. REQUEST FOR USE OF JPM HAEL/COLUMBIA HiEIGHTS GIRL SCOUTS Motion by Jernall, seconded by Starcevic to al'low the Columbia Heights Girl Scouts the us~ df JPM Hall on Saturday, February 4, 1984 for a Father and Daughter Square, Dance with the fee waived.. All ayes, mOtion carried. REQUEST FOR USE OF J'PM HALL/COLUMBIA HEIGHTS HOCKEY ASsoCIATION Motion by Jer'nall, seconded'by Fowler to a11ow the Hockey Association the use of J.P. Murzyn Hall on Friday, January 20, 1984 for the Annual Hockey Social with rental fees being waived, Security guard fee will remain ?ntact for this event. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 21, 1983 PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION Nothing to report, but Jernall and Petkoff would like to know if there are any grants available to fix Murzyn Hall. Salsbury stated that he mentioned to the City Manager that he bring before the City Council the possibility of using some of the Community Development Block Grants. In addition, there are some Federal and State grants each year for Park and Recreational facilities, an~example would be the ones used for Sullivan Lake Park, Salsbury stated that 2 of the basic requirements for these g~nts are (1) it be in the comprehensive plan and (2) open to the general public. We could meet both of these requirements. The grants are submitted in the summer months for the following year. DEPARTMENT REPORT t) Salsbury stated that the plans are to open the skating rinks on Friday, December 23rd, weather permitting, Vern Rozmark has agreed to working week-ends and have Monday and Tuesday off to supervise the part-time crews. Jernall suggested that a'thank you be sent to Rozmark for his help. 2) Salsbury stated that he would like to bring to the next Park Board meeting park plans in order to begin developing long range plans and items for the Capital Improvement Program, for example: a. Improvement to bldgs. b. Playground equipment c. Landscaping d. Park "theme" 3) It was brought up that Wayne Fisher's Protective Agency is no longer licensed to do business as is required by state statue. Hotlom suggested that we send a letter to Police Chief Stu Anderson formally offering the security job to the Columbia Heights Police Reserve, It was~also suggested that we request a written reply. Salsbury noted that he can get emergency help until a permanent solution is found. ADJOURNMENT Motion by Fowler, seconded by jernal] to adjourn, All ayes, motion carried.
