Satsbury, Director of Public Works/City Engineer Members Absent: William Hollom, James Fowler Also Present: Mitch DeMars, Street & Park Superintendent, Cheryl Harry and Jonna Frauly of Hilltop Park area READING OF THE MINUTES Motion by Petkoff, seconded by Murzyn that the reading of the minutes from the August 17, 1983, meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Murzyn, seconded by Petkoff that the bills be paid out of the proper funds. All ayes, motion carried. With representatives present, the subject of reopening Hilltop Park for skating was now discussed. PETITION TO REOPEN HILLTOP SKATING RINK Two representatives were present from the neighborhood of Hilltop Park, and they were questioning why the park's skating facilities were not open anymore. They informed the Board that the number of neighborhood children has increased and they feel that it warrants opening the rink again. They submitted a petition to the Board that has 65 signatures on it, all but one from the residents of the neighborhood. They also stated that there was a 16-year old boy in the neighborhood that would volunteer his time to watch the warminghouse if need be. Salsbury explained to the ladies that in 1981, when the State began running into financial troubles, they requested that the municipalities cut into their budgets where they could in order to help with State Aid difficulties. In order to he]p, one year ago there was a Public Hearing called to discuss the future of the rinks and warminghouses. At this time, all costs to operate and comparisons of attendance at each rink was gathered to try to decide which (if any) of the skating rinks would have to be closed. After much discussion by the group, it was set in the meeting minutes, that if in fact a rink or two would have to be closed, that ir/they should be chosen from Hilltop, LaBelle and Prestemon. Therefore, in order to obtain the $7,000 worth of funds needed to maintain the Park budget, two rinks were closed, those being Hilltop and Prestemon. COLUMBIA HEIGHTS PARK BOARD MEETING SEPTEHBER 21, 1983 PETITION TO REOPEN HILLTOP SKATING RINK (CONT.) Those present stated that they didn't even care if the warminghouse wasn't opened; they simply wanted an ice surface this year for the children to skate on. Motion by Petkoff, seconded by Murzyn to look at the budget to see if there is money enough to flood the rink without having the warminghouse open and to report back at the October meeting. All ayes, motion carried. It was mentioned to the Board that if the rink were opened on this basis, it would have to be watched to see if the attendance was as good as stated it would be. Without an attendant, the figures will be very sketchy at best. OLD BUSINESS None to report. NEW BUSINESS LEASING AND INSURANCE REQUIREMENTS FOR MURZYN HALL Salsbury spoke with the City Attorney regarding the need for an actual lease. The Attorney stated that as long as the prospective renters were given a policy for rental that they were making a verbal agree- ment with the City. It was suggested by the Insurance Commission, that the policy should include a statement that the renting party is financially responsible should any accidents or damage occur at their function. In addition, it should be noted that organizations fall under this same rule and, as a consequence, supply the City with insurance coverage in case of an accident or damage at one of their functions. At this point in the meeting, letters from Mayor Nawrocki to A1 Naegele of the Sportsmens Club, and Randy Brown of the Jaycees were acknowledged. Letters were thanking the Sportsmens Club for their donation of the park bench installed at the top of the hill at Huset Park, and to the Jaycees thanking them for the donation of the two stainless steel work tables'installed in the kitchen of John P. Murzyn Hall. A copy of a letter to Mr. Jim Strectker of Land O' Lakes was also read to the Board. This letter, from Mr. Salsbury, was in regard to the condition of the grass at Sullivan Lake Park. Salsbury COLUMBIA HEIGHTS PARK BOARD MEETING SEPTEMBER 21, 1983 stated the City's disappointment with its condition and requested a written reply regarding what action is 9oin9 to be taken to correct the situation. Salsbury stated he will follow up on this should he not hear or receive anything from Mr. Strectker within the next 7 - 10 days. He will also keep the Park Board posted on any and all happenings. DeMars brought up to the Board a problem concerning the loss of dishes and silverware at the ha]]. He stated that other halls have initiated a policy where the caterer is charged with a damage deposit when using the hall's supplies (i.e. 10¢ for each plate they will be serving). The Board suggested that a statement be drawn up for them to take action on and include in the rental policy for some sort of charge. The policy regarding the organizational rentals an~ fee waived pro- cedure was discussed at this time. It was agreed upon by the Board that a list be kep+~on each group's rentals (i.e., fees or waived, days and dates used, etc.). If there appears to be a problem developing over the number of fee waived events to any one organization, the Board may want to take some action at that time. LETTERS & REQUESTS LIQUOR PERMITS Motion by Petkoff, seconded by Murzyn that the liquor permits be granted, according to the rules and regulations set forth by the Park Board to: Nancy Bornetun, 4433 - 2nd Street N.E., Columbia Heights; Betty Wilson, 6027 Girard Avenue North, Minneapolis; Alan Jackson, 4313 McLeod Street N.E., Columbia Heights; Joe Rare1, 442~ Madison Street N.E., Columbia Heights. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS HOCKEY BACKERS Motion by Murzyn, seconded by Starcevic to allow the Columbia Heights Hockey Backers the use of d.P. Murzyn Ha]] on Friday, March 16, 1984, for a social with rental fees being waived. Security guard fees will remain intact for this event. All ayes, motion carried. REQUEST FOR USE OF dPM HALL - COLUMBIA HEIGHTS V.F.W. POST #230 Motion by Petkoff, seconded by Murzyn to allow the V.F.W. Womens' Auxiliary use of the hall on December 9, 1984, for a children's Christmas party with fees being waived. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING SEPTEMBER 21, 1983 REQUEST FOR USE OF JPM HALL - EMOTIONS ANONYMOUS Motion by Petkoff, seconded by Murzyn to deny this request due to the fact that the Recreation Department has not scheduled their programs for the winter months, and normally do have events scheduled during this time period. Also, due to the fact that we already have some events scheduled in various rooms during this time slot during the upcoming year. All ayes, motion carried. REQUEST FOR USE OF FIELD - IMMACULATE CONCEPTION SOCCER TEAM Motion by Starcevic, seconded by Petkoff to allow Immaculate Conception School soccer team the use of Huset field #3 for practices from 3:15 pm to 5:00 pn, Tuesdays through Fridays. All ayes, motion carried. REQUEST TO USE FIELD - NORWEST BANK Motion by Murzyn, seconded by Petkoff to deny this request due to the fact that the Park Department does not allow softball play on the fields this late in the season because the fields are no longer set up for softball and because of the conflicts with the soccer and football programs. All ayes,~motion carried. REPORTS PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION It was asked at this time if a copy of the specifications for the leasing of the concession stand at Silver Lake Beach could be given to Petkoff. The Park Secretary will take care of this. Petkoff also brought up the question of whether there would be sand put at the beach next year. Salsbury explained that new sand is put at the beach every year. He stated that if the drainage off of Stinson Boulevard weren't so poor, we wouldn't have this problem of sand being washed away on such a regular basis. Petkoff asked if there would be trees planted at the beach within our tree planting project this year. DeMars stated that we have many trees from our own nursery that will be transplanted to the beach area for shade. DEPARTMENT REPORT - Salsbury had nothing to report.
