MEETING
AUGUST 17, 1983
ROLL CALL

READING OF THE MINUTES
Motion by Fowler, seconded by Starcevic that the reading of the minutes
from the July 20, 1983, meeting be dispensed with and accepted as written.
All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded by Starcevic that the bills be paid out
of the proper funds. All ayes, motion carried.
With the requesting party present, the following item was discussed:
REQUEST FOR USE OF JPM HALL .- COLUMBIA HEIGHTS FIRE DEPT. VOLUNTEER ASSOC.
Mr. Jolly explained to the Board that the Fire Department would like
to gain entrance into the hall at 6:00 a.m. at the latest so they could
set up to begin service for their pancake breakfast at 8:00 a.m. He
stated that they have quite a large crew that would help clean and
set up the hall in the morning, and also help with the clean-up and
breakdown when they are finished. Salsbury explained possible
alternatives to the Board. Motion by Starcevic, seconded by Fowler
to grant this group's entire request for use of the hall on October 2,
1983, for a pancake breakfast, with rental fees being waived, and
early access to the hall permissible by the Board; based on the fact
that this is a civic organization composed of City employees, and
that they will have a large crew there to assist in the majority of
the clean up before hand and after their event is finished. A11
ayes, motion carried.
OLD BUSINESS
SULLIVAN LAKE PARK BUDGET CONSIDERATIONS
Salsbury explained that the City Manager has submitted the budget to
the City Council exactly as it was submitted to him by the Park Board.
There are a few other items that should be looked at as soon as
~ossible, if not for next year.

SULLIVAN LAKE PARK BUDGET CONSIDERATIONS (CONT')

There have been quite a few requests coming in to have
electrical outlets available for the public's use when
they have functions at the park. Salsbury reminded
the Board that there is buried conduit underneath the
concrete in case the Board is in favor of offering use
of electricity to the Public. It is estimated that the
switch-over would cost approximately $1,000.

There is an erosion problem on the west end of the lake
and the City is already taking care of it by placing
lange rock in to prevent any further erosion.
The drainage (or lack of it) remains a problem around
the shelter. This coming year it will be looked at and
a solution will be worked out. There are many options
that will be looked at to drain the water from the ground
area quicker, as well as drain the water from the roof of
the shelter more efficiently.
An added problem to the already existing drainage problem
is, Land 0,' Lakes has an automatic spri~nkler system
installed that runs on a timer. After some observation
of the amount of standing water after the sequence is
finished, it seems that the amount of time the water is
running could be cut down. This might help the natural
saturation around the shelter also.
Do
There is a low spot under the shelter in the concrete that
needs to be looked at. We will be developing a solution
this coming year.
Petkoff suggested that a letter be sent regarding the appearance of
the grounds also. She sug§ested that it be stated to Lane 0' Lakes
that the way in which Sullivan Lake Park is being maintained aesthetically
is not up to the standards of the City of Columbia Heights, and also
express the need that something be done about the quality of the ground
cover supplied.
1981-82/1982-83 SKATING SEASON REVIEW
Salsbury explained that there were some figures kept regarding
attendance this year as compared to last year. Considering the
poor weather conditions this year, the parks seem to compare to
last year proportionately. Salsbury feels that this year the
same rinks should be left open as last year. DeMars also added
that the Recreation Department reported that this year three rinks
would suffice and meet the needs for their hockey program. Motion
by Murzyn, seconded by Fowler to use the same schedule with regard
to the skating locations and times of operation as was used last
year. All ayes, motion carried.

FUTURE OF HILLTOP BUILDING
This is an unlisted item for the agenda. Salsbury asked the Board
what their feelings were on tearing down the wood shack at Hilltop
Park. The general consensus of the Board is to take the building
down and plant grass in the area.
NEW BUSINESS
COMPLAINTS ON SILVER LAKE BEACH AND BOAT LANDING
Salsbury explained that Chief Anderson would like the beach posted
so that there would be no one in the park from 1OPM to 7AM. If this
area is posted "PARK CLOSED - tOPM-7AM, J it would be easier for the
Police Department to enforce the ruling that no one is to be in.that
area at those times. Motion by Petkoff, seconded by Fowler to table
this item until the next regular Park Board meeting, at which time
the residents of the area will have been contacted and surveyed about
their views on the problems presented to the Board. All ayes
motion carried. '
A letter wilt be sent to Mr. Herringer, in response to his verbal
complaint discussed at the July meeting. He will be informed of
the aforementioned action to be taken by the Board.
TONY WAJDA/SOFTBALL TOURNAMENTS
Salsbury explained the problem that Mr. Wajda has been lax in regard
to payment and deadlines on the use of the fields this past summer for
softball tournaments. He stated that next year he should either be
denied the use of any fields, or that he be informed that if he does
not follow the rules and regulations to the letter that he will be
denied any further use. Motion by Murzyn, seconded by Fowler, to
deny any requests from Mr. Wajda for any'softball tournaments in the
future. This is to include any tournaments that Mr. Wajda would
also be running for some other group and/or organization All ayes,
motion carried. '
There will b-e a line added to the tournament application that will
ask for the name of the J'organizer~, or person running the tournament
works itself.
LETTERS & REQUESTS
LIQUOR PERMITS
Motion by Petkoff, seconded by Fowler that the liquor permits be
granted, according to the rules and regulations set forth by the

REQUEST FOR USE OF JPM HALL - SQUARE DANCERS
Motion by Petkoff, seconded by Fowler to grant this group's request
for use of JPM Hall for a Special dance on Friday, January 6, 1984.
Since there will be no liquor present, a security guard will not be
required. All ayes, motion carried.
REQUEST FOR USE OF JEFFERSON BUILDING - DFL PICNIC
Motion by Petkoff, seconded by Fowler to grant this group use of the
Jefferson Building on Sunday, September 11, 1983, for a fund raising
picnic. There will be a $25.00 rental fee for use of the building.
All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - JAYCEE WOMEN
Motion by Petkoff, seconded by Fowler to grant this group's request
for use of the hall on October 31, 1983, for a community children's
Halloween party. There will be no rental fees for this event. All
ayes, motion carried.
REQUEST FOR USE OF JPM HALL - TRAIN COLLECTORS ASSOCIATION
Motion by Starcevic, seconded by Petkoff to grant this group's request
for use of the hall on the second Sunday of each month, with the
exception of June, in 1984 with rental fees set at $65.00 based on
the fact that they will not be using the kitchen. All ayes, motion
carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS LINOS CLUB
Motion by Murzyn, seconded by Fowler to grant this group use of the
hall on September 28, 1984, for their annual pig roast. Fees will
be waived for this event, although the security guard fee will remain
intact. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS JAYCEES
Motion by Fowler, seconded by Petkoff to grant this group's request
for use of JPM Hall on February 25, 1984, for a fund-raiser. Rental
fees will be waived, although security guard fees will remain intact.
All ayes, motion carried.

REPORTS
PARK BOARD REPRESENTATIVE TO RECREATION COMHISSlON
There was no meeting, therefore, nothing to report.
DEPARTMENT REPORT
* Ostrander hockey rink - A new surface was put on the north end of
the hockey rink and the posts were recemented, but now the area has
settled again to the point where water is standing in some areas,
yet in other areas, there is no water covering the blacktop. DeMars
suggested that the blacktop be removed and clay or Class 5 be put in
in order to maintain the rink and its surface more efficiently.
* Vandalism at Southwest and Sullivan Lake Parks -
Southwest - It has gotten so bad that this building remains
locked all the time, restrooms included.
Sullivan Lake Park - We are having a lot of trouble in the
shelter. Examples are: stainless steel mirrors are scratched,
dented and damaged, the toilets have been plugged with toilet
paper, wet paper is stuck to the walls and ceilings, the
urinal was broken and leaking, a fire was started in one of
the trash cans, the stool was plugged with sand, and other
small items. Since all of this has happened, the restrooms
are no longer left open at Sullivan Lake. DeMars suggested
that the buitding be left open on the weekdays from 8-4:30,
unless something "scheduledTM is going on in the park.
Motion by Petkoff, seconded by Murzyn to close all of the restrooms
in all of the parks as of the date of this meeting, with the exception
of the wading pool parks. These will be closed when the pools close.
When there is a function going on in a park where the restrooms are
needed, someone from the Park Department will open them for that group.
All ayes, motion carried.
* The beach closed as of August t5th, the wading pools are scheduled
to close as of August 21st.
* Keyes Park baseball field - DeMars stated that being there is so
little use of the baseball field in general, he would like the Board's
permission to skin the infield and convert it into a combination
baseball/softball field. Motion by Murzyn, seconded by Starcevic to
grant the Park Department permission to skin the infield of Keyes
baseball field and convert it into a combination baseball/softball
field. All ayes, motion carried.
