HomeMy WebLinkAboutApril 20, 1983COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 20, 1983 ROLL CALL Members Present: William Hollom, Jim Fowler, Jon Starcevic, JoAnn Melin, Fred Sa]sbury Members Absent: Rita Petkoff, John Murzyn Also Present: Hitch DeMars, Park & Street Superintendent; Dan DeMars and A1Naegele from the Sportsmens Club, and Jim McNiel from the Columbia Heights Lions Club READING OF THE MINUTES Motion by Melin, seconded by Starcevic that the reading of the minutes from the March 16, 1983, meeting be dispensed with and accepted as written. Alt ayes, motion carried. PAYMENT OF THE BILLS Motion by Fowler, seconded by Melin that the bills be paid out of the proper funds. All ayes, motion carried. With representatives from other groups present, items of their concern were now taken under discussion by the Board. DONATION OF PARK BENCH BY THE SPORTSMENS CLUB Dan DeMars and A1Naegele representing the Sportsmens Club presented the following proposal to the Board. Since the number of members in their group has decreased so drastically, they have decided to dissolve their club. With the funds they have left over in their budget, they have decided to show their appreciation to the Park Board for their help over the past years, and donate a park bench for Huset Park. The group has chosen the type of bench they wish to purchase and showed the catalog photo to the Board. Total price on the bench would be $210.00. DeMars and Naegele expressed the need to have the Park crew install the bench, seeing as how it must be anchored in cement. The bench itself is iron pipe frame with wooden slats for bottom and back support. It measures 8' X 4' Delivery will be made to the Municipal Service Center and the Park crew will do the installation. The Boarf felt that this was a very kind gesture on the part of the Sportsmens Club and they more than appreciate this generous donation. A formal letter of thanks will be written to the Sportsmens Club once the bench is received. A letter of thanks will also be published in the City Newsletter and the Sun Newspaper in order to make the citizens aware of this group's generosity. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 20, 1983 REQUEST FOR USE OF HUSET PARK, JEFFERSON BUILDING AND JPM HALL FOR JAMBOREE - COLUMBIA HEIGHTS LIONS CLUB James McNiel, representing the Columbia Heights Lions Club, presented their request for the use of Huset Park and its facilities for the 1983 Jamboree. This would be conducted the same as last year, also with the same show as last year. After some discussion, the Board saw no problems with this request and stated to Mr. McNiel that this would be fine with all concerned. OLD BUSINESS JPM HALL SURVEY - REPAIRS AND/OR IMPROVEMENTS This item was postponed until the end of the meeting, when the Board could tour the building and see the items listed as repairs. FINANCIAL REPORT FROM HOCKEY BACKERS SOCIAL - 3/25/83 The Board reviewed the income report submitted by the Hockey Backers. Salsbury stated that this was not exactly what the Board was looking for. It will be checked in the previous minutes when this report was requested to see exactly what it was the Board intended to view from the financial report. A letter will then be written to the Hockey Backers asking them what the profit from their social will be used for. 1301-O3 CIRCLE TERRACE - LAND EXCHANGE It was reviewed to the Board that this is the piece of land bordering LaBelle Park that now has a driveway built on it, and when the owner decided to sell, found out that this strip of land was not "free and clean" and was owned by the City of Columbia Heights. Salsbury explained the appraisal attached to this land description. It was explained that this land cannot be sold or leased for approximately twenty (20) years. NEW BUSINESS THANK YOU FROM COLUMBIA HEIGHTS HIGH SCHOOL HOCKEY PARENTS The thank you note from the Columbia Heights High School hockey team parents to the Park Board was read and noted by the Board. SCHEDULED USE OF MCKENNA PARK SOFTBALL FIELD A request was made to let the High School softball team practice at McKenna Park instead of Prestemon Park, since the location is more convenient. After some discussion, motion was made by Melin, seconded by Fowler to allow the High School team to switch from the use of Prestemon to McKenna for their games and/or practices. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 20, 1983 SCHEDULED USE OF MCKENNA PARK SOFTBALL FIELD (CONT.) There was further discussion on the use of McKenna Park for scheduled activities. The main problem seems to be the parking problem when 9ames are being played. Just in case of an emergency, the path between the parked cars is so small, the emergency vehicles cannot 9et through this street. The possibility of requesting NO PARKING signs for a section or side of the street was brought up. There is also a problem with the neighbors of the park wanting the park to be free from scheduled events so the children in the neighborhood have the opportunity to use the fields. After much discussion, motion was made by Melin, seconded by Starcevic that the field on the southwest corner of McKenna Park still be used for Recreation league 9ames and scheduled practices, but no use will be allowed for weekend tournaments. This is to be made a part of our policy. This will be in effect as of this meeting date. All ayes, motion carried. EMERGENCY LIGHTING AT JPM HALL All the emergency lights and exit lights have been installed in the building. In a11, there are 6 flood]ight units and 9 EXIT light units. There are also a few isolated lights in the building. LETTERS & REQUESTS LIQUOR PERMITS Motion by Melin, seconded by Fowler that the liquor permits be granted, according to the rules and regulations set forth by the Park Board to: Sandy Ficocello, 7444 Concerto Curve, Fridley; Paula Kinev, 4355 McLeod Street, Columbia Heights; Mary Woodward, 4243 Girard Avenue North, Mpls.; Steve Kelly, 2216 - 40th Avenue N.E., Columbia Heights; Karen Munkberg, 3317 - 36th Avenue N.E., St. Anthony; Gte9 Tomala, 1416 - 39th Avenue N.E., Columbia Heights; Kathi Frye, 1607 Saunders Avenue, St. Paul; Raymond Traczyk, 2526 - 5th Street N.E., Minneapolis; dane Rozmark, 5230 - 6th Street N.E., Columbia Heights. All ayes, motion carried. REQUEST FOR USE OF HUSET PARK FOR EMPLOYEES~ PICNIC - CITY OF COLUMBIA HEIGHTS Motion by Melin, seconded by Starcevic to 9rant this group use of Huset Park on August 21, 1983, for their employees' picnic. This is to include use of the softball field. All ayes, motion carried. DeMars explained to the Board that this is somewhat still in the planning stages, and should there not be enough interest generated, the picnic would be cancelled. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 20, 1983 REQUEST FOR USE OF HUSET PARK FOR COMPANY PICNIC - HONEYWELL Motion by Fowler, seconded by Starcevic to grant this group use of Huset Park on June 7th or 8th (date dependent upon weather) for their annual company picnic. All ayes, motion carried. (They will be informed that field #2 is used on Tuesday evenings for Womens' softball games.) The City Council at their meeting, approved this group for use of alcohol in the park. REQUEST FOR USE OF JPM HALL - C.H.H.S CHOIRS Motion by Fowler, seconded by Melin to grant this group use of the hall on April 25th for a potluck dinner and concert with rental fees being waived. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - FRIDLEY ALANO SOCIETY Being as the group wishes to rent the facilities, no motion is necessary for this request. REQUEST FOR USE OF JPM HALL - JIM KORDIAK (NAWROCKI.FUND RAISER) Motion by Melin, seconded by Starcevic to grant use of the porch area of JPM Hall for this event. Rental fee and security guard fee will remain intact. All ayes, motion carried. REQUEST FOR USE OF SOFTBALL FIELDS - N.E. YMCA Motion by Me]in, seconded by Fowler to grant this group use of two fields (one being Prestemon and the other, if they choose to accept it, being Gauvitte) on Friday nights for their league. All ayes, motion carried. REQUEST FOR USE OF JPM HALL PORCH AREA - PWP CHAPTER #209 Motion by Melin, seconded by Fowler to deny this group's request for use of the porch at 9:00 a.m. for a Mother's Day breakfast. It will be explained that the Park Board has a set policy not to have anyone allowed into the hall prior to 12 NOON on a Saturday or Sunday because of clean-up requirements due to scheduled events the day before. All ayes,notion carried. REQUEST FOR USE OF A SOFTBALL FIELD - COLUMBIA HEIGHTS JAYCEES Motion by Fowler, seconded by Me]in to grant this group use of the softball field at Gauvitte Park on Wednesday evenings for their league. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 20, 1983 REPORTS PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION * Evaluations have still not been completed by the hockey coaches and the Recreation Commission. Me]in noted the copy of the Recreation Commission's Annual Report. * There will be approximately 35 softball teams in the men's league this season, DEPARTMENT REPORT Sa]sbury reminded the Board of the annual tour of the parks set for May 7th at 9AM, with the group meeting at JPM Hall. Portable toilets and the opening of the building bathrooms was brought up. There will be two portable toilets rented for this summer again (one each for McKenna and Huset). There is also a different type of program being looked into for the locking up of the building bathrooms at night. A late shift is being considered for locking of the restrooms at the park buildings, and also the possibility of them being cleaned at this time. Note - the pop machine at City Hall is going to be rep]aced with a can machine just as the one at JPM Ha]] was a short time ago. Informal quotes are now being taken for bricking up the overhead doors at the Jefferson building. There is also $7,000 budgeted for the addition of an outside access to the restrooms at the McKenna Park building. Informal quotes are also being taken now for this work, JPM HALL SURVEY - REPAIRS AND/OR IMPROVEMENTS Holiom commented on how it is much better defined with regard to repairs, etc., since the ]ist has been split up and expensed out. He also requested that items that MUST be done should be noted as essential. See attached lists and note items of necessity. These jobs should also be ]ooked as "rainy day~' jobs. PRIORITY PERIOD FOR TOURNAMENT APPLICATIONS FROM COL. HTS. TEAMS Motion by Melin, seconded by Fowler, that the following time period - January 1st through February 15th- be he]d for accepting applications for softball tournaments from Columbia Heights teams ONLY! All ayes, motion carried. JPM HALL SURVEY - REPAIRS AND/OR IMPROVEMENTS LISTING CONTRACTUAL 1. a. Remove and/or replace facia and 9utters. b. Replace outside trim or cover with aluminum. c. Replace windows, casements and one door. d. Panic bars for doors (includes door). 2. Repair and rep]ace wallboard and wallpaper. 3. Install a false ceiling in porch, hall and offices. 4. Concrete repair to stoops, steps and lintels. Install steps, and sidewalk on west side of hall leading to driveway and access to dumpster. 5. Replace carpeting. 6. Replace drinking fountain in hallway. 7. Construct a permanent stage. 8. Seal basement tile and backplaster. CAPITAL IMPROVEMENTS PROGRAM 1. Modernize mens' restroom. 2. New kitchen stove, refrigerator and freezer. 3. Install bar arrangement, cooler, wet bar & 91asses. 4. Major repair of dance floor (possibly most of it). 5. Remodel basement (if #8 under Contractual is done), includin9 bathrooms. 6. Addin9 an addition to west side of hall. IN-HOUSE CHORES 1. Removal of 9reenhouse: a. There mi9ht be some ptumbin9 to do. b. Brickin9 up door and window openings. 2. Add more electrical out]ets: a. Areas needed to cut down on extension cord use, 3. Rep]ace window shades. 4. Clean and replace drapes. 5. Clean and varnish ali woodwork. Add more microphone jacks. 7. General c]eanin9 and painting. 8.
