MEETING
MARCH 16, 1983
ROLL CALL
Members Present:
Jon Starcevic, John Murzyn, Jim Fowler, Rita Petkoff,
William Hollom, Fred Sa]sbury, JoAnn Melin (arrived
at approximately 7:25 p.m.)
Also Present:
Mitch DeMars, Park Superintendent; Dave Anderson,
Tony Wajda, Dick Schlict, Butch Wennerland, John
Olson (representing Ernie Netson), Mrs. Ron Ptoog,
Karen Melin (attending as a project for Park and
Recreation schooling)
READING OF THE MINUTES
Motion by Petkoff, seconded by Fowler that the reading of the minutes
from the February 16, 1983, meeting be dispensed with and accepted as
written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded by Petkoff that the bills be paid out of
the proper funds. This will include the HOBCO bill, added before the
meeting, for the new roof put on the McKenna buildings. All ayes,
motion carried.
With representatives being present, softball tournament requests were
discussed by the Board at this time.
REQUEST FOR SOFTBALL TOURNAMENT - GLYNN N.E. ELECTRIC
Motion by Petkoff, seconded by Starcevic to grant this group permission
to hold a softball tournament on July 29, 30 & 31, 1983. They will
be charged the private rates. All ayes, motion carried.
REQUEST FOR SOFTBALL TOURNAMENT - HEIGHTS DAIRY
Motion by Murzyn, seconded by Fowler to grant this group permission to
hold a softball tournament on June 18 & 19, t983. They will be charged
the private rates. All a-yes, motion carried.
REQUEST FOR SOFTBALL TOURNAMENT - H.J.W. PRINTING
Motion by Petkoff, seconded by Fowler to grant this group permission
to hold a softball tournament on July 15, 16 & 17, 1983. This permission
is granted with the understanding that McKenna softball field wi]] be
unavailable for tournament use. This group will be charged the private
rates. All ayes~ motion carried.

REQUEST FOR SOFTBALL TOURNAMENT - JOE'S PLACE
Motion by Petkoff, seconded by Fowler to grant this group permission
to hold a softball tournament on May 6, 7 & 8, 1983. This permission
is granted with the understanding that McKenna softball field will be
unavailable for tournament use. This group will be charged the
private rates. All ayes, motion carried.
REQUEST FOR SOFTBALL TOURNAMENT - CONCRETE CONCEPTS
Motion by Fowler, seconded by Petkoff to grant this group permission
to hold a softball tournament on June 3, 4 & 5, 1983. This permission
is granted with the understanding that McKenna softball field will be
unavailable for tournament use. This group will be charged the private
rates. All ayes, motion carried.
REQUEST FOR SOFTBALL TOURNAMENT - JESSIE'S LASSIES
Motion by Starcevic, seconded by Fowler to grant this group permission
to hold a softball tournament on May 13, 14 & 15, 1983. This permission
is granted with the understanding that McKenna softball field will be
unavailable for tournament use. This group will be charged the private
rates. All ayes, motion carried.
REQUEST FOR USE OF SOFTBALL FIELD - GIRLS FASTPITCH
Motion by Starcevic, seconded by Fowler to grant this group use of
Huset #5 in lieu of the fact that another group was granted use of
the field they are requesting for the same time period. All ayes,
motion carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS LIONS CLUB PIG ROAST
Mot'ion by Petkoff, seconded by Murzyn to grant this group use of the
hall on September 30, 1983, for a pig roast. Regular rental fees will
be charged, and the security guard fee will remain intact. All ayes,
motion carried.
REQUEST FOR USE OF JPM HALL - HONEYBELLES
Motion by Petkoff, seconded by Starcevic to grant this group use of
the hall on the dates requested for 1984. They will be informed of
the revised rental rates, which also apply to them. All ayes, motion
carried.
REQUEST FOR USE OF JPM HALL - NORTH SUBURBAN MUTUAL AID ASSOCIATION
Motion by Fowler, seconded by Melin to grant this group use of the
hall on November 4, 1983, for a recognition dance. All rental fees
witl be waived for this event, although the security guard fee will
remain the responsibility of the renting party. All ayes, motion
carried.

REQUEST FOR USE OF FIELDS - IMMACULATE CONCEPTION SCHOOL
Motion by Melin, seconded by Murzyn to grant this group use of a
baseball diamond and a softball field at Huset Park on weekdays from
3:15 to 4:45 p.m. for practices and 9ames. The request also included
using some Saturday mornings for possible games. This part of the
request cannot be granted because of conflict with tournament games
being played on the weekends. All ayes, motion carried.
OLD BUSINESS
INSURANCE REQUIREMENTS FOR SOFTBALL TOURNAMENTS AND JPM HALL RENTAL
Salsbury explained to the Board that the question of whether or not
the renting parties were supplying the proper insurance coverage was
brought to his attention. In speaking with the Finance Director,
Sa]sbury was informed that coverage should be supplied with a rider
that explains that the City is indemnified; also ~the liability coverage
should be minimum $100,O00 with $300,000 per occurrence. Final answers
about the required insurance coverage are still pending a meeting of
the Insurance Commission. They will inform Salsbury of their findings
after their meeting.
RESPONSE FROM HOCKEY ASSOCIATION ON RESERVATION REQUEST
The Hockey Association stated to the Park Board that this request wil]
represent the second of the two "fee waivedTM requests thatan organi-
zation is allowed per year. Motion by Petkoff, seconded by Starcevic
to grant this group use of the hall on October 28, 1983, for their
annuat style show and luncheon. Rental fees will be waived for this
event, although the security guard fee shall remain intact. All ayes,
motion carried.
NEW BUSINESS
DISCUSSION ON VARIOUS REPAIRS AND OTHER CAPITAL IMPROVEMENTS ON
JOHN P. MURZYN HALL
The Board was given an extensive list stating various repairs and
other items suggested for Murzyn Hall. Salsbury explained to the
Board that this item was taken to the City Council at their last
meeting. At that time the City Council was informed that the Park
Board would be looking at some of these items to inctude in the
upcoming budget. Salsbury then stated to the Board that he wanted
to get input from them on whether there should be any additions
and/or exclusions from the list.

Hollom stated that he would like to see this list split into three
categories. Those being:
In-House - items that can be done using Park Department
labor.
2. Contractual - items needing repairs that should be per-
formed by a contracted crew (structural problems).
Capital Improvements - items, such as building additions,
equipment purchases, etc., that would be con-
sidered capital improvement items.
When the items are separated as such, they should be listed in priority
order. This prioritization will be decided upon by Salsbury and DeMars.
Once the lists are finished in this manner, they can be looked at from
an expense standpoint.
* ADDITION TO LIST: Flag pole base needs to be repaired.
SET DATE FOR ANNUAL PARK INSPECTION
Before a date was set, the Board decided that at next month's meeting
they will take a tour of John P. Murzyn Hall. They will then be able
to see some of the items on ~he aforementioned list.
Motion by Starcevic, seconded by Melin to set Saturday, May 7, 1983,
as the date for the annual tour of the parks. The group will meet
at Murzyn Hall at 9:00 a.m. All ayes, motion carried.
TELEGRAM TO COLUMBIA HEIGHTS HIGH SCHOOL HOCKEY TEAM
Hollom at this time informed the Board that during the State High School
Hockey Tournament, he sent the following telegram to the Heights hockey
team:

REPORTS
PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION
In response to the item brought up at a previous meeting, Melin stated
that the Hockey Association is 9oing to request of the traveling team
coaches, information and/or opinions regarding the outdoor ice use and
condition.
The Commission also asked Melin to check with the Board on whether the
Park Department would be cutting back on anything with regard to this
year's softball season. DeMars stated that the only thing the Park
Department won't be doing this year is lining the fields. This was
something that was also cut out of last year's season.
DEPARTMENT REPORT
McKenna roof has been finished.
The "City" telephone in the Recreation Office is presenting a problem.
Calls that come in on this number (788-t696) are in regard to hall
rental, thus, they should be coming to the Park Office. With these
added calls coming into their office, the Recreation employees are
using a lot of their time referring calls to the Park office. The
solution suggested, and to be followed is as follows: The 1696 number
will be disconnected with a recording directing callers to dial 788-9227.
Then the telephone unit itself will be removed and replaced by a standard
phone to be installed in the office located right off the porch. This
office is tentatively going to be Arnold Albrecht's '~office'~. This
will eliminate traffic into the Recreation offices during gatherings
at the hall.
The Park Board would like to continue the non-pay service available to
us, therefore, when the new telephone is moved into the specified office,
the Park Department will list this as the "emergency numbeH' for John P.
Murzyn Hall, and supply it to all renters until the new listings come
out.
All information regarding this new number should be given to the Phone
Company BEFORE September 1, 1983. This is the cutoff date for submission
of new information for the phone books.
After much discussion and further explanation, the Board decided that
this would be the only solution to the problems caused by this phone.
