MEETING
JANUARY 19, 1983
ROLL CALL
Members Present:
William Hollom, John Murzyn, Rita Petkoff, Jon Starcevic,
Fredrick Salsbury, JoAnn Melin (arrived at 8:00 p.m.)
Members Absent: Jim Fowler
Also Present: Hitch DeMars, Park Superintendent
READING OF THE MINUTES
Motion by Petkoff, seconded by Starcevic that the reading of the minutes
from the December 15, 1982, meeting be dispensed with and accepted as
written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Petkoff, seconded by Starcevic that the bills be paid out of
the proper funds. All ayes, motion carried.
OLD BUSINESS
LETTER TO MRS. MATZKE
At this time, the letter written to Mrs. Joseph Matzke was read aloud
and acknowledged by the Board.
NEW BUSINESS
UPDATE JPM HALL RENTAL POLICY
After much discussion concerning the state of financial affairs with the
hall, motion was made by Petkoff, seconded by Murzyn to raise the rental
rates for the halt, effective the date new policies are available from
the printer. The revised policy will state the rates as follows:
WEDDING RECEPTIONS AND PARTIES SHOWERS PORCH HALL
12 NOON - 7 P.M. $250.00 12 NOON - 7 P.M. $50.00
6 P.M. - 1 A.M. $275.00 6 P.M. - 12 MIDNIGHT $50.00
3 P.M. - 1 A.M. $300.00
12 NOON - 1 A.M. $325.00
In addition, revise FACILITY INFORMATION, subsection E to eliminate freezer
and add ice machine. Also stipulate in the Policy, a statement indicating
e~tr¥ to the hall will be on the hour rented. All ayes, motion carried.

LETTERS & REQUESTS
LIQUOR PERMITS
Motion by Petkoff, seconded by Melin that the liquor permits be granted,
according to the rules and regulations set forth by the Park Board to,
Julie Marten, 4936 Madison Street N.E., Columbia Heights; Mark Hartfiel,
3811 Lyndale Avenue North, Minneapolis; Jon Seeman, 5795 Central Avenue,
N.E., Fridley; Kelly Bartlett, 1300 Lincoln Terrace, Columbia Heights;
Lynn Harris, 9600 - 37th Place North, Plymouth; Terry Julkowski, 4113
62nd Avenue North, Brooklyn Center; Barb Zweber, 4249 - 46th Avenue North,
Robbinsdale; Jean Wleter, 4945 Logan North, Minneapolis; Pat Bennis, 6700
Bryant Avenue North, Brooklyn Center; Del Johnson, 619 S.E. 8th Street,
Minneapolis. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - SELF DEFENSE CLASS
Motion by Melin, seconded by Petkoff, to grant this group use of the hall
on the dates requested. Fee will be waived for this event. All ayes,
motion carried. It should be noted that if future Recreation Department
programs conflict with any of these dates, that an equally agreeable
solution will be arrived at to clear up the conflict.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS HOCKEY BACKERS
After much discussion, motion was made by Murzyn to grant this group
use of the hall on the date requested with fees being waived. Motion
died for lack of a second.
Motion by Melin to write a letter to this group indicating that the Board
does not intend to waive the fees for events centered around individual
teams, and that their request should be made through the Hockey Association
since that group affects all the hockey players in the Heights. Motion
died for lack of a second.
Motion by Petkoff, seconded by Murzyn that permission for use of the
hall on the date requested be granted to this group with rental fees
being waived, provided that an accounting of the disbursement of the
funds raised at this event be provided to the Park Board. Security
fees shall remain the responsibility of the renting party. All ayes,
motion carried. ,
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS FIRE DEPARTMENT AUXILIARY
Motion by Murzyn, seconded by Petkoff to grant this group use of the hall
on the date requested with fees being waived. All ayes, motion carried.

REQUEST FOR USE OF JPM HALL - FRENCH CONNECTION BOOSTERS
Motion by Melin, seconded by Petkoff to grant this group use of the hall
on the date requested with fees being waived. All ayes, motion carried.
It will be noted in the letter to this group, that the policy of the
City is to keep the hall locked until 12 Noon in order that our cleaning
crew may complete their jobs properly.
REQUEST FOR USE OF HUSET SOFTBALL FIELD #3 - ROBERT LEE'S WOMEN'S FASTPITCH
SOFTBALL TEAM
Motion by Melin, seconded by Petkoff to grant this group use of Huset #3
on the dates requested. All ayes, motion carried. In the letter to this
group, the request for a season schedule to be forewarded_to the Park
Office as soon as possible will be stated. This will enable the Park
Department to schedule any other requests around this group.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS ATHLETIC BOOSTERS
Motion by Murzyn, seconded by Melin to grant this group use of the hall
on the date requested with rental fees being waived. Security guard fees
will remain the responsibility of the renter. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - OFFICE OF PETERSON & KALINA
Motion by Me]in, seconded by Petkoff to grant this group use of the porch
area of the hall on the dates requested. This group will be subject to
the rental price of $50.00. All ayes, motion carried. In the letter
written to this group it will be suggested that they try to attain the
use of the Training Room at the Fire/Police Department since the equipment
needed and other assets important to such a class are all available there.
REPORTS
PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION
Other than the fact that Melin brought up the request for the Athletic
Boosters, there is nothing else to report.
DEPARTMENT REPORT
Salsbury reported that he had had a ~icsussion with Arlie Neimi of
the Hockey Association in regard to the rental request of last month,
and that the Board would like to keep the amount of ~'fee waived rentals'~
to two per group per year. Being as there is a discrepancy in that
respect, Mrs. Neimi will bring this back up to the Association at their
next meeting, and return to the Park Board with the results. In the
meantime, the requested date will be held in their name.

DEPARTMENT REPORT (CONT.)
* Both Salsbury and DeMars reported that the condition of the skating and
hockey rinks is very good on all. With time, additional work and
finessing will be done to improve them further (weather permitting).
* It was at this time that the revised copies of the Softball Tournament
Policy were distributed to the Park Board members for their records.
