Salsbury, Public Works Director Hitch DeMars, Park & Street Superintendent READING OF THE MINUTES Motion by Melin, seconded by Petkoff that the reading of the minutes from the November 17, 1982, meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Melin, seconded by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS REQUEST FOR WAIVING OF RENTAL FEES FOR USE OF JOHN P. MURZYN HALL - COLUMBIA HEIGHTS HIGH SCHOOL RETIREMENT PARTY FOR DON MURPHY Motion by Melin, seconded by Petkoff to grant this group use of the hall on January 13, 1983, with rental fees being waived. Should liquor be present at this event, the renting party will be responsible for the security guard fee. Roll Call - Melin, Petkoff, Fowler, Starcevic, Hollom - Aye. Murzyn - Abstain. Motion passed by major ty vote. NEW BUSINESS UPDATE SOFTBALL TOURNAMENT POLICY AND APPLICATION Some background information was given by DeMars stating the problems incurred last season with two individuals. (See attached information.) DeMars suggested that some definite action should be taken in order to prevent this from happening again this season. The following changes were noted, and subsequently accepted on the Policy for Softball Tournaments. Under GENERAL RULES, (5) will now read as follows: (5) Liquor is not a11owed in any of the Parks. Beer is allowed only in Huset Park from 8:00 a.m. to 11:00 p,m. Beer may not be sold before 12 Noon on Sundays, COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 15, 1982 UPDATE SOFTBALL TOURNAMENT POLICY AND APPLICATION (CONT.) There will also be an additional rule number (8) under GENERAL RULES which will read as follows: (8) There shall be no alterations to the fields (i.e., addition of fencing, etc.). Under FEE REQUIREMENTS there shall be an additional footnote reading: "License fees are not refundable." Under FIELDS, BUILDING & LIGHTS, (A) was changed to read as follows: (A) Payment to the Columbia Heights Park Board in the following manner: A $150.00 downpayment shall be made to the Park Department within one (1) week following Board approval of that tournament date, with the balance being due one (1) week prior to that tournament date. The downpayment is non-refund- able upon tournament cancellation (weather exception). Motion by Petkoff, seconded by Murzyn to amend the Softball Tournament rules as previously noted. All ayes, motion carried. After all changes were made, there was a discussion regarding a final notice of some type to be sent to tournament sponsors, via registered mail, informing them that if the downpayment is not made within the stated deadline, that their tournament will be cancelled by the Park Department. This was agreed upon by all Board members. DAMAGE/CLEAN-UP DEPOSIT FOR JPM HALL Salsbury opened the discussion explaining the letter received from the renting party of November 27, 1982, (Mrs. Joe Matzke). After some investigation, the following was discovered: The caterer'involved with the wedding reception of the previous night said she felt it was an orderly reception, and when she left the premises at 10 PM, everything was fine. The security guard on duty that night also felt it was quite orderly. The men's room was checked periodi- cally, but he did state that the women's restroom was not checked. In the opinion of those involved with the investigation, it appears that Mrs. Matzke may have panicked at the condition of the hall when she arrived (it should be noted that she was there earlier than scheduled) and in her panic may have blown things somewhat out of proportion. COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 15, 1982 DAMAGE/CLEAN-UP DEPOSIT FOR JPM HALL (CONT.) The condition of the hall as she states it, is unsubstantiated since neither DeMars or Kudak were called when the problem occurred. Salsbury explained to the Board, that although this prob]em may not have been as bad as stated, it did cause some other problems to be brought to the attention of the Park Superintendent and Public Works Director, and they are being dealt with at preSent. Motion by Metin, seconded by Murzyn that the request from Mrs. Matzke for a $200 refund be denied since she was in the ha]l pr!or to her scheduled time of 3 PM, and that the hall would have been cleaned by City personnel prior to her time of taking possession and in addition, Salsbury and DeMars will prepare a letter explaining to Mrs. Matzke the discussion of the investigation regarding her complaint, and the Board's decision to deny any type of refund of her rental fee. All ayes, motion carried. The idea of a damage deposit was brought up for discussion, also a possible '~caretaker fee char9e'' for those organizations who have their rental fees waived, and a possible added char9® of $10.00 for use of the ice machine (which is now installed in the porch). These, along with other suggestions will be put on the agenda for the January 19, 1983, meeting. At that time, any revisions or changes can be made and adopted by the Board. LETTERS & REQUESTS LIQUOR PERMITS Motion by Melin, seconded by Petkoff that the liquor permits be 9ranted, according to the rules and regulations set forth by the Park Board, to Charlotte Guzik, 3817 Hayes Street N.E., Columbia Heights; Deanne Gilbertson, 1095 Mississippi Drive, Champtin; Donald E. Hart, 960 Hathaway Lane, Fridley; dulie Chilman, 18211 Flanders Street N.E., Wyoming. All ayes, motion carried. REQUEST FOR WAIVING OF RENTAL FEES - COLUMBIA HEIGHTS HOCKEY ASSOCIATION Motion by Melin, seconded by Fowler to allow the Columbia Heights Hockey Association use of the John P. Murzyn Hall on danuary 21, 1983, for a dance. Rental fees wi]] be waived, although should there be liquor present, the security guard fee will remain the responsibility of the renting party. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS HOCKEY ASSOCIATION Motion by Murzyn, seconded by Melin to grant this group use of the hail.on March 22, 1983, for the Traveling Hockey Team Banquet. Fees w~ be waived for this event. Att ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 15, 1982 REPORTS PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION Melin stated that the Recreation Commission meeting will not be held until next week, thus nothing to report. DEPARTMENT REPORT Salsbury stated that with the weather being as it is, the flooding process of the skating and hockey rinks is slowing down. Tentative dates of December 21st or 22nd are still being looked at for opening the warminghouses. Although, even with the unusual]y warm weather, the Park Department is.about on schedule with flooding and skating season preparations. The City Council authorized the purchase of the portable fencing from the University of Minnesota, and we now have it. Authorization was also made for the purchase of additional materials to construct more panels to create a sufficient amount to complete the distance for field #5.
