MEETING
NOVEMBER 17, 1982
ROLL CALL
Members Present: Wiltiam Hollom, Jim Fowler, John Murzyn, Jon Starcevic,
Fredrick V. Salsbury, Public Works Director
Members Absent: doAnn Melin, Rita Petkoff
READING OF THE MINUTES
Motion by Murzyn, seconded by Fowler that the reading of the minutes
from the October 27, 1982, meeting be dispensed with and accepted as
written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded by Murzyn that the bills be paid out of the
proper funds. All ayes, motion carried.
OLD BUSINESS
CROSSCHECKING POLICY FOR SKATING SEASON
Salsbury explained the cutting of the warminghouse hours to the Board.
According to studies, the attendance from 8:00 p.m. to 9:00 p.m. is so
slight that closing the rinks one hour earlier seems favorable. The
Board agreed. It was'also brought to the attention of the Board members
that there will be a "temperature guideline" to follow for opening and
closing of rinks this year. Should the outdoor temperature fall to or
below -5° Fahrenheit, or the wind chill factor fall to or below -20°
Fahrenheit, the buildings will be closed. There will be signs posted
at the parks noting this information. If there is a "borderline" day
that meets the temperature designated for closing, and the weather seems
favorable for skating, the decision to either remain open or to close
will be made by the Park Superintendent and the Public Works Director.
BICYCLE PREVENTION FENCES - SULLIVAN LAKE PARK
Salsbury explained to the Board that this subject was initiated by the
City Council during the beginning construction phases on the park. The
fence suggested would be an offset type structure consisting of two panels
being jogged to create a '~maze" type of opening for the pedestrians to
pass through. This type of fencing would eliminate bicycles and/or motor-
cycles from riding the pathways. This might prove to be an expensive
project since the fencing would have to extend far enough on both sides
of the pathway to deter the cyclists from simply driving around the fences.
After discussion by the Board, it was agreed to ]et one season go by and
see if a problem develops. If it does, the fencing will be discussed at
that time.

LIQUOR PERMITS
Motion by Murzyn, seconded by Fowler that the liquor permits be granted,
accurding to the rules and regulations set forth by the Park Board, to
Joy Buller, 4452 - 4th Street N.E., Columbia Heights; Cheryl Rooney,
4304 Reservoir Boulevard, Columbia Heights; Vicki Amar, 6652 East River
Road, Fridley; Teri Alberico, 908 Ashland Avenue, St. Paul; Paula Adams,
6727 France Avenue North, Brooklyn Center; Max Johnson, 1307 - 67th
Avenue North, Brooklyn Center; dean Misencik, 1834 Pierce Street N.E.,
Minneapolis; Lisa Smith, 2640 - 135th Lane, Ham Lake; Pat Borchardt,
4327 Jefferson Street N.E., Columbia Heights. All ayes, motion carried.
REQUEST FOR FEES WAIVED - STEVE HADTRATH MEMORIAL DINNER
Motion by Starcevic, 'seconded by Fowler to waive the rental fees~for
the use of John P. Murzyn Hall on December 3, 1982, although fees for
a security guard will remain intact. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - DISTRICT MEMBERSHIP DINNER
Motion by Fowler, seconded by Starcevic to grant this group use of the
hall on August 1, 1983, for their District Membership Dinner with
rental fees being waived. Security guard fees will remain intact.
All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS SCHOOL DISTRICT #13
Motion by Murzyn, seconded by Fowler to grant this group use of the
hall on January 13, 1983. Full rental fees will be charged, and the
security guard fee will remain intact. All ayes, motion carried.
REPORTS
PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION
With Melin absent from meeting, there is nothing to report.
DEPARTMENT REPORT
The subject of the property at Circle Terrace (from last month's
meeting) was discussed by the City Council. They suggested a
"land swap" with the property owner. The City could trade their
land (the one-half of the driveway), for a portion of the lot
bordering the park (in the backyard). If there is enough land
to make an even trade, it will be taken care of in that manner.
If it proves to be a loss for the City~ the possibility~of a
99-year lease can always be looked into.

* The playground equipment has arrived, and it is being
constructed at Mathaire.
Opening procedures for the rinks have begun.
The ice machine from the liquor store wi]] be moved to JPM Hall
and set up in the porch where the large freezer stands. The
freezer in turn, will be moved and stored in case of future need.
Plumbing adjustments will have to be made. Plans for that
additional work are being discussed at present, tt should be
a winter project.
The lighting at LaBelle has been put in. There still needs to
be some sodding work done, but it will probably have to wait
until conditions for that type of work are more favorable.
