READING OF THE MINUTES
Motion by Fowler, seconded by Murzyn that the reading of the minutes
from the August 18th, September 1st and September 8th meetings be
dispensed with and accepted as written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Petkoff, seconded by Fowler that the bills be paid out of the
proper funds. All ayes, motion carried.
OLD BUSINESS
FEE CHARGING AT JPM HALL FOR COMMUNITY ORGANIZATIONS
The question in this issue is whether or not the Park Board should
establish a set fee for community organizations rather than review each
request and either set or waive fees for that particular event. After
much discussion it was agreed upon by the Board that the present policy
for rentals by community organizations should remain the same. It was
suggested that if somehow possible, it should be stressed to these
organizations that they are given this privilege because of their many
contributions to the City, and should they need to secure the use of
the hal.1 for another group (not of this community) that they will then
be subject to a rental fee of some type.
PARK PATROL
The monies for this have been dropped from the 1983 Budget by the City
Council. The hall security wi]] remain budgeted, but not the park patrol.
The question was brought up as to who will then be checking the park
buildings during skating season? Salsbury stated that in speaking with
the Chief of Police, the City's policemen will be asked to try to keep
an eye on the parks as best as possible. Petkoff also suggested that
should anyone notice something wrong with the parks, that they call
the police and inform them at that time. The possibility of an article
in the newsletter was brought up also. The article should solicit the
help of citizens in patrolling of the parks, (i.e. phoning the Po]ice
Department should they see any vandalism, etc., occurring in any of
the parks).

RINKS (2) TO BE CLOSED FOR THE 1982-83 SKATING/HOCKEY SEASON
The City Council informed the Park Board that either two skating rinks
have to be closed this year, or $6,000.00 needs to be cut further from
the Park Budget. As there is no other place in the budget with room
for a $6,000.00 cut, the Park Board decided to recommend to the City
Council their priority listing of rinks for possible closing. It was
agreed upon by the Board that the two parks to be closed should be
ones without hockey rinks. Motion by Murzyn to close only Prestemon
skating rink. Motion died for lack of a second.
Motion by Melin, seconded by Fowler to make a recommendation to the
City Council to close Prestemon and Hilltop skating rinks. Roll Call:
Melin, Murzyn, Fowler, Hollom - aye. Petkoff - nay. Motion passed
by majority vote.
After speaking with dohn Tiggas, Salsbury stated that this year's hockey
program will be much smaller as compared to last year, thus, possibly
confining the hockey practices and/or games to two mr three parks only.
This will enable the Board to take a closer look at the attendance of
rinks when no hockey program is carried there. The Park Department will
again try to keep accurate records of attendance by having warminghouse
attendants keep track, but a crosschecking system will be enacted this
year. Salsbury suggested that the part-time hockey supervisor (pro-
posed for the Recreation Department) do spotchecks of rink attendance
in order to compare with those taken by the warminghouse attendants.
Then a truly accurate study can be made of the economical aspect of
keeping certain rinks open. Petkoff suggested the use of the residents
nearby the parks also keeping track, when possible, of attendance counts
and calling them into the Park Department.
There was also discussion of rink closings due to poor weather conditions.
It was suggested that it be posted somewhere in the park buildings them-
selves, and possibly in the newsletter, that when the temperature reaches
a Certain LOW (ex. -5°) that all buildings will be closed. This way, the
community will know ahead of time, instead of finding out when they reach
the building.
LIGHTING AT COLUMBIA JUNIOR HIGH HOCKEY RINK
The School Board will not give the City the lighting system from the
hockey rink. They will be going out for bids to find prospective buyers.
NEW BUSINESS-
PROGRAMMING ON THE GOVERNMENT ACCESS CHANNEL - CABLE T.V.
The letter from the Cable T.V. group requesting the Board and Commissions
in the City to televise their meetings was read to'the Board. After

discussion, there was a motion by Melin, seconded:by Petkoff to accept
Group W's offer and televise the Park Board's regular monthty meetings.
All ayes, motion carried.

LIQUOR PERMITS
Motion by Murzyn, seconded by Fowler that the liquor permits be granted,
according to the rules and regulations set forth by the Park Board, to
Nancy Patrick, 4931 Logan Avenue North, Minneapolis; Teresa Deegan,
1527 - 87th Avenue N.E., Blaine; Alice Johnson, 6125 Kyle Avenue, Brooklyn
Center; Alice Miscowic, 2345 Pleasant View, New Brighton; Janice Northfield,
1724 - 6th Street N.E., Minneapolis; Roy Gemlo, 2534 Fillmore Street N.E.,
Minneapolis. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - LAKE & PINE CHAPTER OF THE TRAIN
COLLECTORS ASSOCIATION
Motion by Fowler, seconded by Petkoff to grant this group use of the hall
area of John P. Murzyn Hall on the second Sunday of each month for the
year of 1983, with the exception of June; at the regular rental price.
All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - MEDTRONIC ACTIVITY COMMITTEE
Motion by Melin, seconded by Fowler to grant this group use of John P.
Murzyn Hall on Sunday, November 21, 1982, for a craft bazaar. Regular
rental fees will be charged. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - GIRL SCOUTS FATHER/DAUGHTER SQUARE DANCE
Motion by Melin, seconded by Murzyn to grant this group use of John P.
Murzyn Hall on Saturday, February 26, 1983, for their Father/Daughter
Square Dance with the fees being waived. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL SENIOR CITIZENS' RHYTHM BAND
Motion by Melin, seconded by Petkoff to grant this group use of John P.
Murzyn Hall on the second and fourth Tuesday of each month from 1:30 p.m.
to 3:00 p.m. with any rental fees being waived. All ayes, motion carried.

REPORTS
PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION
Melin stated she had nothing to report.
DEPARTMENT REPORT
Sa]sbury brought up the following problem: 1301 Circle. Terrace has
their driveway built on park property, thus, freezing the selling
process at the present time. Question: Does the City want to sell
this piece of land to the present property owner in order to clear
title.so that the property can be sold? Motion by Melin, seconded by
Fowler to check the legality of the situation, and if no problem exists,
sell the land to the present property owner. Ail ayes, motion carried.
Salsbury reported to the Board that the Sullivan Lake Park Development
project is now complete and that the final payment has been made. Total
cost of the entire project was $523,059.85 (of which $122,688 was paid
by Federal monies, $52,903 was paid by State monies). Dedication of
the park will be sometime in the summer of 1983 (possibly June or July).
