MEETING
AUGUST 18, 1982
ROLL CALL
Members Present:

Zurek, Sean Clerkin; representing citizens who do not
want the Astro City Rocket Slide reconstructed at
Huset Park.
READING OF THE MINUTES
Motion by Melin, seconded by Fowler that the reading of the minutes from
the June 16th and June 30th, 1982, meetings be dispensed with and accepted
as written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Petkoff, seconded by Melin that the bills be paid out of the
proper funds. All ayes, motion carried.
With members present from the group that circulated the petition regarding
the reconstruction of the Astro City Rocket Slide at Huset Park, that
subject was taken up by the Board first.
PETITION ABOUT PLACING OF ROCKET SLIDE AT HUSET PARK
Hollom read the petition aloud to the Board, which was first presented
to the City Council. Petkoff stated that the City Council's only action on
this matter was to hand it over to the Park Board for their recommendation.
Hollom stated again, that the Board's recommendation earlier this year
was to dismantle the slide and sell the parts to surrounding communities
for salvage. After the Board's recommendation, the City Council stated
that they would not accept that, and that the Park Board should determine
an area where the slide could.be transferred to. The Board then listened
to the concerned citizens' opinions about the slide. Salsbury asked what
their main concern was, and they replied safety. He then asked whether
they would object to the playground equipment if it were repaired and
improved, or for that matter, even a portion of the equipment. They
responded that they would, and would rather see the money spent on
smaller (height wise) equipment in the park. If it was bad enough that
it could not be repaired and left in place at Keyes Park, whey should
the people around Huset be the recipients of it?

Motion by Fowler, seconded by Melin to pass on the following recom-
mendation to the City Council: Not to reconstruct the play steucture
in any park within the City and that the structure to be sold if possible
and salsvaged if not possible.
The Park Board secretary is also to send a letter to the Columbia Heights
Lions Club explaining their recommendation to the City Council.
The Board now returned to the regular agenda.
OLD BUSINESS
PLACEMENT OF PLAYGROUND EQUIPMENT
A. Wood Structure in Storage:
The Jaycees~are in the process of assembling the wood structure
and they will be installing it at Keyes Park on August 28, 1982.
The other structure will also be installed at the park decided
upon by the Park Board at tonight's meeting.
After discussion, motion by Petkoff, seconded by Murzyn that the
wood structure that we presently have in storage be constructed
at McKenna park. All'ayes, motion carried.
B. Review of Various Equipment for Mathaire Park:
It was stated by Melin that anything added to Mathaire Park should
be installed between the swing set and the building.
Salsbury then passed around catalogues of various types of playground
equipment and their costs. Discussion then came up about the money
that will be given to the Park Department in lieu of receiving a land
grant from the selling of Columbia Junior High/Wargo Park. The
money figure will be a little over $81,000. If the money :is actually
given to the Park Board, Hollom suggested that a new bridge be
installed in place of the floating bridge presently at LaBelle Park
with a portion of the money. Discussion was also brought up about
the future of the lights at the Columbia Junior High hockey rink.
If the Park Department indeed does have possession of the lights,
it was mentioned that they be removed and transferred to another
area. Motion by Murzyn, seconded by Petkoff that the lights be
transferred to Mathaire hockey rink. All ayes, motion carried.

B. Review of Various Equipment for Mathaire Park (cont.):
Getting back to equipment for Mathaire Park, an imaginative type
of structure should be purchased, (large tires, painted culvert
piping, etc.) which could possibly be cost efficient also. The
Park Board is planning on asking the City Council permission to
use some of the funds that were going to be used to resurface the
Huset west tennis courts and purchase the new p]aystructure.
Motion by Fowler, seconded by Melin that from $4,000 to $5,000
of the money budgeted for resurfacing of tennis courts be made
available for a p]aystructure at Mathaire Park and that the
structure purchased be left to the discretion of the Public Works
Director to choose a suitable, yet safe piece. All ayes, motion
carried.
BUDGET FOR 1983
Salsbury stated that he wants to know when the Park Board would like
to meet prior to going before the City Council to discuss the Budget.
It was agreed upon by the Board members that the meeting with the City
Council will have to be sometime after the Public Hearing on September 1st.
In the meantime, Hol]om will meet with Salsbury to organize the materials
and set up the final date to meet with the City Council.
RESTROOM POLICY IN PARKS~
Salsbury reported to the Board that there has been no real problems with
leaving the restrooms open in the parksrthis past summer. The only
recurring problem area is Southwest Park. Hotlom indicated that we
should close that one up. Salsbury asked when the restrooms should
be closed, and the Board indicated sometime after the fall Recreation
programs, but no later than October 1, 1982.
NEW BUSINESS
REMOVAL OF HEDGE AT HUSET PARK JEFFERSON BUILDING
Motion by Murzyn, seconded by Fowler to table this item until the next
Park Board meeting, during which time, more evidence can be gathered as
to whether or not this hedge is a problem or a safety feature. All
ayes, motion carried.
IMPROVEMENT TO FLAG POLE AND GARDEN AT CITY OFFICE POINT
The V.F.W. was going to put in another monument at the City's garden point
giving recognition to the Korean/Vietnam War. This will involve moving the
flag pole slightly and installing a small walkway, with some additional
landscaping work done. This item has now been tabled by the V.F.W.

ESTABLISH CRITERIA FOR LIQUOR PERMITS IN PARKS
The City Co8ncil is asking the Park Board to set up some guidelines
for authorization of use of non-intoxicating malt liquor in the City
parks. The area of concern is defining "neighborhood groups and
public service organizations" It was agreed upon by the Board that
the definition should be worded as follows: "... families, company
employee gatherings or Civic Organizations within the community..."

Motion by Murzyn, seconded by Melin that the liquor permits be granted,
according to the rules a'nd regulations set forth by the Park Board, to

REQUEST FOR USE OF JPM HALL - JAYCEE WOMEN RUMMAGE SALE
Motion by Fowler, seconded by Murzyn to grant the Jaycee Women use of
the hall on September 8th from 8 PM to 10 PM, and September 9th from
8:30 AM to 7 PM for a rummage sale with fees being waived. All ayes,
motion carried.
REQUEST FOR USE OF JPM HALL - SENIOR HIGH SCHOOL FRENCH CLUB RUMMAGE SALE
Motion by Fowler, seconded by Petkoff to grant this group use of JPM Hall
on Sunday, September 26, 1982, for a rummage sale with fees being waived.
All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - JAYCEE & JAYCEE WOMEN SILVER ANNIVERSARY
Motion by Melin to grant these two groups use of JPM Hall on Saturday,
March 12, 1983, for their Silver Anniversary Celebration with full fees
being charged and also a security guard payment being included since
liquor will be present. Motion died for lack of a second.
Motion by Murzyn, seconded by Petkoff to grant these two groups use of JPM
Hall.on Saturday, March 12, 1983, for their Silver Anniversary Celebration
with rental fees being waived, although they will still be responsible for
the security guard fee. Roll Call: Ayes - Murzyn, Starcevic, Petkoff,
Fowler, Hollom. Nay - Melin. Motion passed by majority vote.

Motion by Melin, seconded by Petkoff to grant this group use of JPM Hall
on March 22, 1983, for their "Bunny Brunch", with fees being waived. Ali
ayes, motion carried.
REQUEST FOR USE OF dPM HALL - JAYCEE WOMEN SUPPER WITH SANTA
Motion by Petkoff, seconded by Fowler to grant this group use of JPM Hall
on December 15, 1982, for their "Supper with Santa", with fees being
waived. All ayes, motion carried.
REQUEST FOR USE OF JEFFERSON BUILDING - COLUMBIA HEIGHTS LIONS CLUB RUMMAGE SALE
Motion by Melin, seconded by Starcevic to grant this group use of the
defferson Building on September llth through September 21st, for their
Annual Rummage Sale with fees being waived. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - MINNESOTA CITIZENS CONCERNED FOR LIFE
Motion by Petkoff, seconded by Starcevic to grant this group use of
JPM Hall on May 23rd through May 26th for a rummage sale, with fees
being waived. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - VIKING SQUARES
Motion by Melin, seconded by Murzyn to den6 this request because of
]ack of availability of JPM Hall. Roil Call: Aye - Starcevic, Murzyn,
Me]in, Fowler, Hol]om. Nay - Petkoff. Motion passed on majority vote~
REQUEST FOR USE OF JPM HALL - FRIDLEY ALANO SOCIETY
Motion by Fowler, seconded by Melin to grant this group use of JPM Hall
on March 5, 1983, for their Annual Banquet. All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - STATE REPRESENTATIVE FUND RAISING BREAKFAST
Motion by Melin, seconded by Fowler to grant this group use of the hatl
on August 26, 1982, for a fund raisin9 breakfast, with fees being waived.
A11 ayes, motion carried.
REQUEST FOR USE OF JPM HALL - LIONS CLUB PIG ROAST
Motion by Petkoff to grant this group use of JPM Hall on November 12, 1982,
with a charge of one-half of the regular hall rental price, and also
paying the security guard fee. Motion died for lack of a second.
Motion by Murzyn, seconded by Petkoff to grant this group use of JPM Hall
on November 12,: 1982, with rental fees being waived, but they will still
be responsible for the security guard fee. All ayes, motion carried.

REQUEST FOR USE OF KEYES SOFTBALL FIELD - COLUMBIA HEIGHTS HIGH SCHOOL
Motion by Melin, seconded by Fowler, to gratn the High School use of
Keyes softball field for fall football, on the following schedule:
MONDAY AND WEDNESDAY 2:30 p.m. - 4:00 p.m.
TUESDAY, THURSDAY AND FRIDAY 2:30 p.m. - 5:00 p.m.
This schedule was arrived at because of a conflict with scheduled
Recreation Department activities. All ayes, motion carried.
A letter will be written explaining this matter, and also explaining that
the Board will address the spring scheduling later in the year, when they
have a better idea of the Recreation Department's program schedule.

GUIDELINE FOR ISSUING SPECIAL BEER PERHITS IN PARKS
The Park Board has developed a guideline for the City Council to use
in issuing special permits to use beer in the parks, as requested.
It is the recommendation of the Park Board that the wording in the
ordinance should be '~... families, company employee gatherings and their
families or Eleemosynary Organizations within the community...", instead
of the existing wording, '~... neighborhood groups and public 'service
organizations..."
