Salsbury, Public Works Director; Ernie Nelson; Fay Kluk of the Golden Age Club; Janet Larson of Robert Lee's Women's Fast Pitch Softbal.1 Team; Mel and Pat Robinson of the Columbia Heights Jaycees and Jaycee Women READING OF THE MINUTES Motion by Fowler, seconded by Starcevic that the reading of the minutes from the April 21, 1982, meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Petkoff, seconded by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. With representatives present, requests for use of John P. Murzyn Hall and softball fields were now presented to the Board. REQUEST FOR USE OF JOHN P. MURZYN HALL - GOLDEN AGE CLUB Faye Kluk presented her request for use of John P. Murzyn Hall on the first and third Thursday of each month for Golden Age Club meetings and get togethers. Motion by Murzyn, (who arrived at beginning of presentation) seconded by Starcevic to grant permission to the Golden Age Club for use of John P. Murzyn Hall on the basis that any conflicts that may occur with the Recreation programs will be worked out ahead of time on a schedule. Alt ayes, motion carried. At this time, Melin arrived at the meeting. With the entire Board being present, Hollom took this time to present Rejzer with a placque of appreciation for his services to the City of Columbia Heights Park Department and Park Board for the past five years. COLUMBIA HEIGHTS PARK BOARD MEETING MAY 19, 1982 REQUEST FOR SOFTBALL FIELDS - ROBERT LEE'S WOMEN'S FAST PITCH This group's original request was for use of Huset #3 on Friday nights. Being there is a conflict with that scheduling, the alternative of using field #5 was brought up. After much discussion, it was agreed that a schedule would be worked out by the Park Department to coincide with Stachel's schedule. Motion by Melin, seconded by Fowler to grant use of a softball field at Huset Park on Friday evenings providing an agreeable schedule is worked out with the other group. Roll Call: Fowler, Melin, Starcevic, Murzyn, Hollom - Aye. Petkoff - nay. Motion carried by Majority vote. JAYCEES VOLUNTEER WORK FOR PARK DEPARTMENT Mel and Pat Robinson, representing the Columbia Heights Jaycees and Jaycee Women were present to express their groups' intention to do work in the parks again this summer. Their main issue is placing the two wooden play structures in the parks this year. They were told that one play structure will replace the rocket slide at Keyes Park. It will be possible to install that structure no later than August, 1982. The site for the other structure will be decided upon by the Park Board after their annual tour of the parks in July. The City will be responsible for the installation of the footings and/or foundation. The Jaycees and Jaycee Women will be putting together the structures before they are installed on the foundations. It was also noted that sand will be put under these play structures. Salsbury also brought up the fact that the arbor area at Sullivan Lake Park Development is in need of some stain. The work would probably take one day to complete. The Robinsons informed the Board that they will bring up the idea at their meeting tomorrow, and get back to Salsbury regarding their decision. The group would also like to have a clean-up at LaBelle Park as they have in the past, although this year, they would like to include Sullivan Lake Park Development in their clean-up. Salsbury stated that this would be very helpful to the City also, since there is going to be a dedication ceremony at Sullivan Lake Park Development in August. If agreed upon by the Jaycees and Jaycee Women, the Clean-up work and also the staining work would be done in time for the dedication ceremony. OLD BUSINESS LABELLE PARK APPRAISAL Salsbury stated that the appraisal for the easements for fencing on the east side of LaBelle Park would be approximately $200.00 per lot. After discussion, with the cost of attaining a right-of-way and putting up a COLUMBIA HEIGHTS PARK BOARD MEETING MAY 19, 1982 LABELLE PARK APPRAISAL (CONT.) fence, the Board feets that the cost is too great to go ahead with this project. They do feel however, that there should be an extra man working part-time cleaning the side of the hill where debris is thrown. Motion by Melin, seconded by Murzyn to table the fencing item on the east side of LaBel]e Park indefinitely. All ayes, mot'ion carried. SATELLITES IN PARKS This item was approved by the City Council at their meeting on May 17, 1982, and the money will be taken out of the general unallocated fund. SOFTBALL TOURNAMENT, MAY 28-31, t982 The Jaycee Women have stated go the Park Board that they are sponsoring the tournament for Jessie's Lassies. Petkoff will talk to Janice Shear and explain that their group will be totally responsible in case of any damage or action against the rules set forth by the Park Board. She will also express the Board's being uncomfortable with the situation and that their group might want to be more involved with the tournament than previously planned. LABELLE PARK BASKETBALL COURT P.J. Gaughan, contractor for the condominiums in LaBetle Park has made an offer to the City to incorporate the basketball court into a combination basketball/tennis court. Motion by Petkoff, seconded by Starcevic to allow P.J. Gaughan to begin construction to incorporate the basketball/tennis court area with the following stipulation: it should, be noted with the Association that they will maintain the court, but it shall also be specified that the area is park property and not their's, even though they will be maintaining the surface. Also, any time the City decides that this area is unwanted, they can return it to its original state. Roll Calt: Starcevic, Petkoff, Fowler, Melin, Hollom - aye. Murzyn - nay. Motion carried by majority vote. NEW BUSINESS CiTY SHADE TREE PROGRAM Rejzer explained that monies were left in the Budget for tree removal but not for tree replacement. The City has entered into a contract with Bluemel's Tree & Landscape Service, Inc., for tree and stump removal for 1982, but there will be changes in this year's removal program because of the following: there is no longer a Minnesota State Shade Tree Program in operation. They will keep the laboratory open for disease testing, but that is alt. Because of this change, the City Council has made a resolution that if there is a private tree marked for removal by the City because of COLUMBIA HEIGHTSi. PARK BOARD MEETING MAY 19, 1982 CITY SHADE TREE PROGRAM (CONT.) diseas'e,'the City will pay up to 50% of the removal costs. We will still be conducting City-wide inspections~and will also do spot inspections on an availability basis. For removal of private trees that are diseased, the owner has the option to remove the tree himself, contract someone else to do the work, or give the City the go-ahead to have our Contractor do the work. The City will inspect the area upon completion and if everything meets the City's satisfaction, we will pay the Contractor and then bill the property owner for his 50% of the removal costs. NORTHWESTERN BELL - LABELLE PARK Northwestern Bell is requesting permission to place buried cable on park property to connect phone service to the new 72-unit apartment building. Motion by Petkoff, seconded by Fowler to allow Northwestern Bell permission to bury cable for service to the apartment building on park property. All ayes, motion carried. LANDSCAPING AT JOHN P. MURZYN HALL H.B. Fuller has donated monies to the Columbia Heights Jaycees in order to do some landscaping work in front of John P. Murzyn Hall. The Park Department will provide some help in drilling holes for trees that are to be planted, but otherwise, the Jaycees (with the help of some of the people from H.B. Fuller) will be doing the majority of the work. They will begin actual planting on Friday, May 21, 1982, and are going to be completed on Saturday, May 22, 1982. The Jaycees will be providing all the materials and labor as an Arbor Day project. ERNIE NELSON REQUEST FOR WOMEN'S SLOW PITCH SOFTBALL LEAGUE IN COLUMBIA HEIGHTS Mr. Nelson has six women's teams interested in forming a league in Columbia Heights. They would like to use Huset #3 on Tuesday and Thursday evenings of each week beginning at 8:00 p.m. The Recreation Department has soccer on field #3, but they finish at 7:30 p.m., so there is no conflict present. Motion by Melin, seconded by Fowler to grant this group use of Huset #3, on Tuesday and Thursday evenings after 8:00 p.m., for a Women's Slow Pitch Softball League. All ayes, motion carried. LETTERS & REQUESTS LIQUOR PERMITS Motion by Melin, seconded by Murzyn that the liquor permits be granted, according to the rules and regulations set forth by the Park Board, to the following: Theresa Johnson, 217 - 57th Place, Fridley; Michelle lacarella, 7254 - 72nd Lane North, Brooklyn Park; LeAnn Reber, 2208 Madison Street N.E., Minneapolis; Rachel Riccard, 1605 - 68th Avenue N.E., Fridley. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING MAY 19, 1982 SUMMER SCHEDULE CHRISTOPHER TOASTMASTER All dates look fine. They will be scheduled for another year in the porch area at John P. Murzyn Hall. REQUEST FOR USE OF HUSET PARK - HONEYWELL PICNIC Motion by Murzyn, seconded by Petkoff to grant the Honeywell employees use of Huset Park on June 1st or 2nd (pending weather conditions) for their employee picnic. All ayes, motion carried. They are to be informed about the new ordinance for beer in Huset Park. They will be advised that they should get permission from the City Council to have beer in the park. They will also be informed that they should douse the coals they will be using until they are completely out and cool and then dispose of them in the dumpster. LABELLE PARK WEDDING Motion by Petkoff, seconded by Murzyn to grant permission for use of LaBelle Park to hold a wedding ceremony on July 17, 1982. All ayes, motion carried. (They will be informed by our office to contact the Metro Mosquito Control regarding spraying of the park beforehand.) REQUEST FOR USE OF JPM HALL - V.F.W. POST #230 Motion by Murzyn, seconded by Fowler to grant the V.F.W. use of the hat1 on July 2, 1982, for a fund raiser with fees being waived. They are still required to pay the $60.00 fee for the security guard. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - THE MINNESOTA DANCELINE Motion by Murzyn, seconded by Petkoff to grant this group use of John P. Murzyn Hall on August 29, 1982, for a styte show. All fees will be waived. All ayes, motion carried. REPORTS PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION Melin stated that with no meeting this month, there is nothing to report. PARK SUPERINTENDENT REPORT There is still work being done on the Jefferson Building to repair the fire damage. There is approximately one more weeks worth of work to be done. * Softball is now into full swing. * Silver Lake Beach is openin9 on June 11, 1982. This means the wading pools will probably open on June 7, 1982.
