Electric Softball Team, John Moneta and Fredrick V. Salsbury, Public Works Director READING OF THE MINUTES Motion by Melin, seconded by Murzyn that the reading of the minutes from the March 17, t982, meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Melin, seconded by Murzyn that the bi]is be paid out of the proper funds. Al] ayes, motion carried. With representatives present, the request for permission to hold a softball tournament by one group was now presented to the Board. REQUEST FOR SOFTBALL TOURNAMENT - GLYNN ELECTRIC Motion by Melin, seconded by Starcevic to grant permission to Glynn's N.E. Electric softball team to hold a softball tournament on June 5 & 6, 1982. They will be charged the private rate. Ali ayes, motion carried. OLD BUSINESS POLICY FOR BEER IN HUSET PARK Cop'ies of the newly revised City Ordinance pertaining to beverages in Huset Park were distributed in the meeting packets. This was then read through, and the subject of the special permit for beer in the park was brought up. Such permits should be worded so as not to allow any 9lass bottles in the park. LABELLE PARK ACQUISITION OF EASEMENTS Motion made by Murzyn, seconded by Melin to table this item until next month's meeting. Motion then made by Meiin, seconded by Petkoff to 9et an appraisal on the general cost of the project to be discussed at the next meeting, All ayes~ both motions carried. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 21, 1982 PRESENTATION BY JOHN MONETA John Moneta, a property owner in Columbia Heights, came to the Park Board for advice and permission regarding landscaping around his property, which also borders the south hill of Gauvitte Park. After the proposed apartment building is finished, Mr. Moneta plans to do some landscape work around the property, which will also include some of the park property. It was the concensus of the Board that when the time comes for such work, Mr. Moneta will get in contact with Fred Salsbury to firm up the type and location of such trees, shrubs, etc., to be planted. NEW BUSINESS RESTROOMS - SATELLITES OR PARK BUILDINGS All monies usually budgeted for satellite usage in the parks has been taken out'of the 1982 Budget. Discussion was held regarding using some of the park buildings' restroom facilities, but this presents a problem since few buildings have an outside access to the restrooms. The Board recommended that Petkoff return to the Council with the following request: That the Council reinstate enough funds in order that the Park Department may rent four (4) satellites to be put in key areas this summer. Those areas being at the .Huset wading pool, the McKenna wading pool, (1 each), and two (2) at the Jefferson building (now so badly damaged by fire that restrooms are inaccessable). 1981-82 SKATING SEASON REPORT Rejzer explained the report, detailing items to the Board; such as the graphs, tables, and most importantly, the I~user'~ section. LETTERS & REQUESTS LIQUOR PERMITS Motion by Me]in, seconded by Petkoff that the liquor permits be granted, according to the rules and regulations set forth by the Park Board, to the following: Columbia Heights Credit Union, 911 - 40th Avenue N.E., Columbia Heights; Tonia Hattouni, 1406 Jefferson Street N.E., Minneapolis; John Kempainen, 6620 - 14th Avenue South, Minneapolis; Lynn Elmer, 3554 Oliver Avenue North, Minneapolis; My]es Durand, 940 Sylvia Lane, Shoreview; Duane Giesen, 225 North Wilder, St. Paul; Florence Elmatti, 138 - 5th Avenue N.E., Minneapolis; Leslie Bender, 10888 Trenton Lane, Maple Grove; Debbie Delaney, 2350 Erin Court, New Brighton; Janice Larson, 6390 - 7th Street N.E., Fridley; Wendy Kitt]eson, 4230 Colfax Avenue North, Minneapolis; John Kedrowski, 5741 - 7th Street N.E., Fridley. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING APRIL 21, 1982 REQUEST FOR HUSET PARK - LION'S CLUB JAMBOREE Motion by Starcevic, seconded by Petkoff to grant the Columbia Heights Lion's Club use of Huset Park on June 24 - 27, 1982, for the Columbia Heights Jamboree. All ayes, motion carried. Petkoff will mention to the City Council that the Park Board would again like to split the cost of the satellites with the Lion's Club during the Jamboree. REQUEST FOR SOFTBALL FIELDS N.E. YMCA Motion by Melin, seconded by Murzyn to grant the UMCA use of Keyes and Prestemon softball fields on Friday nights between April 30th and August 6, 1982. All ayes, motion carried. REQUEST FOR HORSESHOE COURTS AT SULLIVAN LAKE PARK Starcevic explained that two different groups have come up to him, questioning whether or not there would be horseshoe courts put in at Sullivan Lake, expressing their hope that there would be. Motion by Melin, seconded by Starcevic to make an attempt to put in horseshoe pits in Sullivan Lake Park Development, in an area approved of by Salsbury. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - V.F.W. POST #230 Motion by Murzyn, seconded by Melin to grant the V.F.W. use of John P. Murzyn Hall on December 5, 1982, for their annual ChildrensI Christmas Party, and again on May 6, 1983, for their Installation of Officers, with fees being waived. All ayes,~motion carried. REQUEST FOR USE OF JPM HALL - HONEYBELLES Motion by Melin, seconded by Murzyn to grant the Honeybelles use of the John P. Murzyn Hall on the dates requested for their district meetings. Full rental rates will be charged. All ayes, motion carried. REPORTS PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION Melin informed the Park Board that the School Board has given the Park Department the lighting system at the Columbia Junior High School hockey rink. Me]in ~hen brought up Recreation's Dog Obedience Classes. It was the concensus of the Board that such a class would not be tolerated in a building that harbors a kitchen and cooking facilities. There was a motion by Melin, seconded by Murzyn to change the building po]icy to COLUMBIA,HEIGHTS PARK BOARD MEETING APRIL 21, 1982 PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION (CONT.) state that "no animals shall be allowed in John P. Murzyn Hall, with the exception of seeing eye dogs". All ayes,' motion carried. Going further, the Board would.not like to see these cl~asses continued outside in the park either. Rejzer will inform the Recreation Department as soon as possible. PARK SUPERINTENDENT REPORT Rejzer informed the Board that his last full official day as Park Superintendent of the City of Columbia Heights would be May 28, 1982. Rejzer then explained the si'tuation regarding the defferson Building to the Board. Damages from the fire still haven't been rectified. An estimate has been received for damage, and the insurance company looked at the building again to verify the damage estimate; at which time the adjuster and the agent were to .get together to discuss the situation and then get back to the City. As of this meeting, the City still hasn't heard from the Home Insurance Company about repairs. Since the building will not be ready for this year's softball tournament season, it was moved.by the Board to charge rental fees for the use of the pressboxes as canteens. Motion by Melin, seconded by Petkoff to place the rental price for use of the pressboxes during softball tournaments as $10.00 per day for private groups, and $10.00 per tournament for organizations. All ayes, motion carried. The scoreboard for Huset #3 was discussed (repairs have been made and the board is in good working condition) and Rejzer asked Murzyn if the Lions Club would be willing to'donate a paint job on the board again this year. Murzyn will talk to the Lions Club and get back to Rejzer. The Men's Softball League will be starting their regular season in May. This year there are 45 trams in A, B & C League. Spring soccer league is starting. Ground is still too wet to paint boundary lines, but when conditions permit, they will be painted. Huset West Tennis Courts are in poor shape. Entire surface needs to be relayed - spot repairs will not meet requirements for good playing surface. GENERAL DISCUSSION Salsbury brought up the following points to the Board on the suggestion of the City Council: * Rejzer's position with the Park Board might now be replaced with the Recreation Director. Murzyn Halt. * Scheduling of all park activities will be taken on by the Recreation Department. ADJOURNMENT Motion by Melin, seconded by Starcevic to adjourn. All ayes, motion carried.
