HomeMy WebLinkAboutDecember 16, 1981COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 16, 1981 ROLL CALL Members Present: William Hollom, JoAnn Melin, John Starcevic, John Murzyn, Watter Logacz, Thomas Rejzer Members Absent: Jim Fowler A1 so Present: Mrs. Beverly Stearns and Malcom Watson, representing the Square Dance Group; and Fredrick V. Salsbury, Director of Public Works. READING OF THE MINUTES Motion by Melin, seconded by Starcevic that the reading of the minutes from the November 18, 198t, meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Murzyn, seconded by Melin that the bills be paid out of the proper funds. All ayes, motion carried. With representatives present, the request for use of the JPM Hall by the Square Dance Group was now presented to the Board. REQUEST FOR USE OF JPM HALL - SQUARE DANCE GROUP After dis~sussion by the Board it was agreed that the first request for use (Wednesday evenings from June 16, 1982 - August 25, 1982) could be accepted in the following manner: Motion by Melin, seconded by Murzyn that Rejzer talk to Recreation to check on the feasibility of scheduling this event into the hall on the given dates, and grant this group use of the hall, pending no conflicts with Recreation scheduled events. All ayes, motion carried. 'The second request was denied by the Board due to scheduling difficulties on the nights requested. At this time, the agenda returned to its standard format. OLD BUSINESS ORGANIZATIONAL RENTALS OF JPM HALL Rejzer stated that this subject was not put into a motion at the last meeting, and suggested it should be done so at this meeting, (Regarding community groups, and rental fees being charged to them if they book an event at JPM Hall on a Saturday or Sunday.) Motion by Melin, seconded by Murzyn to formalize the motion into the minutes for the organizational rentals of JPM Hall. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 16, 1981 JPM HALL RESTROOMS Rejzer informed the Board that at the City Council meeting of December 14, 1981, the remodeling bid for the women's restroom at JPM Hall was approved and awarded to Nedegaard Construction, providing all the proper documents are supplied to the Park Department, Work can start anytime after December 19, 1981. The starting date for this con- struction will depend on the availability of materials and what can be done in certain periods of time while still eaving the restroom operable. Motion by Melin. seconded by Murzyn to confirm 'the Board's telephone vote to recommend the award of the remodeling bid for the women's restroom in JPM Hall to Nedegaard Construction based on low, responsible bid. All ayes, motion carried. 1981-82 SKATING/HOCKEY SEASON Rejzer reported to the Board that at the City Council meeting of December 14, 1981, the Park Department was informed that all the rinks would be open again this season. With that information, many things were done to prepare for the opening of all rinks and warminghouses this year. Utilities and other services were called and ordered, warminghouse attendants were called to come in, and weekend rink maintenance workers were hired, NEW BUSINESS LABELLE PARK EASEMENTS P.J. Gaughan has asked for an easement to maintain the retaining walls that they are building in the park, also for a sewer line coming out of the building. This would be a 35~ easement from the cul de sac to 40th Avenue, Rejzer stated that if the easement were approved and granted by the Board, the complete restoration of any park land in the easement area should be included in writing in the easement contract. Hollom stated there should be no problem with the size of the easement as long as the restoration factor is agreed upon. Motion by Melin, seconded by Logac~ to grant the easement with the addition of language in the easement agreement requiring complete restoration of any land damaged because of the work done to maintain the retaining wall. Work shall be completed to the satisfaction of the Park Superintendent. All ayes motion carried. At this time, the meeting was interrupted by the Recreation Commission as they made their presentation of a plaque to commemorate the service of Walter Logacz on their board, Chairman Hollom then presented a plaque on behalf of the Park Board to Walter Logacz commemorating his years of service on the Park'Board. COLUMBIA HEIGHTS PARK BOARD.: MEETING DECEMBER 16, 1981 LETTERS & REQUESTS LIQUOR PERMITS Motion by Murzyn, seconded by Melin that the liquor permits be granted, according to the rules and regulations set forth by the Park Board, to the following: Mary Waldoch, 32 N.W. 98th Lane, Coon Rapids; Kevln Wittinger, 5005 - 5th Street N,E., Columbia Heights; Paul Swenson, 3404 - 31st Avenue N.E., Minneapolis; Charles Petersen, 14870 - 18th Avenue North, Plymouth; Ann Golob, 4233 Newton Avenue North, Minneapolis; Mary Downing, 2900 East 55th Street, Minneapolis. All ayes, motion carried. REQUEST FOR USE OF JPM HAEL CUB SCOUTS PACK #52 Motion by Murzyn, seconded by Me]in 'to grant them use of the JPM Halt on the basis that Rejzer negotiate a date with the group tha~ is mutually agreeable and available. Ali ayes, motion carried. PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION REPORT Melin stated there was no meeting of the Recreation Commission tast month, although there remains a possibility of a joint meeting with the Park Board in January. PARK SUPERINTENDENT REPORT All rinks presently being worked on'for opening, If the 'weather stays cold, everything should be finished for opening during the Christmas weekend. Special priority' will be placed .on the four that were started early, and Keyes. Hockey rinks will also receive special attention. ADJOURNMENT Motion by Melin, seconded by Logacz to adjourn.
