Salsbury, Public Works Director READING OF THE MINUTES Motion by Melin, seconded by Murzyn that the reading of the minutes from the Oc~obe~r 21, 1981, meeting be dispensed with and accepted as written. Alt ayes, motion carried. PAYMENT OF THE BILLS Motion by Metin, seconded by Murzyn that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS ASTRO CITY - KEYES PARK Chairman Hollom mentioned that he had been called by Pat Fugina of the Columbia Heights Sun Newspaper, and he had indicated to Mr. Fugina that the Astro City/Keyes Park play structure would be taken down next spring, and moved to a new location in Huset Park. When it is erected in Huset Park it witt be repaired and parts replaced as needed. The rest of the Park Board agreed that this is a proper and accurate indication of the intent of the Board. It was noted that the City Council had approved up to $5,000.00 be expended on the repair of the equipment and that $2,500.00 be allocated from the general unallocated fund and $2,500.00 be used from unexpended Park Department funds. JPM HALL RENTAL RATES Rejzer presented a copy of the new Rental Policy pamphlet that will be handed out to those respective hall renters. The Park Board liked the form and felt it was a good way to present information to individuals. NEW BUSINESS 1981-82 SKATING & HOCKEY SEASON The 1981-82 skating and hockey season was discussed to some depth. It was pointed out that because of anticipated shortfalls in State-Aid funds, the City will have to make some drastic cuts in the operating budgets of various departments. It was pointed out that one area that would probably have to be cut considerably is the skating Finks. RejzeF read to the Board a memorandum from the City Manager indicating the extent of the revenue shortfalls, and indicating that cuts will have to be made in the operating budget per instructions from the City Council. He indicated some possible areas as far as prioritizing cuts as presented by the City Manager in his memo. High on this list of priorities were labor intensive seasonal programs, such as maintenance of skating areas. A discussion pursued concerning the use of the skating areas. It was felt because of the information concerning usage, that four (4) skating rinks should'be maintained in operation this coming year. They are: Huset, Mathaire, McKenna and Ostrander. It was pointed out that we might have to eliminate all part-time attendants at the park buildings themselves, that are used as warming houses. It was the general feeling of the Board that if warminghouses were going to be open, that an attendant should be on duty. Otherwise, the warminghouses should be closed. Motion by Melin, seconded by Fowler that Huset, Mathaire, McKenna and Ostrander be kept open this winter and that the warminghouses be opened with the following hours: Weekdays 6PM-8PM; Saturdays 1PM-5PM; Sundays 1PM-5PM, Christmas Eve 1PM-4PM; New Year's Eve 1PM-4PM; closed Christmas Day and New Year's Day; and during Christmas vacation the warminghouses will be open 1PM-5PM. All ayes, motion carried. LETTERS & REQUESTS LIQUOR PERMITS Motion by Mruzyn, seconded by Melin that the liquor permits be granted, according to the rules and regulations set forth by the Park Board, to.the fOllowing: George Fischer, 1522 Berne Road, Fridley; Sandy Jarl, 5504 Girard Avenue North, Minneapolis; Don Carson, 7221 Humboldt Avenue North, Minneapolis; Eugene Gimpl, 251 Twilight Terrace, Circle Pines; Donna McCollow, 414 Plymouth Road South, Minnetonka. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - HYLANDERS 4-H CLUB Motion by Murzyn, seconded by Fowler to allow all dates as presented in their letter dated November 2, 1981, for use of the porch area. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - PROJECT R.E.A.C.T. Motion by Murzyn, seconded by Melin to deny the request because the hall is in use at that time. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MEETING NOVEMBER 18, 1981 Page 3 REPORTS MISCELLANEOUS REPORT Rejzer is requested to put together a letter to the Jaycees and Jaycee Women asking them to schedule their activities during the week rather than on weekends. It is felt that from this date (November 18, 1981) forward, that a policy be established to charge for all weekend dates. It was pointed out that the reason for establishment of a policy of this type is because the weekends are the most desireable dates for reserving the hall and consequently, are the money-making dates; and with the declining revenue available to the City, we must begin looking at these options. PARK BOARD REPRESENTATIVE TO RECREATION COMMISSION REPORT Melin reported that the Recreation Commission had to cancel the joint meeting established for tonight; that we would reestablish the date, if agreeable 1:o January 20th, the regular meeting of the Park Board. All members agreed that the 20th was a good date and the joint meeting would be held after the regular Park Board meeting. PARK SUPERitNTENDENT REPORT Rejzer reported that the specifications were wri'tten for the bathroom in Murzyn Hall and that the advertisement has been sent to the papers. The project should be let in early December. He also reported that the backstop had been awarded, that work would commence shortly on field #1.
