READING OF THE MINUTES
Motion by Murzyn, seconded by Fowler that the reading of the minutes
from the September 16th meeting be dispensed with and accepted as
written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Murzyn, seconded by Melin that the bills be paid out of the
proper funds. All ayes, motion carried.
OLD BUSINESS
ASTRO CITY - KEYES PARK
Discussion was held again regarding the relocation of the Slide structure.
Rejzer stated that if the slide were relocated in another nei'ghborhood
park, the same problems would arise. He then showed a drawing of some
of the areas in Huset Park where the §]ide might be put. They were
as follows:
1.) Behind JPM Hall, near the other playground equipment;
2.)
East of the Huset East tennis courts, (although this
area might be a tight fit and the noise may be a
problem with the tennis courts being so close), or;
3.) Near the east parking lot of Huset field #5, where
the old swing structure used to be.
Melin then asked how much it will cost to take down, repair and reconstruct
the slide. She thought that this should be brought up to:the Council to
make sure that they want to hold to the relocation decision. Rejzer will
make up an estimate for take-down time, repairs and cost to reassemble
at new location; this will then go to the City Council before any dis-
assembling takes place. Rejzer then stated that a location should be
agreed upon from the choices given. This will then be taken into con-
sideration when figuring the cost-estimate. Motion by Melin, seconded
by Murzyn to relocate the structure to the area east of the Huset east
tennis courts. All ayes, motion carried. No alternative site was suggested
since any other area would present the same problems as ~those presently
being encountered. This choice will be given to,the City Council explaining
that the Park Board has selected a site in Huset Park for the slide,
and barring any unforeseen complications, wilt be removed this fall,
~air~d and reconstructed again i:n the ~pring of 1582. It was agreed

upon by the Board that before any disassembling occurs, the amount and
availability of repair parts will be checked into and a cost estimate
be prepared. The reason for the delay in reconstruction until the
Spr[ng of 1982 results in a combination of the following: Availability
and shipment time for repair parts, weather conditions and manpower
available for the project.
JPM HALL RENTAL POLICY
Motion by Melin, Seconded by Murzyn to accept the new rental policy,
with the exception, that the old rental rates be maintained at $2~5.00,
$250.00 and $275.00 for their appropriate rental times, but the addition
of fee charges for the use of the Columbia Heights Park Board appointed
Peace Officer be adopted. Also, an addition of "MINIMUM 4 HOURS" be
put in the policy alongside the charge for the use of the Peace Officer.
This new policy to be effective as of 12:01 a.m., Thursday, October 22,
1981. All ayes, motion carried.
CAPITAL OUTLAY, CAPITAL IMPROVEMENT PROGRAM
Rejzer pointed out pertinent items on the C.I.P. for the members'
information. Special note was made of the items that were put into
the 1982 Budget. He also noted that this program is.-reevaluated
every year and each item is not held solid as to what is written
at the present time.
NEW BUSINESS
REPORT FROM PARK BOARD REPRESENTATIVE OF RECREATION COMMISSION
Melin stated that the invitation extended to the Recreation Commission
to attend the joint meeting in November was accepted.
HILLTOP PARK
This item was brought up by Salsbury. The main issue was, whether or
not the Park Board would be keeping the Hilltop Park open this winter
for skating season. Reason being, if the rink would remain open for
this year and years to come, a new and permanent natural gas line should
be run into the building. In the long run, this would be more cost-
effective than purchasing fuel from Texgas each year. (Total cost to
run this facility, including the approximate cost of propane from
Texgas, is $2,500.00.)
Motion by Melin, seconded by Murzyn to maintain the use of Texgas
since the long range view of Hilltop Park may include closing the
facility in the future. All ayes, motion carried.

Rejzer explained that advertisements for bids on this project will
be put out the last week of October. Concentration will be put on
the renovation of the women's restroom, which will include ceramic
tile on both the floor and walls, changing of the stalls to accommodate
the handicapped, changing of the porcelain stools to accommodate the
handicapped, installation of a vanity countertop with a mirror and
light above it, lowering the ceiling to 10', new lighting in the ceiling,
new sinks which will be equipped for the handicapped, and lowering the
vents. 'This work is proposed to be finished this year.

LIQUOR PERMITS
Motion by Melin, seconded by Fowler that the liquor permits be granted,
according to the rules and regulations set forth by the Park Board,
to the following: North Star Silent Lions Club; Patti Caesar, 7035
Stratford Echo, Woodbury; Sue DeGidio, 7616 VanBuren Street N.E.,
Fridley; Merle Norsten, 4530 Taylor Str-et N.E., Minneapolis; Armand
Fleury, 3912 Cleveland Street N.E., Columbia Heights; Linda Huber,
6676Channel Road, Fridle¥; Lee Monk, t740 Emerald Drive, New Brighton;
Tom Mattson, 670 Osborne Road, Fridley; Charles Pflipsen, 4915 7th
Street N.E., Cb]umbia Heights; Donald Novak, 2427 - 4th Street N.E.,
Minneapolis. All ayes, motion carried.
LETTER FOR REFUND ON HALL RENTAL
The Board received a letter from Kathy Terlisner and Kim Kauk requesting
the reimbursement of $56.00 from their hall rental fee. Hollom read
the letter to the Board, and Rejzer explained the situation as to his
involvememt.
Motion by Murzyn, seconded by Fowler to reimburse the renter for 1 hour
of rental time at $25.00, and for the two bags of ice they purchased
at $6.00, making the total refund amount $31.00. All ayes,lmo~ion carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS EMPLOYEES CHRISTMAS PARTY
Motion by Murzyn, seconded by Metin to grant the request for use of
the JPM Hall for their Employee Christmas Party, with the fee being
waived. All ayes, motion carried.
REQUEST FOR USE OF HUSET FIELD #5 - JAYCEES PUNT, PASS & KICK COMPETITION
Motion by Melin, secondediby Murzyn to grant them use of field #5 on
November 14th for their Punt, Pass & Kick competition. All ayes,
motion carried.

REQUEST FOR USE OF JPM HALL - JAYCEES "MEET THE CANDIDATES" EVENING
Motion by Murzyn, seconded by Starcevic to grant them the use of the
hall on October 27th, for their "Meet the Candidates" evening. All
ayes, motion carried.
REQUEST FOR USE OF JPM HALL IN 1983 - COMMUNITY WOMENS CLUB
Motion by Murzyn, seconded by Fowler to deny this request, informing
the group that such requests are usually only taken one year in advance.
All ayes, motion carried.
REPORTS
PARK SUPERINTENDENT REPORT
Posts are in for overthrow fence at field #5, also the posts
for the player benches have been installed and the benches
will be put in soon.
Rain has slowed down construction at Sullivan Lake Park
Development. The asphalt will probably have to'be layed
next year.
ADJOURNMENT
Motion by Melin, seconded by Starcevic to adjourn. All ayes,
motion carried.
