REPORT
SEPTEMBER 16, 1981

Members Present: William Hollom, Jim Fowler, John Starcevic, John

Members Absent: JoAnn Melin, Walter Logacz
Also Present: Fredirck V. Salsbury, Public Works Director
READING OF THE MINUTES
Motion by Murzyn, seconded by Starcevic that the reading of the minutes
from the August 19th meeting be dispensed with and accepted as written.
All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded by Starcevic that the bills be paid out of
the proper funds. All ayes, motion carried.
OLD BUSINESS
TOURNAMENT FEES
Discussion was held on the newly revised softball Tournament Policy and
Application form. Rejzer explained that when approved, copies will be
mailed to softball team managers from the 1981 league rosters. Motion
by Fowler, seconded by Murzyn to accept the new policy and application
for softball tournaments. All ayes, motion carrlied.
JPM HALL RENTAL FEES
A rough outline of general ideas and price changes were looked over
by Board members. Hollom suggested that thCs item be tabled until
the next meeting so that the Board has sufficient time to look over
the new proposals and make comparisons to the rental policy that is
in effect at the present time. Policies will be mailed to each Park
Board ~ember.
COMMUNITY WOMEN'S CLUB
This item was tabled until next meeting. The date of October 8, 1983,
will be t~etd until some decision is made regarding their request to
use the hall on that date for a Sa]ad Luncheon/Card Party. Motion by
Murzyn, seconded by Starcevic to table item until October 21st meeting.

NORTH STAR SILENT LIONS CLUB
Motion by Fowler, seconded by Murzyn ~o allow this group use of the
John P. Murzyn Hall on the date requested for a LasVegas night on
March 6, 1982. All ayes, motion carried.
NEW BUSINESS
CAPITAL OUTLAY - CAPITAL IMPROVEMENT PROGRAM
Salsbury explained that the program is a 5-year projection of purchases
and projects and that this now needs to be updated. The Board dis-
cussed the following list of project proposals to be considered for
the department's 5-year plan:
* Lights for Prestemon Park tennis courts.
* Moving a hockey rink from either Ostrander or Columbia Junior
High to Prestemon Park.
* Possible addition of bar area and restroom area onto John P.
Murzyn Hall. Proposed addition would be 50' X 80'.
MISCELLAENOUS ITEMS
KEYES PARK - ASTRO CITY PLAYGROUND EQUIPMENT
Indication from City Council to Park Board at their joint meeting of
.September 15, 1981, was to agree with the Park Boardls recommendation
to remove the structure. The Board still sta~ds by its initial
recommendation of removing the play structure and it will inform
the Council that the removal work will be scheduled to start on
September 29, 1981.
WAYNE'S PROTECTION
Salsbury brought up his discussions with Chief Anderson and Officer
Olson about a possible problem regarding Wayne. After discussions
of possible solutions, the concensus of the Board was to let Rejzer
and Salsbury handle the situation.

LIQUOR PERMITS
Motion by Murzyn, seconded by Fowler that liquor permits be granted,
according to the rules and regulations set forth by the Park Board,
to the following: Larry Benson, 18 - 91st Lane, Blaine; Dave Miller,
853 Maple Street, Spring Lake Park; Thomas J. Smith, 2831 Randolph
Street N.E., Minneapolis; Richard Ama.r, 6652 East River Road, Fridley;
George Reiter, 148 Territorial Road N.E., Minneapolis; Jean Eckman,

REQUEST FOR USE OF JPM HALL, HUSET PARK, BANDHSELL & JEFFERSON BUILDING -
COLUMBIA HEIGHTS FIRE DEPARTMENT
Motion by Murzyn, seconded by Starcevic to grant the Fire Department
use of the hall, park, bandshell and warming house on September 18 & 19,
]982, for their equipment display and 75th Anniversary Celebration.
All ayes, motion carried.
REQUEST FOR USE OF JPM HALL - COLUMBIA HEIGHTS 4H COMETS
Motion by Murzyn, seconded by Fowler to grant this group use of the
hall on the dates requested for their monthly meetings. All ayes,
motion carried.
REPORTS
PARK SUPERINTENDENT REPORT
* Huset East tennis court - sodding around courts has been completed.
* Work will be done on Huset field #5, outfield and infield.
* Backstop area will be reworked on Huset field #1.
Rejzer made note that Recreation football is now going to 9-man
teams, thus, they will be using only 1 size field, for both flag
· football and tackle football. This will save the Park Department
lining time, and will also give them time to work on #5 outfield.
* Installation of drainage system at Huset hockey and skating
rink is completed.
The top halves of the guard rail posts bordering the alley east
of Jefferson in Huset Park are being painted with fluorescent
base paint.
Rejzer suggested the joint meeting with the Recreation Commission
be rescheduled to the night of the regular Park Board meeting
on October 21, 1981.
Rejzer also recommended that Park Board members might take
walk around Sullivan Lake now that the pathway is walkable
.around the entire ]ake.

Motion by Starcevic, seconded by Murzyn to adjourn. All ayes, motion carried.
