HomeMy WebLinkAboutJune 17, 1981COLUMBIA HEIGHTS PARK BOARD MEETING JUNE 17, 1981 ROLL CALL Members Present: William Hollom, JoAnn Melin, Jim Fowler, John Murzyn, Walter Logacz, Tom Rejzer. Also Present: Fredrick Salsbury, Director of Public Works; 5 residents of .the 40th and Quincy Street area by Huset Park. READING OF THE MINUTES Motion by Logacz, seconded by Starcevic that the reading of the minutes from the May 2'7, 1981 meeting be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Logacz,'seconded by Melin that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS DEVELOPMENT OF HUSET PARK--EAST SIDE Rejzer informed the Board that the application for State and Federal funding on this project was recently reviewed and ranked with similar projects by other cities. It is highly unlikely that any funds will be available for the project since we were ranked eighth and the allocation cut-off only went down to fourth place. At this time, some residents of the 40th and Quincy Street area voiced their opposition to this development. These residents were also at the June 8th City Council meeting concerning their objection to the project and were recommended to attend the Park Board meeting when this item was on the agenda for discussion. The residents indicated that beer drinking, vehicular parking and late night noise and lights would present problems to them and their personal ]property. Hotlom then explained that the reason for this project was the present need of a lighted soccer field and that the Board felt the east side of Huset Park was a reasonable location for the field. Logacz stated that since funding assis- tance would not be available, the proposed project will have to be set aside anyway. Hollom also assured the residents that if present participant and spec- tator behavior at Huset Park softball 9ames 9ets too much out of control, further steps to discipline them will be taken. SULLIVAN LAKE SCHEDULE Rejzer stated that the bid opening for this project is July 8, t981. There will also be a pre-bid meeting for prospective bidders at the job site on June 23, 1981. About t4 specifications have been picked up at this time. COLUMBIA HEIGHTS PARK BOARD MEETING JUNE 17, 198l Page 2 TOURNAMENT FEES After a review of our present policy and those of surrounding communities dis- cussion was held on establishing new policies and fees for 1982. Motion by Melin, seconded by Fowler that the following be established as policy for tourn- aments beginning January l, 1982: $100 25 10 100 PER FIELD PER DAY RENTAL OF BUILDING PER DAY PER HOUR FOR LIGHTS DAMAGE/CLEAN-UP DEPOSIT There shall be no tournaments before May l, nor any after August 1. All requests shall be on the Park Board Agenda and all applicants shall appear in person at the Park Board Meeting. All ayes, motion carried. LABELLE PARK--EAST SIDE After a presentation by Public Works Director Salsbury, discussion was held and a recommendation made that the necessary steps be taken in order to obtain easements so that a fence can be installed between the private property owners on Circle Terrace and the LaBelle Park property. REMODEL RESTROOMS JPM HALL Logacz stated that the request to advertise for bids is on the agenda for the City Council meeting of June 22, t981. The awarding of the contract will be scheduled for the first week in August; 1981. REQUEST FOR BEER PERMIT--GAUVITTE PARK A request from Dorothy Baker, Columbia Heights resident near Gauvitte Park, for a permit to allow beer at a family picnic in Gauvitte Park, for a permit on Sunday, June 21, 1981. Motion by Logacz, seconded by Murzyn, to recommend the issuance of the permit. Roll vote: Hollom, Starcevic, Logacz, Murzyn, Fowler--aye; Me]in--nay. REQUEST FOR BEER PERMIT--GAUVITTE PARK Motion by Melin, seconded by Murzyn, to deny the request of PDI, St. Paul, MN for a beer permit at a company picnic in Gauvitte Park on June 28, 1981. All ayes, motion carried. At this time Logacz and Salsbury left to attend another meeting. USE OF FIELDS FOR GAMES BY SCHOOLS AND OTHER TEAMS Rejzer made a recommendation to the Board that we begin charging a service fee to the schools and other teams using our fields for their games. After discussion, the Board recommended that the schools be notified in writing that effective 1982 they will be required to provide bases for their games or be charged a service fee of $10.00 per game. Other teams not in the Columbia Heights Recreation leagues will be charged a service fee of $15 per game if the' wish the field to be dragged and lined; $10 per hour for lighting and an addi- tional $10 per game if bases are to be provided for their games. COLUMBIA HEIGHTS PARK BOARD MEETING JUNE 17, ]981 Page 3 JPM HALL--RENTAL FEES Rejzer presented a rough estimate of the 1'980 expenses as compared to the 1980 income for events held at.J.P.M. Hall. The Board requested Rejzer to provide a'recommended for rental fees at the next regular Board meeting. REQUEST FOR JPM HALL--COLUMBIA HE.IGHTS JAYCEES The Jaycee Men and Jaycee Women requested the use of J. P. M. Hall in 1981-1982 for their monthly meetings.~ The Board recommended that the officers of each organization attend the next Board meeting in order to become acquainted with Halt policy. KEYES PARK--ASTRO CITY PLAYGROUND Rejzer provided the Board with an estimate for repair work to be performed on the Astro City playground apparatus at Keyes Park. Motion by Murzyn, seconded by Melin to table the matter until next month in order that the members may take a ctoser look at the apparatus. All ayes, motion carried. 1982 BUDGET SCHEDULE Board members will meet at ;J. P. M. Hall on Tuesday, June 30, at 6:15 P.M. to begin a tour of the parks in order to gather input for the 1982 budget. Rejzer informed the Board that the budget is to be submitted to the Finance Director by July 15 and to be reviewed by the City Manager on July 21. LIQUOR PERMITS Motion by Melin, seconded by Fowler that requests for liquor permits be 9ranted in accordance with rules and regulations. All ayes, motion carried. RECREATION COMMISSION LETTER TO MEN'S SOFTBALL MANAGERS The letter written by the Recreation Department staff was reviewed and discus- sed. The contents of the letter referred to the messes being left in Huset Park by the Men's League Softball Teams and their fans. If some improvement was not seen in the near future $30 of their $]00 deposit fee would be for- feited. Motion by Fowler, seconded by Starcevic, that the Board agrees with the contents of the letter and that the Recreation Commission be so informed. All ayes, motion carried. GIRL SCOUTS--USE OF J. P. MURZYN HALL Motion by Starcevic, seconded by Melin that we allow the Girl Scouts use of the J. P. Murzyn Hall for their Father-Daughter Square Dance on Saturday, February 20, 1982 from 1t:30 to 3:30, fee waived. All ayes, motion carried. COLUHBIA HEIGHTS PARK BOARD HEETING JUNE 17, 1981 Page 4 PROGRESSIVE HANDLING, INC.--USE OF JPM HALL Motion by Fowler, seconded by Melin to grant Progressive Handling, Inc. use of the J. P. Murzyn. Hall for their annual Christmas Party on December 9, 1981 for the regular rental fee rate. Alt ayes, motion carried. ~FW POST #230--USE OF J. P. MURZYN HALL Motion by Melin, seconded by Starcevic to grant VFW Post #230 use of JPM Hall on December 20, 1981 for their annual Children's Christmas Party, and on May 14, 1982 for Installation of Post and Auxiliary Officers. All ayes, motion carried. In the confirmation letter it is to be noted that we are in the process of reviewing our rental fees and that they will be informed of any change that may affect their rate. WIRING FOR THE BANDSHELL Rejzer stated that new wiring has been installed in the bandshell and that it will be ready for use at the Jamboree. CLEAN-UP, LABELLE PARK Rejzer stated that only two people from the Jaycees showed up for the LaBelle Park Clean-Up Day last ~onth. Since it was such a poor turnout they will reschedule it for another time this year. SUMMER EMPLOYEES There are 6 part-time park laborers with salaries coming out of the City Budget, 2 beach concession people also paid through our Budget, and 2 people hired through the Anoka County Summer Youth Program.
