REVIEW OF SULLIVAN LAKE PARK DEVELOPMENT PROPOSED PLANS
Hollom opened the meeting reviewing the porposed target dates for the
Sullivan Lake Park Project. He indicated that if al1 matters could be
approved at this meeting, that there would be no need for the meeting
scheduled for May 7, 1981.
The Board then reviewed and discussed the follow ng aspects of the
development project:
Proposed Building:
Structure of building is as follows: Concrete face on building,
(horizontal lines on plan indicate standard type of concrete block;
vertical lines indicate the grooved type of concrete block). The
roof will be of the asphalt shingle type, there wi]] be no skylights,
no windows or towers and the base of the roof will be facia board.
There will be two (2) doors facing outside, a wall on the inside of
the door screening the inside of the rooms from direct view of anyone
outside, also there will be no drinking fountain on the outside of the
buildings, possibly there will be a fountain feature directly on the
basin. The fixtures would not be of the porcelain type such as those
in private homes, these would be of a more heavy-duty type.
The storage room opens up to expose the plumbing features. The lift
station will be the only area in the building that will remain heated
throughout the winter months.
The color's of the building would be the shade of browns and beiges
such as those of the other park buildings.
Building size is 30' X 40", in a block form. Cost of building is
estimated at $25-$30 per square foot.

The Park Department personnel will open the building in the morning,
and it will be locked up in the evening by Wayne during his rounds.
The Board then agreed that this is the type of building wanted for
this development project and approved the structure.
Tot Lot Playground Equipment:
The area for the Tot Lot Playground is essentially oblong in shape.
When chosing equipment for this area, factors of clearance should be
considered with regard to those set forth by the National Safety
Council. Rejzer showed an example of a wood structure that may fit
in with the scheme of the park. The cost of the structure would be
approximately $2,000. The Board discussed the piece of equipment,
and Melin thought the ladder portion was too tall (6'6"), and that
a shorter ladder or one of another type could be substituted, making
the structure safer for smaller children. The Tot Lot Play area
would also have an all sand base. All agreed upon the type of Tot
Lot Playground Equipment suggested.
Tennis Courts & Lighting
There will be two (2) courts of the same size as those in Huset east.
The courts will be lighted, and a walkway will be provided to the
entrance and also to the driveway. Rejzer suggested a 2' apron of
concrete surround the courts. The posts would be put into that
surface, thus limiting the asphalt from excessive cracks or breakage
occurring during settling, as seen on our other courts. Red and
green colored bituminous would be put on courts. Lighting would be
of the push button type, with system being set on 30-minute intervals.
Rejzer suggested the luminaire type lighting (such as that of Huset
Hockey rink( since courts are close to residential area. There would
be four (4) posts, with one (1) switch for each court.
Pathway Construction & Lighting:
Pathway was shown in detail, giving good reference of location of
facilities. Rejzer noted change to have a more noticeable entrance
to the park with a "sullivan Lake Park" sign marking actual entrance.
Differences in pathways was explained, i.e., pathway closest to lake
will be walkway, and one further away from lake will be bikeway.
Madigan then made presentation from engineering standpoint. He
explained that grades are such that if a pathway were put in in certain
areas, there would also have to be a retaining wall put in. Madigan
then pointed out these areas that would require a retaining wall.

The pathway option of the complete pathway around the lake has not
been resolved by the City Council as of this m~eting. It was men-
tioned that the Park Board's recommendation has been put to the
Council .and no decision has been made as of yet. Thus, the complete
system is shown on all drawings.
Madigan then showed a drawing of the bridge and a possible model of
one from a product brochure. Model shown has an estimated cost of
$20,000-$25,000. The bridge would be 1t0' long, not of the floating
type. tt was agreed that this type of bridge would be acceptable
for this park area.
Open Shelter and Arbor:
This arbor witl be similar to that of LaBelle Park. Angle irons
are provided so that posts can be bolted to concrete. The roof of
the shelter would be the Same as that of the building, and it would
also be of the pitched type. Columns will be "1~' beam steel, faced
with wood. The wood pieces would be replaceable if any damage occurred.
Joists would also be wood, same as the building. Concrete for arbor
area will be layed out like that of LaBelle. In open squares, instead
of plants and wood chips, bushes or shrubs would be planted and ground
cover would be allowed to 9row, replacing the wood chips.
Area under shelter will have a few scattered picnic tables~, of the
permanent type put in. There will be no tables under arbor, but there
will be benches. Melin brought up the idea of grills being put in
at some future date, adjacent to shelter.
Lighting:
The Board agrees that there should be lighting all around the pathway.
There should also be a fence (10~ high) installed on the south side of
the lake if the City Council decides to put in the complete pathway.
The Board agreed that the lighting around the pathway should be the
diffused type, giving more vision ahead of the pedestrian and/or
bicyclist. One universal type of lighting should be used throughout
the park development, thus reducing difficulty in purchasing replace-
ment parts, since all will be interchangeable.
The lighting will also be :kept on all night in pathway areas, reducing
and chart.ce for possible vandalism or acts of violence. This system wit1
be light sensitive such as street lights. This will also be the type
that is .going to be put up in LaBelle this summer, running from 40th
Avenue to 42nd Avenue.
It was decided that the bronze color lights should be purchased to
keep with the color scheme of the park.

Planting Scheme:
There will be many different types of trees planted in this development.
The Board agreed that the planting and landscaping scheme should be
left up to Rejzer's discretion.
Motion by Melin, seconded by Starcevic that the Board accept the
recommendation of the proposed plans for the buildi.ng, tot lot
playground equipment, tennis court construction, lighting for tennis
courts and pathways, pathway construction, bridge, arbor area and
planting scheme. All ayes, motion carried.
The Park Board again wishes to indicate its preference as to. the
elimination of the concept of the pathway on the south side of
Sullivan Lake.
Also, because of the Public Hearing being held on Wednesday, May 20, 1981,
the night of the regular monthly meeting of the Park Board, the Board
decided that the meeting will be moved behind one (1) week to May 27, 1981.
Motion by Fowler, seconded by Melin to adjourn. All ayes, motion carried.
