Also Present: Robert S. Bocwinski, City Manager READING OF THE MINUTES Motion by Melin, seconded by Murzyn that the reading of the.minutes be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Melin, seconded ~by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS LABELLE RECOMMENDATION TO COUNCIL The Park Board's recommendation was taken to the Council after the special meeting of March 5th regarding the turnaround at LaBelle Park. Option #Z was recommended by the Board and was als~ agreed upon by the Council. SULLIVAN LAKE RECOMMENDATION TO COUNCIL The Park Board's recommendati'on was taken to the Council after the special meeting of March 5th regarding the Board's recommendation not to construct the proposed pathway around the south side of Sullivan Lake. Letters were also sent to the homeowners to inform them of the Board's recommendation to the Council, There was no action taken on this matter, as the Council tabled this item at their meeting, NEW BUSINESS PART-TIME SUMMER EMPLOYMENT The following summer openings for the Park Department were discussed: SUMMER MAINTENANCE '(6) SILVER LAKE BEACH CONCESSIONAIRE (2) Job descriptions were reviewed, and further in-depth details were also discussed regarding the Silver Lake Concessionaire opening. C,E,T.A, employment was brought up by Murzyn. Rejzer explained that there will be a C.E,T,A. program this year consisting of workers being emp]oyec~ ~:or slx weeks w~t:~a ~ word:In9 ~aours a wee~.. COLUMBIA HEIGHTS PARK BOARD MEETING MARCH 17, 1981 Page 2 NEW SIGNS FOR PARKS Discussion was held on the proposed new signs and the following suggestions were made for changes: Sign (A) Silver Lake Beach: The Board would like Rejzer to check with the City Attorney concerning liability of the City for any swimming accidents that may occur during a time when the beach may be open, but the lifeguards were not on duty. Sign (C) Wading Pool Rules: Type of articles not allowed in pool should be specified (i.e. balls, floating devices, playtoys, etc.). PROPOSED NEW SIGNS FOR HUSET PARK c.) Alcoholic Beverages should be changed to BEER, also a stipulation should be stated that none (BEER) should be sold or distributed before noon on Sundays.. LETTERS & REQUESTS LIQUOR PERMITS Motion by Melin, seconded by Starcevic that requests for liquor permits be granted in accordance with rules and regulations. All ayes, motion carried. Permits granted to the following: Eugene McDonough, 3505 37th Avenue N.E.; Charles Kewatt, 636 48th Avenue N.E.; Martin Juricko, 2905 Townview Avenue; Columbia Heights LionszClub; Henry Saffert, 521 54th Avenue N.E.; Donald Hedin, 3036 Croft Drive, N.E.; Beverly Erickson, 4008 5th Street N.E.; Donald Pearson, 741 Kennaston Drive. REQUEST FOR HUSET #3 - GIRLS FASTPITCH SOFTBALL Motion by Melin, seconded by Starcevic to grant the Columbia Heights Girls Fastpitch Softball team use of field #3 on the days requested, providing there is no conflict .in scheduling with Recreation. All ayes, motion carried. REQUEST FOR BALLFIELDS - COLUMBIA JUNIOR HIGH Motion by Melin, seconded by Murzyn to grant Columbia Junior High's request for use of ballfields at Keyes Park only, and to allow them use from 3:15 until 5:30. All ayes, motion carried. REQUEST FOR TOURNAMENT - GIRLS FASTPITCH SOFTBALL Motion by Murzyn, seconded'by fowler to grant the Columbia Heights Girls Fastpitch Softball team use of fields #3, #4 & #5 on Saturday and Sunday, June 2Oth & 21st for a tournament. All ayes, motion carried. A letter will be written to them explaining that they must go through the City Council to obtain a food permit. COLUMBIA HEIGHTS PARK BOARD MEETING MARCH 17, 1981 Page 3 REQUEST FOR TOURNAMENT - SCREEN PRINTING Motion by Fowler, seconded by Murzyn to deny this request for a softball tournament. Reason being, our fields will be booked for too many con- secutiv~ weekends, and a break on this weekend is required to allow both field recovery and availability for the general public of Columbia Heights. All.ayes, motion carried. REQUEST FOR TENNIS COURTS - COLUMBIA JUNIOR HIGH Motion by Murzyn, seconded by Fowler to grant Columbia Junior High use of the tennis courts at Huset Park on the dates requested on the basis that one court be left open for public use. Ali ayes, motion carried. REQUEST FOR TOURNAMENT - THE SHARP SHOP Motion by Murzyn, seconded by Starcevic to grant the Sharp Shop use of fields #3, #4 & #5, and possibly Prestemon for a Co-Rec Tournament on June 10, 11 & 12, t981; and to add June 5th to the Sharp Shop's tourna- ment on June 6th & 7th. Ail ayes, motion carried. REQUEST FOR BALLFIELDS IMMACULATE CONCEPTION SCHOOL Motion by Murzyn, seconded by Starcevic to grant Immaculate Conception School use of fields requested for their softball and baseball games and practices, providing scheduling coincides with other requests. All ayes, motion carried. REQUEST FOR JPM HALL - COLUMBIA HEIGHTS JAYCEES Rejzer will write a letter to the Jaycees stating they may reserve the hall on April 11, 1981, providing they have worked the scheduling problem out with the Jaycee Women who had previously reserved that date. REQUEST TO BUILD BMX TRACK FOR BICYCLES Motion by Starcevic, seconded by Fowler to deny this request, reason being, the City of Columbia Heights simply does not have the space needed, nor does it fit into any future Capital Improvement Plans. All ayes, motion carried. REQUEST FOR USE OF JPM HALL - HONEYBELLES Motion by Murzyn, seconded by Starcevic to grant this group use of JPM Hall on the dates requested. Ail ayes, motion carried. (More information should be obtained about this group.) This group will be subject to the full rental rates. COLUMBIA HEIGHTS PARK BOARD MEETING MARCH 17, 1981 Page 4 USE OF LABELLE PARK FOR SMELT FRY Motion by Murzyn, seconded by Fowler to deny this request. A letter will be sent explaining that the park could not handle the expected 200 people, and that the area will be subject to construction work related to the Downtown Development. All ayes, motion carried. The V.F.W. has offered to purchase more drapes for JPM Hall. They talked to Murzyn and told him they thought~the porch area should have new drapes. Murzyn. got estimate from Graves Interiors, $1,450.80; and the V.F.W. accepted that price. The Park Board should purchase a set for the stairway by the main door. Estimate on that is $164.15. Rejzer will handle this in the same manner as the purchase of the drapes for the main hall. ADJOURNMENT Motion by Fowler, seconded by Starcevic to adjourn. All ayes, motion carried.
